As already mentioned in 5.3.1, in special situations where requirements criteria provided by the present
standard cannot be satisfied, deviations from the given rules shall be reported and motivations shall be
explained and then checked and agreed by an independent expert.
For each requirement that is not satisfied by the numerical model, a certain amount of points, called
penalty points, are given. The description of the penalty points is reported in Table K.1.
