This International Standard specifies the International Standard identifier for libraries and related organizations (ISIL), which comprises a set of standard identifiers used for the unique identification of libraries, archives, museums and related organizations with a minimum impact on already existing systems. An ISIL identifies an organization, i.e. a library, an archive, a museum or a related organization, or one of its subordinate units, which is responsible for an action or service in an informational environment (e.g. creation of machine-readable information). It can be used to identify the originator or holder of a resource (e.g. library material or a collection in an archive). The ISIL is intended for use by libraries, archives, museums and agencies doing business or interacting with these organizations (e.g. suppliers, publishers, and government institutions). An ISIL identifies an organization or one of its subordinate units throughout its life. In some cases, such as when an organization has undergone a significant administrative change (e.g. a merger with another organization), particularly one that results in a name change, a new ISIL identifier can be allocated. Since this International Standard allows the use of existing codes to be incorporated into the ISIL, it is possible that a given organization can have more than one ISIL. However, it is the intention of this International Standard to minimize the number of codes. Any library, archive, museum or related organization, administrative unit or subordinate unit, acting autonomously, can be allocated an ISIL. An ISIL is not intended to be used to classify organizations or their services and holdings.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent

Introduction
Communication and resource sharing among libraries and related organizations, including archives, museums,
government agencies, educational institutions and businesses, have dramatically increased. This new
collaboration has created a need for a structured, standard identifier for organizations, especially libraries.
Due largely to the implementation of common standards which specify the formats for information exchange
within the library, archival or museum communities, millions of bibliographic records are now available to
users all over the world. They can be accessed through the internet, in virtual union catalogues, virtual
archives and museums and through other cooperative information systems, or linked to, in whole or in part,
through secondary internet services. Holdings data linked to descriptive records provide direct access to
records, to surrogates of the documents, archival records and artefacts and to the services supplied by
libraries, archives, museums and related organizations and agencies. A standardized identifier for the
originating or holding source will effectively facilitate access to this information.
Organizational identifiers are widely used in many countries. This International Standard utilizes a flexible
structure that can accommodate existing identifiers and be used to create new identifiers. This common
framework will enable organizations in the same sector and organizations in parallel sectors to collaborate.

Introduction

coopératifs ou qui y sont associés, en tout ou en partie, par des services secondaires de l'internet. Les
données locales liées aux notices descriptives offrent l'accès direct aux notices, aux supports de substitution
des documents, aux notices archivistiques, aux œuvres littéraires et aux services fournis par les bibliothèques,
les services archivistiques, les musées et les organismes apparentés ainsi que les administrations. Un
identifiant normalisé de la source d'origine ou détentrice facilitera efficacement l'accès à ces informations.

1 Domaine d'application
La présente Norme internationale spécifie l'Identifiant international normalisé destiné aux bibliothèques et aux
organismes apparentés (ISIL) qui comporte un jeu d'identifiants normalisés pour l'identification univoque des
bibliothèques, des services archistiques, des musées et des organismes apparentés, affectant le moins
possible les systèmes déjà en place.
Un ISIL identifie un organisme, à savoir, une bibliothèque, un service d'archives, un musée ou un organisme
apparenté ou l'une de ses unités, responsable d'une activité ou d'un service dans un contexte informationnel
(par exemple la création d'informations lisibles à la machine). Il peut servir à identifier l'initiateur ou le
détenteur d'une ressource (par exemple un matériau de bibliothèque ou une collection dans une archive).
L'ISIL est destiné aux bibliothèques, aux archives, aux musées et aux administrations en relation commerciale
avec ces organismes ou interagissant avec eux, (par exemple les fournisseurs, les éditeurs et les
établissements publics). Un ISIL identifie un organisme ou l'une de ses unités subordonnées tout au long de

Puisque la présente Norme internationale permet d'intégrer les codes existants à l'ISIL, il est possible qu'un
organisme donné possède plusieurs ISIL, cependant la présente Norme internationale vise à réduire le
nombre de codes au minimum.
Un ISIL peut être attribué à une bibliothèque, un service archivistique, un musée ou un organisme apparenté,
une entité qui en dépend, agissant de manière autonome.
Un ISIL n'est destiné à classer ni les organismes, ni leurs services ni leurs collections.

toute bibliothèque indépendante ou tout groupe de bibliothèques dépendant d'un seul directeur ou d'une
administration unique

service archivistique
organisme qui conserve et préserve du matériel archivistique et le rend accessible
NOTE Il peut également être le répertoire d'un corpus organisé de documents, produits ou reçus par une entité
publique, semi-publique, institutionnelle ou commerciale intervenant dans la transaction de ses affaires et conservée par
son (ses) successeur(s). Le terme «service archivistique» désigne également le corpus des documents mêmes.

code de pays
code représentant le nom actuel de pays, de dépendances et d'autres territoires d'intérêt géopolitique
particulier, fondés sur les listes des noms de pays établies par les Nations Unies

subdivision de pays
code représentant le nom de divisions administratives principales ou de territoires comparables, du pays, etc.

bibliothèque
organisme ou partie d'organisme, dont l'objectif principal est de maintenir une collection et de faciliter par les
services d'un personnel, l'utilisation de ces documents en fonction de la demande, pour répondre aux besoins
d'information, de recherche, d'enseignement ou de récréation de ses usagers

musée
établissement permanent affecté au service de la société et de son développement, qui acquiert, conserve,
recherche, communique et expose son patrimoine de l'humanité tangible et intangible et de son
environnement, aux fins d'enseignement, d'étude et de loisir

organisme apparenté
organisme ou l'une de ses unités, autre qu'une bibliothèque, un service archivistique ou un musée qui est
responsable d'une activité ou d'un service dans le domaine de l'information
EXEMPLES Administration, service archivistique, établissement commercial, d'enseignement ou administratif, musée,
ou autre instance de nature collaborative et les unités qui en dépendent, pouvant offrir un service, générer un produit,


conduire un programme ou détenir des ressources dans les domaines de l'information.
