Gas infrastructure - Pressure testing, commissioning and decommissioning procedures - Functional requirements

This European Standard describes common principles for pressure testing, commissioning and decommissioning of gas infrastructures as covered by the functional European Standards of the Technical Committee CEN/TC 234, see Annex B. They have been extracted from the detailed codes of practice and operating manuals in the member countries.
This European Standard does not cover installation pipework which is covered by EN 1775.
The specified procedures are applicable to strength testing, tightness testing and combined testing. Test pressure levels, test periods and acceptance criteria are not covered by this European Standard.
Additional measures or different methods of testing, commissioning or decommissioning can be required by legislation of the individual member countries or at the discretion of the pipeline operator.
This European Standard specifies common basic principles for gas infrastructure.  Users of this European Standard should be aware that more detailed national standards and/or code of practice may exist in the CEN member countries.
This European Standard is intended to be applied in association with these national standards and/or codes of practice setting out the above-mentioned basic principles.
In the event of conflicts in terms of more restrictive requirements in national legislation/regulation with the requirements of this European Standard, the national legislation/regulation should take precedence as illustrated in CEN/TR 13737.
CEN/TR 13737 gives:
- clarification of all legislations/regulations applicable in a member state;
- if appropriate, more restrictive national requirements;
- a national contact point for the latest information.

Gasinfrastruktur - Druckprüfung, In- und Außerbetriebnahme - Funktionale Anforderungen

Diese Europäische Funktionsnorm beschreibt allgemeingültige Grundsätze für die Druckprüfung und In- und Außerbetriebnahme von Gasinfrastrukturen, die in den Europäischen Funktionsnormen des Technischen Komitees CEN/TC 234 (siehe Anhang B) beschrieben werden. Sie wurden den detaillierten technischen Regeln und Betriebsanweisungen der Mitgliedsländer entnommen.
Diese Europäische Norm behandelt keine Leitungsanlagen für Gebäude, die in EN 1775 behandelt werden.
Die beschriebenen Verfahren sind für die Festigkeits-, die Dichtheits- und die kombinierte Prüfung anwendbar. Prüfdrücke, Prüfdauern und Akzeptanzkriterien werden in dieser Europäischen Norm nicht angegeben.
Zusätzliche Maßnahmen oder abweichende Verfahren für die Prüfung, In- oder Außerbetriebnahme können durch die Gesetzgebung einzelner Mitgliedsländer oder nach dem Ermessen des Rohrleitungsbetreibers vorgesehen werden.
Diese Europäische Norm enthält allgemeine Grundsätze für Gasinfrastruktur. Die Anwender dieser Europäischen Norm sollten sich bewusst sein, dass detailliertere Nationale Normen bzw. Technische Regeln in den CEN-Mitgliedsländern existieren können.
Diese Europäische Norm soll in Verbindung mit diesen, die oben erwähnten allgemeinen Grundsätze darlegenden nationalen Normen und/oder Technischen Regeln angewendet werden.
Für den Fall eines Konflikts zwischen strengeren nationalen gesetzlichen Anforderungen/Bestimmungen und den Anforderungen dieser Europäischen Norm ist den nationalen gesetzlichen Anforderungen/Bestimmungen wie in CEN/TR 13737 (alle Teile) ausgeführt Vorrang einzuräumen.
CEN/TR 13737 (alle Teile) enthält:
-   eine Klarstellung aller geltenden Rechtsvorschriften/Bestimmungen eines Mitgliedstaats;
-   ggf. weitergehende strengere nationale Anforderungen;
-   einen nationalen Ansprechpartner für die Weitergabe neuester Informationen.

La présente Norme européenne définit les principes habituellement appliqués lors des essais de pression, de la mise en service et de la mise hors service de systèmes d'alimentation en gaz tels qu’ils sont couverts par les Normes fonctionnelles européennes du CEN/TC 234 , voir l’Annexe B. Ils ont été extraits des codes de pratique détaillés et des manuels d'exploitation des pays membres.
La présente Norme européenne ne couvre pas les tuyauteries pour les bâtiments qui sont couvertes par l’EN 1775.
Les modes opératoires spécifiés sont applicables aux essais de résistance mécanique, aux essais d'étanchéité et aux essais combinés. Les niveaux de pression d'essai et les durées d'essai, ainsi que les critères d'acceptation, ne sont pas traités dans la présente Norme européenne.
Des mesures supplémentaires ou des méthodes d'essais, de mise en service et mise hors service différentes peuvent être prescrites par la législation de chaque pays membre ou à la discrétion de l'exploitant de réseau.
La présente Norme européenne spécifie les principes de base communs pour les systèmes d'alimentation en gaz. Il convient que les utilisateurs de la présente Norme européenne gardent à l'esprit l'existence éventuelle, dans les pays membres du CEN, de codes de pratique et/ou de normes nationales plus détaillées.
La présente Norme européenne est destinée à s'appliquer conjointement avec ces normes nationales et/ou codes de pratique, qui détaillent les principes de base précités.

Ta evropski standard opisuje splošna načela za tlačni preskus, začetek in prenehanje obratovanja infrastruktur za plin iz funkcionalnih evropskih standardov tehničnega odbora CEN/TC 234, glej dodatek B. Diese detaillierten Ausführungen umfassen anerkannte Regeln der Gastechnik sowie die spezifischen Anforderungen, die von den Gesetzesstrukturen der Mitgliedsländer auferlegt werden.  Prüfverfahren;  Prüfdruck;  Prüfdauer;  Prüfmedium;  Akzeptanzkriterien;  zulässige Schwankungen von Druck und Volumen;  minimaler Druck in der existierenden Gasinfrastruktur;  Lecknachweismethoden;  Entleerung vom Prüfmedium;  Entsorgung von Wasser. 4.1.4 Prüfverfahren und -druck hängen jeweils von den verwendeten Werkstoffen, den Verbindungen, dem beabsichtigten Einsatzgebiet und den Vorgaben der einschlägigen Funktionsnormen für Gasinfrastrukturen ab (siehe Anhang B). 4.1.5 Die maximal zulässige Druck-/Volumenschwankung hängt von Werkstoff, Druck, Durchmesser und örtlicher Lage des Prüfabschnitts ab. 4.1.6 Die Auswirkungen von atmosphärischen Druck- und/oder Temperaturschwankungen sind gegebenenfalls zu berücksichtigen, insbesondere dann, wenn ein Teil des Prüfabschnitts nicht vollständig erdbedeckt ist. 4.1.7 Wenn Kunststoff geprüft wird, sollten Auswirkungen des Kriechverhaltens während Druckaufbringung und Prüfphase berücksichtigt werden. BEISPIEL Polyäthylen 4.1.8 Die Höhe des Drucks wird mit Hilfe von Druckmessgeräten, Mindestanforderung Genauigkeitsklasse 0,6, mit einem maximalen Messbereich vom 1,1- bis 1,5-fachen des Prüfdruckes, gemessen. Druckaufzeichnungsgeräte der Klasse 1 dürfen, sofern geeignet, verwendet werden. Es muss sichergestellt werden, dass der vollständige Prüfabschnitt unter Druck steht. Um Temperaturschwankungen, die den Prüfdruck beeinflussen, zu berücksichtigen, kann ein Temperaturmessgerät mit einer Mindestgenauigkeit von 1 °C eingesetzt werden.
