Low-voltage switchgear and controlgear assemblies - Part 4: Assemblies for construction sites (ACS) (IEC 61439-4:2012)

This part of 61439 defines the specific requirements of ACS as follows:
– ASSEMBLIES for which the rated voltage does not exceed 1 000 V in case of a.c. or 1 500 V in case of d.c.;
– ASSEMBLIES where the nominal primary voltage and the nominal secondary voltage of
transformers incorporated in ACS are within the limits specified above;
– ASSEMBLIES intended for use on construction sites, both indoors and outdoors, i.e. temporary places of work to which the public do not generally have access and where building construction, installation, repairs, alteration or demolition of property (buildings) or civil engineering (public works) or excavation or any other similar operations are carried out;
– transportable (semi-fixed) or mobile ASSEMBLIES with enclosure. The manufacture and/or assembly may be carried out other than by the original manufacturer. This standard does not apply to individual devices and self-contained components, such as motor starters, fuse switches, electronic equipment, etc. which will comply with the relevant product standards. This standard does not apply to ASSEMBLIES for use in the administrative centres of construction sites (offices, cloakrooms, ASSEMBLY rooms, canteens, restaurants, dormitories, toilets, etc.). Requirements for electrical protection provided by equipment manufactured according to this International Standard are given in IEC 60364-7-704.

Cette première édition de la CEI 61439-4 annule et remplace la deuxième édition de la CEI 60439-4 (2004), dont elle constitue une révision technique. Cette édition inclut les modifications techniques importantes suivantes par rapport à la dernière édition de la CEI 60439-4: - modification du titre en 'Partie 4: Exigences particulières pour ensembles de chantiers (EC)'; - alignement sur la CEI 61439-1 pour ce qui concerne la structure et le contenu technique, le cas échéant; - pour permettre la comparaison avec les EC soumis aux essais.

Ta del standarda 61439 določa naslednje posebne zahteve za sestave na gradbiščih (ACS):
– SESTAVE, za katere nazivna napetost ne presega 1000 V v primeru izmeničnega toka ali 1500 V v primeru enosmernega toka;
– SESTAVE, pri katerih sta nazivna primarna napetost in nazivna sekundarna napetost
transformatorjev, vgrajenih v sestave na gradbiščih, v zgoraj določenih mejah;
– SESTAVE, namenjene za uporabo na gradbiščih znotraj in zunaj, tj. začasnih deloviščih, do katerih javnost na splošno nima dostopa ter kjer se izvajajo gradbena konstrukcijska dela, inštalacije, popravila, spremembe ali rušenje posesti (stavb) ali gradbeniška dela (javna dela) ali izkop ali katere koli druge podobne dejavnosti;
– prenosne (polpritrjene) ali mobilne SESTAVE z ogrodjem. Proizvodnjo in/ali sestavljanje lahko izvaja oseba, ki ni prvotni proizvajalec. Ta standard se ne uporablja za posamezne naprave in samostojne dele, kot so zaganjalniki, varovalčna stikala, elektronska oprema itd., ki so skladni z ustreznimi standardi za izdelek. Ta standard se ne uporablja za SESTAVE za uporabo v administrativnih središčih gradbišč (pisarne, garderobe, prostori s SESTAVI, jedilnice, restavracije, spalni prostori, toaletni prostori itd.). voltage switchgear and controlgear assemblies" of IEC/TC17 "Switchgear and controlgear" was

submitted to the IEC-CENELEC parallel vote and approved by CENELEC as EN 61439-4:2013.

EN 61439-4:2013 includes the following significant technical changes with respect to

EN 60439-4:2004:

- modification of the title as “Part 4: Particular requirements for assemblies for construction sites

(ACS);

- alignment on EN 61439-1 regarding the structure and technical content, as applicable;

- to allow comparison with tested ACS.
This standard is to be read in conjunction with EN 61439-1:2011.

applicable to this standard insofar as they are specifically cited. When this standard states “addition”,

Special national condition: National characteristic or practice that cannot be changed even over a

long period, e.g. climatic conditions, electrical earthing conditions.

NOTE If it affects harmonization, it forms part of the European Standard / Harmonization Document.

In Norway, assemblies shall be additional marked with the minimum ambient temperature

applicable for the ACS.

In Norway, assemblies suitable for normal operation at a lower ambient temperature than

-25 ºC shall also comply with the requirements of this publication.

8.2.2

In Spain wiring rules (RD 842/2002) require a minimum degree of protection of IP 45 for

enclosures, switchgear and controlgear, socket-outlets and other installation elements

intended for outdoor construction sites.

In Norway, the test shall be carried out at an ambient temperature (20 ± 5) ºC immediately

after the assembly has been kept at a temperature corresponding to the minimum ambient

a low-voltage switchgear and controlgear assembly intended for use on construction and similar sites.

This part of 61439 defines the specific requirements of ACS as follows:

The rated current of an ACS is that of its incoming circuit.

This current shall be carried without the temperature rise of the individual parts exceeding the

limits specified in 9.2 of Part 1.

6 Information
This clause of Part 1 is applicable except as follows.
6.1 ASSEMBLY designation marking
Replacement of title and text:
6.1 ACS designation marking

The ASSEMBLY manufacturer shall provide each ACS with one or more labels, marked in a

durable manner and located in a place such that they are visible and legible when the ACS is

installed and in operation.
Compliance is checked according to the test of 10.2.7 and by inspection.
The following information regarding the ACS shall be provided on the label(s):
a) ASSEMBLY manufacturer's name or trade mark (see 3.10.2);

b) type designation or identification number or any other means of identification, making it

possible to obtain relevant information from the ASSEMBLY manufacturer;
c) means of identifying date of manufacture;
d) IEC 61439-4;
e) type of current (and the frequency in the case of a.c.);
f) rated voltage (U ) (of the ACS) (see 5.2.1);
g) rated current of the ACS (I ) (see 5.3.1);
h) degree of protection (see 8.2);
i) the weight where this exceeds 30 kg.

If the indication of the name or trademark of the manufacturer appears on the ACS it need not

be given on the nameplate.

Standard SIST EN 61439-4 (sl), Sestavi nizkonapetostnih stikalnih in krmilnih naprav – 4. del: Posebne

zahteve za sestave na gradbiščih (ACS), 2013, ima status slovenskega standarda in je istoveten

evropskemu standardu EN 61439-4 (en), Low-voltage switchgear and controlgear assemblies – Part 4:

Assemblies for construction sites (ACS), 2013.
Ta standard nadomešča SIST EN 60439-4:2005.
NACIONALNI PREDGOVOR

Mednarodni standard IEC 61439-4:2012 je pripravil tehnični odbor Mednarodne elektrotehniške komisije

IEC/TC 17 Sestavi nizkonapetostnih stikalnih in krmilnih naprav, potrdil pa tehnični odbor Evropskega

komiteja za standardizacijo v elektrotehniki CLC/SR 121B Sestavi nizkonapetostnih stikalnih in krmilnih

naprav. Slovenski standard SIST EN 61439-4:2013 je prevod evropskega standarda EN 61439-4:2013.

V primeru spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski

standard v angleškem jeziku. Slovensko izdajo standarda je potrdil tehnični odbor SIST/TC SKA Stikalni

in krmilni aparati.

Odločitev za privzem tega standarda je v aprilu 2013 sprejel tehnični odbor SIST/TC SKA Stikalni in

krmilni aparati.

Ta evropski standard je CENELEC sprejel dne 20. decembra 2012. Člani CENELEC morajo izpolnjevati

določila poslovnika CEN/CENELEC, s katerim je predpisano, da mora biti ta standard brez kakršnihkoli

sprememb sprejet kot nacionalni standard.

Seznami najnovejših izdaj teh nacionalnih standardov in njihovi bibliografski podatki so na voljo pri

Upravnem centru ali članih CENELEC.

Evropski standardi obstajajo v treh izvirnih izdajah (nemški, angleški in francoski). Izdaje v drugih jezikih,

Predgovor k evropskemu standardu

Besedilo dokumenta 17D/460/FDIS, poznejša prva izdaja IEC 61439-4, ki ga je pripravil pododbor SC

17D Sestavi nizkonapetostnih stikalnih in krmilnih naprav pri tehničnem odboru Mednarodne

elektrotehniške komisije IEC/TC 17 Stikalne in krmilne naprave, je bilo predloženo v vzporedno

glasovanje IEC-CENELEC in ga je CENELEC sprejel kot EN 61439-4:2013.
Določeni so bili naslednji roki:
– zadnji datum, do katerega mora EN dobiti status
nacionalnega standarda bodisi z objavo istovetnega besedila
ali z razglasitvijo (dop) 2013-09-20
– zadnji datum, ko je treba razveljaviti nacionalne standarde,
ki so z EN v nasprotju (dow) 2015-12-20
Ta dokument nadomešča EN 60439-4:2004.

EN 61439-4:2013 vsebuje naslednje pomembne tehnične spremembe glede na EN 60439-4:2004:

‒ naslov je bil spremenjen v "4. del: Posebne zahteve za sestave na gradbiščih (ACS)";

‒ izvedena je bila uskladitev z EN 61439-1 glede na strukturo in tehnične vsebine, kot je ustrezno;

‒ omogoča primerjavo s preskušenimi sestavi na gradbiščih.
Ta standard je treba brati v povezavi z EN 61439-1:2011.

Določila splošnih pravil, ki jih obravnava EN 61439-1 (v nadaljnjem besedilu: 1. del), se uporabljajo za

ta standard samo, če so izrecno navedena. Kadar ta standard navaja "dodatek", "spremembo" ali

"zamenjavo", je treba ustrezno besedilo v 1. delu ustrezno prilagoditi.

Podtočke, ki so oštevilčene s 101 (102, 103 itd.), so dodane isti podtočki v 1. delu.

Preglednice in slike v tem 4. delu, ki so nove, so oštevilčene s številkami od 101 naprej.

Novi dodatki v tem 4. delu so označeni s črkami AA, BB itd.

V tem standardu so izrazi, napisani z velikimi tiskanimi črkami, definirani v točki 3.

Pozornost bralca naj bo usmerjena v dejstvo, da dodatek AA navaja vsa določila o različnih praksah, ki

so v nekaterih državah bolj začasnega značaja in se nanašajo na predmet tega standarda.

Upoštevati je treba, da so nekateri elementi tega dokumenta lahko predmet patentnih pravic. CENELEC

[in/ali CEN] ni odgovoren za identifikacijo katerekoli ali vseh teh pravic.

Ta standard zajema Načela elementov varnostnih ciljev za električno opremo, konstruirano za uporabo

znotraj določenih napetostnih mej (LVD – 2006/95/EC).

Ta dokument je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko združenje za

prosto trgovino dala CENELEC, in podpira bistvene zahteve direktive Evropske unije.

Ta evropski standard je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko

4. del: Posebne zahteve za sestave na gradbiščih (ACS)
Predgovor

1. Mednarodna elektrotehniška komisija (IEC) je svetovna organizacija za standardizacijo, ki združuje vse nacionalne

elektrotehnične komiteje (nacionalni komiteji IEC). Cilj IEC je pospeševati mednarodno sodelovanje v vseh vprašanjih

standardizacije s področja elektrotehnike in elektronike. V ta namen poleg drugih aktivnosti izdaja mednarodne standarde,

tehnične specifikacije, tehnična poročila, javno dostopne specifikacije (PAS) in vodila (v nadaljevanju: publikacije IEC). Za

njihovo pripravo so odgovorni tehnični odbori; vsak nacionalni komite IEC, ki ga zanima obravnavana tema, lahko sodeluje

v tem pripravljalnem delu. Prav tako lahko v pripravi sodelujejo mednarodne organizacije ter vladne in nevladne ustanove,

ki so povezane z IEC. IEC deluje v tesni povezavi z mednarodno organizacijo za standardizacijo ISO skladno s pogoji,

določenimi v soglasju med obema organizacijama.

2. Uradne odločitve ali sporazumi IEC o tehničnih vprašanjih, pripravljeni v tehničnih odborih, kjer so prisotni vsi nacionalni

komiteji, ki jih tema zanima, izražajo, kolikor je mogoče, mednarodno soglasje o obravnavani temi.

3. Publikacije IEC imajo obliko priporočil za mednarodno uporabo ter jih kot takšne sprejmejo nacionalni komiteji IEC. Čeprav

IEC skuša zagotavljati natančnost tehničnih vsebin v publikacijah IEC. IEC ni odgovoren za način uporabe ali za možne

napačne interpretacije končnih uporabnikov.

4. Da bi se pospeševalo mednarodno poenotenje, so nacionalni komiteji IEC v svojih nacionalnih in regionalnih standardih

dolžni čim pregledneje uporabljati mednarodne standarde. Vsako odstopanje med standardom IEC in ustreznim nacionalnim

ali regionalnim standardom je treba v slednjem jasno označiti.

5. IEC sam ne izvaja potrjevanja skladnosti. Storitve ugotavljanja skladnosti in na nekaterih območjih tudi dostop do znakov

skladnosti IEC izvajajo neodvisni certifikacijski organi. IEC ni določil nobenega postopka v zvezi z označevanjem kot znakom

strinjanja in ne prevzema nikakršne odgovornosti za storitve, ki jih izvajajo neodvisni certifikacijski organi. opremo, ki je

deklarirana, da ustreza kateremu od publikacij IEC.
6. Vsi uporabniki naj bi si zagotovili zadnjo izdajo teh publikacij.

7. IEC ali njegovi direktorji, zaposleni, uslužbenci ali agenti, vključno s samostojnimi strokovnjaki ter člani tehničnih odborov in

nacionalnih komitejev IEC, ne prevzemajo nobene odgovornosti za kakršnokoli osebno poškodbo, škodo na premoženju ali

katerokoli drugo škodo kakršnekoli vrste, bodisi posredne ali neposredne, ali za stroške (vključno z zakonitim lastništvom) in

izdatke, povezane s publikacijo, njeno uporabo ali zanašanjem na to publikacijo IEC ali katerokoli drugo publikacijo IEC.

8. Posebno pozornost je treba posvetiti normativnim virom, na katere se sklicuje ta publikacija. Uporaba navedenih publikacij

je nujna za pravilno uporabo te publikacije.

9. Opozoriti je treba na možnost, da bi lahko bil kateri od elementov tega mednarodnega standarda predmet patentnih pravic.

IEC ne odgovarja za identifikacijo nobene od teh patentnih pravic.

Mednarodni standard IEC 61439-4 je pripravil pododbor 17D Sestavi nizkonapetostnih stikalnih in

krmilnih naprav pri tehničnem odboru IEC 17 Stikalne in krmilne naprave.

Ta prva izdaja IEC 61439-4 razveljavlja in nadomešča drugo izdajo IEC 60439-4 (2004) ter je tehnično

revidirana.

Ta izdaja vsebuje naslednje pomembne tehnične spremembe glede na zadnjo izdajo IEC 60439-4:

‒ naslov je bil spremenjen v "4. del: Posebne zahteve za sestave na gradbiščih (ACS)";

‒ izvedena je bila uskladitev z IEC 61439-1 glede na strukturo in tehnične vsebine, kot je ustrezno;

‒ omogoča primerjavo s preskušenimi sestavi za gradbišča.

Ta dokument je bil pripravljen v skladu z Direktivami ISO/IEC, 2. del.

Ta standard je treba brati v povezavi z IEC 61439-1. Določila splošnih pravil, ki jih obravnava IEC 61439-

1 (v nadaljnjem besedilu: 1. del), se uporabljajo za ta standard samo, če so izrecno navedena. Kadar ta

Pozornost bralca naj bo usmerjena v dejstvo, da dodatek AA navaja vsa določila o različnih praksah, ki

so v nekaterih državah bolj začasnega značaja in se nanašajo na predmet tega standarda.

Seznam vseh delov skupine standardov IEC 61439 pod splošnim naslovom Sestavi nizkonapetostnih

stikalnih in krmilnih naprav je na voljo na spletni strani IEC.

Tehnični odbor je sklenil, da bo vsebina tega standarda ostala nespremenjena do datuma, določenega

za zaključek periodičnega pregleda, ki je določen na spletni strani IEC "http://webstore.iec.ch" pri

podatkih za to publikacijo. Po tem datumu bo publikacija:
– ponovno potrjena,
– razveljavljena,
– zamenjana z novo izdajo ali

za sestave na gradbiščih (ACS)
1 Področje uporabe

OPOMBA: V tem standardu se kratica ACS (SESTAV za gradbišče, glej 3.1.101) uporablja za sestav nizkonapetostnih

stikalnih in krmilnih naprav, namenjen za uporabo na gradbiščih in podobnih krajih.

Ta del standarda 61439 opredeljuje specifične zahteve za ACS takole:

— SESTAVI, pri katerih naznačena napetost ne presega 1 000 V izmenične napetosti ali 1 500 V

enosmerne napetosti;

— SESTAVI, pri katerih sta nazivna primarna in nazivna sekundarna napetost transformatorjev na

gradbiščih v okviru zgoraj navedenih omejitev;

— SESTAVI, namenjeni za uporabo na gradbiščih, tako v zaprtih prostorih kot na prostem, tj. na

začasnih delovnih mestih, do katerih javnost splošno nima dostopa in kjer se izvajajo gradnja

objektov, montaža, popravila, adaptacija ali rušenja nepremičnin (stavb) ali nizke gradnje (javna

dela) ali odkopavanje ali katerikoli drugi podobni posegi;
— prenosni (delno pritrjeni) ali mobilni SESTAVI z okrovom.

Proizvodnjo in/ali montažo lahko izvajajo tudi drugi in ne samo izvirni proizvajalec.

Ta standard se ne uporablja za posamezne naprave in samostojne komponente, kot so npr. motorski

zaganjalniki, varovalčna stikala, elektronska oprema itd., ki so skladne z ustreznimi standardi za

proizvode.

Ta standard se ne uporablja za SESTAVE, namenjene za uporabo v upravnih centrih gradbišč (pisarnah,

garderobah, montažnih prostorih, menzah, restavracijah, domovih, straniščih itd.).

Zahteve za električno zaščito, zagotovljeno z opremo, ki je izdelana v skladu s tem mednarodnim

standardom, so navedene v standardu IEC 60364-7-704.
