Forestry machinery - Safety requirements on radio remote controls
This European standard specifies the additional requirements in respect to radio remote control systems that are used in forestry machinery. The fundamental requirements are defined in the standard IEC 62745. Radio remote control systems for the following forestry machines are discussed in this standard:
- Forestry cable winches according to EN ISO 19472, winches with outriggers for forestry trailers, log splitters and cutting splitters as well as hauling winches;
- Self-propelled machinery for forestry according to EN ISO 11850 (machines for felling, moving and debranching, forwarders, log loaders, skidders, processors, harvesting machines, mulchers as well as multipurpose machines of these construction types, as described in ISO 6814); the definitive part of the standard defines essential requirements in respect to the driving function of the machine;
- Mobile yarders for timber logging corresponding to EN 16517;
- Log splitters and combined cutting splitters according to EN 609-1 and EN 609-2 including their support winches and circular sawing machines for fire wood corresponding to EN 1870-6;
- Chopping machines according to EN 13525 and chopping machines with mechanical feed systems for the production of woodcuts;
- Forestry cranes and similar devices that are used on self-propelled machinery for forestry according to EN 11850 and, as indicated above, for timber transport, timber loading, the loading of forestry goods or forestry products as well as for the handling and arrangement of timber full harvesters, felling attachments, machines for felling and moving, attachments, saw heads, gripper-saw combinations with or without load or similar devices and machines, insofar they are not treated in EN 12999. Forestry cranes can be a component of the forestry machine on which they are mounted.
Forstmaschinen - Sicherheitsanforderungen für Funkfernsteuerungen
Diese Europäische Norm legt zusätzliche Anforderungen in Bezug auf kabellose Steuerungssysteme zum Einsatz in Forstmaschinen fest. Die grundlegenden Anforderungen werden in der Norm prEN 62745 definiert. Kabellose Steuerungssysteme für die folgenden Forstmaschinen werden in dieser Norm behandelt:
- Kabelwinden von Forstmaschinen nach ISO 19472, Winden für Holzspaltmaschinen;
- Selbstfahrende Forstmaschinen nach EN ISO 11850 (Maschinen zum Fällen, Bewegen und Entasten, Maschinen für den Frachttransport, Stammlader, Schlepper, Verarbeitungsmaschinen, Erntemaschinen, Mulcher sowie Mehrzweckmaschinen dieser Konstruktionsarten, wie in ISO 6814 beschrieben); der definierende Teil dieser Norm definiert wesentliche Anforderungen in Bezug auf die Fahrfunktion der Maschine;
- Mobile Seilkrananlagen für den Holztransport nach prEN 16517;
- Holzspaltmaschinen und kombinierte Brennholzspalter nach EN 609-1:2016, 5.9.2.1, Buschholzhacker nach EN 13525 sowie Holzhackmaschinen mit mechanischen Zuführsystemen für die Fertigung von Holzhackschnitzeln und Zerkleinerungs- und Schleifmaschinen;
- Hublader für die Forstwirtschaft und ähnliche Geräte, die auf selbstfahrenden Maschinen und Anhängern für die Forstwirtschaft nach EN ISO 11850 eingesetzt werden sowie, wie oben angegeben, für den Holztransport, die Holzverladung, das Beladen von forstwirtschaftlichen Gütern oder Produkten sowie für den Umschlag und die Anordnung von Holzerntemaschinen, Anbauteilen für die Abholzung, Maschinen für die Abholzung und Bewegung, Anbauteile, Sägeköpfe, Kombinationsmaschinen aus Greifer und Säge mit oder ohne Lasten oder ähnliche Einrichtungen und Maschinen, sofern diese nicht durch EN 12999 abgedeckt sind. Hublader für die Forstwirtschaft können eine Komponente einer Forstmaschine darstellen, auf welcher diese montiert sind.
Matériel forestier - Prescriptions de sécurité pour les systèmes de commande à distance radio
La présente Norme européenne spécifie les prescriptions supplémentaires relatives aux systèmes de commande sans fil utilisés dans le matériel forestier. Les prescriptions fondamentales sont définies dans la norme prEN 62745. Les systèmes de commande sans fil pour le matériel forestier suivant sont traités dans la présente norme :
- treuils forestiers conformes à l’ISO 19472, treuils pour fendeuses de bûches ;
- matériels forestiers automoteurs conformes à l’EN ISO 11850 (machines pour l’abattage, le déplacement et l’ébranchage, débardeuses, chargeuses de grumes, débusqueuses, façonneuses, récolteuses, gyrobroyeuses, ainsi que leurs versions multifonctions, telles que décrites dans l’ISO 6814) ; la partie définitive de la norme définit les prescriptions essentielles de la fonction de conduite de la machine ;
- téléphériques à mât mobile pour l’exploitation du bois correspondant au prEN 16517 ;
- fendeuses de bûche et machines combinées scie/fendeuse de bûches conformes à l’EN 609 1:2016, 5.9.2.1, déchiqueteuses conformes à l’EN 13525 et déchiqueteuses à systèmes d’alimentation mécanique pour la production de copeaux de bois et broyeuses/déchiqueteuses ;
- chargeuses forestières et dispositifs similaires qui sont utilisés sur des matériels forestiers automoteurs et remorques conformes à l’EN ISO 11850 et, comme indiqué ci-dessus, pour le transport de bois, le chargement de bois, le chargement de marchandises ou produits forestiers, ainsi que pour la manutention et la disposition des abatteuses-façonneuses de bois, des têtes d’abattage, des machines d’abattage et de déplacement, des accessoires, des têtes de scies, des ensembles pince de préhension/scie avec ou sans charge ou des dispositifs et machines similaires dans la mesure où ils ne sont pas traités dans l’EN 12999. Les chargeuses forestières peuvent être un composant de la machine forestière sur laquelle elles sont montées.
Gozdarski stroji - Varnostne zahteve za radijsko daljinsko upravljanje
Ta evropski standard določa dodatne zahteve v zvezi s sistemi radijskega daljinskega upravljanja, ki se uporabljajo v gozdarskih strojih. Temeljne zahteve so opredeljene v standardu IEC 62745. V tem standardu so obravnavani sistemi radijskega daljinskega upravljanja za naslednje gozdarske stroje: – gozdarski kabelski vitli v skladu s standardom EN ISO 19472, vitli s stabilizatorji za gozdarske prikolice, cepilnike lesa in rezalne cepilnike ter vlečni vitli; – stroji z lastnim pogonom za uporabo v gozdarstvu v skladu s standardom EN ISO 11850 (stroji za podiranje, premikanje in odstranjevanje vej, zglobi traktorji za vleko, stroji za nakladanje hlodov, zglobi traktorji za transport hlodov, stroji za kleščenje, stroji za izdelavo sortimentov (harvesterji), stroji za mulčenje in večnamenski stroji te vrste konstrukcije, kot je opisano v standardu ISO 6814); dokončni del standarda opredeljuje bistvene zahteve v zvezi s pogonsko funkcijo stroja; – mobilni žični žerjavi za spravilo lesa v skladu s standardom EN 16517; – cepilniki lesa in kombinirani rezalni cepilniki v skladu s standardoma EN 609-1 in EN 609-2, vključno z njihovimi opornimi vitli in krožnim žagami za drva v skladu s standardom EN 1870-6; – sekalniki v skladu s standardom EN 13525 in sekalniki z mehanskimi dovajalnimi sistemi za izdelavo lesnih sekancev; – gozdarski žerjavi in podobne naprave, ki se uporabljajo na strojih z lastnim pogonom za uporabo v gozdarstvu v skladu s standardom EN 11850 in, kot je navedeno zgoraj, za transport hlodov, nakladanje hlodov, nakladanje gozdarskih proizvodov ter za ravnanje z in razporejanje harvesterjev s hlodi, priključkov za podiranje strojev za podiranje in premikanje, priključkov, glav za žaganje, kombinacij žag s primežem z ali brez bremena ali podobnih naprav in strojev, če niso obravnavani v standardu EN 12999. EN 17067:2018 (E) 4 European foreword This document (EN 17067:2018) has been prepared by Technical Committee CEN/TC 144 “Tractors and machinery for agriculture and forestry”, the secretariat of which is held by AFNOR. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by June 2019, and conflicting national standards shall be withdrawn at the latest by June 2019. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN shall not be held responsible for identifying any or all such patent rights. Cableless control systems are increasingly used in forestry. As only the fundamental requirements are defined in the standard EN 62745, it is necessary to formulate a draft standard that defines the particular requirements in respect to safety in forestry. This standard draft regulates all special features of cableless control systems up to the machine interface. Safety system specifications for the machines resulting through cableless control systems according to this standard or which are controlled according to these specifications can be found in the relevant safety standards of these machines (e.g. EN ISO 11850). This document has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association, and supports essential requirements of EU Directive 2006/42/EC amended by Directive 2009/127/EC and EU Directive 2014/30/EU. For relationship with EU Directives, see informative Annex ZA, which is an integral part of this document. This document is of relevance, in particular, for the following stakeholder groups representing the market players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance etc.)
Others can be affected by the level of machinery safety achieved with the means of the document by the above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are covered are indicated in the scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B standards, the requirements of this type-C standard take precedence over the requirements of the other standards for machines that have been designed and built according to the requirements of this type-C standard. EN 17067:2018 (E) 6 1 Scope This document specifies both common and machine specific requirements for cableless control systems for use with the following forestry machinery.
— forestry cable winches according to ISO 19472, winches for log splitters; — self-propelled machinery for forestry according to EN ISO 11850 (machines for felling, moving and debranching, forwarders, log loaders, skidders, processors, harvesting machines, mulchers as well as multipurpose machines of these construction types, as described in ISO 6814); the definitive part of the standard defines essential requirements for the driving function of the machine; — mobile yarders for timber logging corresponding to EN 16517; — log splitters and combined firewood splitters according to EN 609-1:2016, 5.9.2.1 Chipping machines according to EN 13525 and chipping machines with mechanical feed systems for the production of woodchips and shredding /grinding machines; — forestry boom loaders and similar devices that are used on self-propelled machinery and trailers for forestry according to EN ISO 11850 and, as indicated above, for timber transport, timber loading, the loading of forestry goods or forestry products as well as for the handling and arrangement of timber harvesters, felling attachments, machines for felling and moving, attachments, saw heads, gripper-saw combinations with or without load or similar devices and machines, insofar they are not dealt with in EN 12999. Forestry boom loaders can be a component of the forestry machine on which they are mounted. This document deals with significant hazards (as listed in Annex ZA), hazardous situations and events relevant to cableless control systems used with the above specific forestry machinery when used as intended and under the conditions of misuse foreseeable by the manufacturer.
NOTE General requirements for cableless controls for machinery are given in the standard EN 62745 and these are applicable to cableless control systems of forestry machinery. This document deals only with the remote operation of machines. Risk reduction (protective) measures related to the operations carried out by the machine are specified in machine specific standards.
