Road surface treatment machines - Safety requirements

This document applies to road surface treatment machines, which are in particular:
- binder sprayers [or sprayers];
- chipping spreaders [or spreaders];
- machines for surface repairs !(binder sprayer chipping spreader [or sprayer spreader]);
- mastics asphalt mixers;
- joint sealer;
- micro-surfacing machines/slurry machines;
(see also Clause 3).
Road surface treatment machines can be mounted on a carrier vehicle, trailer or articulated truck, combining
to form an integral unit. It is also possible to mount a road surface treatment machine on its own chassis
construction and propulsion system (self-propelled or pedestrian-controlled). In all cases the machine and
chassis form an integral unit.
Directives and standards for the vehicular truck chassis aspects, termed 'carrier vehicle' in this document,
would be those relative to that equipment, even where specific modifications have been made to realize the
road surface treatment application. The use in public road traffic is governed by the national regulations.
This document deals with all significant hazards identified through a risk assessment relevant to road surface
treatment machines when they are used as intended and under the conditions foreseen by the manufacturer
(see Clause 4). This document does not deal with significant hazards associated with pressurized tanks, noise
and EMC. This document specifies the appropriate technical measures to eliminate or reduce risks arising
from the significant hazards associated with machine operation, setting and adjustments, load discharge and
routine maintenance.
This document does not include requirements for the carrier vehicles or special constructions. These are
covered in directives related to the construction of vehicles. Demountable bodywork systems (e.g.
demountable containers) are specified in other standards. !Vibrations are not dealt with in the standard,
because for all machines of this family vibration is not a relevant hazard due to the low working speed and
special working conditions (e.g. flat surface).

Maschinen für die Straßenoberflächenbehandlung - Sicherheitsanforderungen

Diese Europäische Norm gilt für Maschinen zur Straßenoberflächenbehandlung, als da sind im Einzelnen:
   Bindemittel-Spritzmaschinen [oder Spritzmaschinen];
   Splitt-Spritzstreuer [oder Splittstreuer];
   Oberflächenreparaturmaschinen (Bindemittel-Splitt-Spritzstreuer [oder Spritzstreuer]);
   Gussasphaltkocher;
   Fugenfüller;
   Mikrooberflächenmaschinen/Schlämmemaschinen;
   Kaltasphaltverlegemaschinen/Mikroasphaltverlegemaschinen
(siehe auch Abschnitt 3).
Maschinen zur Straßenoberflächenbehandlung können auf ein Trägerfahrzeug, einen Anhänger oder ein Spezialfahrzeug aufgebaut sein, die kombiniert eine Einheit bilden. Ebenfalls möglich ist der Aufbau einer Maschine zur Straßenoberflächenbehandlung auf einem speziell konstruierten Fahrgestell- und Antriebssystem (selbstfahrend oder mitgängergeführt). In jedem Fall bilden Aufbau und Fahrgestell eine Einheit.
Richtlinien und Normen des Fahrzeugbaues sind bindend für das Spezialfahrzeug, in diesem Dokument als „Trägerfahrzeug“ bezeichnet, auch wenn spezielle Anpassungen zum Aufbau einer Maschine zur Straßenoberflächenbehandlung erforderlich sind. Für die Teilnahme am öffentlichen Straßenverkehr gelten die nationalen Vorschriften.
Diese Europäische Norm behandelt alle anhand einer Risikobeurteilung festgestellten signifikanten Gefährdungen, die auf Maschinen für die Straßenoberflächenbehandlung zutreffen, wenn sie bestimmungsgemäß und entsprechend den Empfehlungen des Herstellers verwendet werden (siehe Abschnitt 4). Diese Europäische Norm behandelt nicht die signifikanten Gefährdungen bezüglich druckbeaufschlagter Tanks und elektromagnetischer Verträglichkeit (EMV). Diese Europäische Norm spezifiziert die entsprechenden technischen Maßnahmen zur Beseitigung oder Verminderung der Risiken, die von den signifikanten Gefährdungen beim Einsatz, der Einstellung, der Be- und Entladung und der Instandhaltung der Maschine ausgehen.
Diese Europäische Norm behandelt nicht die Anforderungen an Trägerfahrzeuge oder Sonderkonstruktionen. Diese werden in Richtlinien zum Fahrzeugbau abgedeckt. An- und Aufbauwechselsysteme (z. B. für Wechselbehälter) sind in anderen Normen geregelt. Vibrationen werden in dieser Norm nicht behandelt, weil Vibration für alle Maschinen dieser Art keine relevante Gefährdung auf Grund der langsamen Arbeitsgeschwindigkeit und speziellen Arbeitsbedingungen (z. B. glatte Oberfläche) darstellt.
Diese Europäische Norm behandelt keine Risiken, die sich beim Einsatz in explosionsgefährdeten Bereichen ergeben.
Diese Europäische Norm berücksichtigt keine Anforderungen der Richtlinie 94/55/EG bezüglich des Gefahrguttransports auf der Straße, enthält aber zusätzliche Spezifikationen in Verbindung mit diesen bestehenden Anforderungen.
Diese Europäische Norm gilt für Maschinen, die nach dem Datum der Zustimmung durch CEN zu dieser Norm hergestellt wurden.

Machines pour le traitement des surfaces routières - Prescriptions de sécurité

Le présent document s’applique aux machines pour le traitement des surfaces routières. Elles comprennent en particulier:
-   les répandeuses;
-   les gravillonneurs;
-   les machines pour réparation de surfaces de chaussée (unités point-à-temps, répandeuses gravillonneurs);
-   les malaxeurs-fondoirs à bitume;
-   les jointeuses;
-   les machines de micro-surfaçage / enrobeuses;
-   les machines à enrobés coulés à froid/machines à coulis.
(voir également l’Article 3).
Les machines pour le traitement des surfaces routières peuvent être montées sur un véhicule porteur, une remorque ou une semi-remorque, qui combinés forment un tout. Il est également possible de monter une machine pour le traitement des surfaces routières sur son propre châssis doté d’un système de propulsion intégré (automoteur ou à conducteur à pied). Dans tous les cas, la machine et le châssis forment un tout.
Les Directives et les normes relatives aux aspects du châssis des camions appelés «véhicules porteurs» dans le présent document seront celles relatives à cet équipement, même lorsque des modifications particulières ont été effectuées pour réaliser l’exécution du traitement des surfaces routières. L’utilisation sur routes publiques est régie par des réglementations nationales.
Le présent document traite de l’ensemble des phénomènes dangereux significatifs, identifiés par une estimation du risque, relatifs aux machines pour le traitement des surfaces routières lorsqu'elles sont utilisées normalement et dans les conditions prévues par le fabricant (voir Article 4). Le présent document ne traite pas des phénomènes dangereux significatifs associés aux réservoirs sous pression, au bruit et à la compatibilité électromagnétique. Le présent document spécifie les mesures techniques appropriées pour éliminer ou réduire les risques dus aux phénomènes dangereux significatifs associés au fonctionnement de la machine, sa mise en service et ses réglages, à l'épandage et à la maintenance de routine.
Le présent document n’inclut aucune prescription relative aux véhicules porteurs ou aux constructions spéciales. Ces exigences sont traitées dans les directives relatives à la construction des véhicules. Les systèmes à structure démontable (par exemple les conteneurs démontables) sont spécifiés dans d’autres normes. La présente norme ne traite pas des vibrations car pour les machines de cette famille, les vibrations ne sont pas un danger probable en raison de la faible vitesse de fonctionnement et des conditions de travail spécifiques (par exemple surface plate).

Ta dokument se uporablja za stroje za obdelovanje cestišč, zlasti za: – razpršilnike veziva [ali razpršilnike]; – polagalnike asfalta [ali polagalnike]; – stroje za površinska popravila!(polagalnik asfalta z razpršilnikom veziva [ali polagalnik z razpršilnikom]); – mešalnike litega asfalta; – zatesnjevalce spojev; – finišerje; (glejte tudi točko 3). Stroje za obdelavo cestišč je mogoče namestiti na nosilno vozilo, prikolico ali členjeni tovornjak in jih tako združiti v eno enoto. Stroj za obdelovanje cestišč je mogoče namestiti tudi na samostojen sistem šasije in pogona (z lastnim pogonom ali upravljanjem s strani pešca). Stroj in šasija v vseh primerih sestavljajo združeno enoto. Direktive in standardi za primere šasij, v tem dokumentu poimenovanih »nosilna vozila«, so lahko tiste, ki se nanašajo na to opremo, tudi v primerih, kjer so bile izvedene posebne prilagoditve za realizacijo posameznega načina za obdelovanje cestišč. Uporabo v javnem cestnem prometu urejajo nacionalni predpisi. Ta dokument obravnava vsa pomembna tveganja, prepoznana na podlagi analize tveganj, relevantne za stroje za obdelovanje cestišč, kadar se ti uporabljajo v skladu z njihovim namenom in pod pogoji, ki jih določa proizvajalec (glejte točko 4). The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this document. When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard. In addition the machines shall be designed according to the principles of EN ISO 12100 for hazards relevant but not significant which are not dealt with in this document (e.g. sharp edges). For the application of the type B standards EN ISO 4413 and EN ISO 13732-1 which are referred to in this document, the manufacturer shall carry out an adequate risk assessment relating to those requirements for which a special safety measure or -category is necessary. This specific risk assessment should be part of the general risk assessment relating to the hazards not covered by this document. 5.2 General and common requirements 5.2.1 Hydraulic systems Hydraulic systems shall comply with the requirements of EN ISO 4413. 5.2.2 Fire protection All materials within the area of the operator's station shall be of fire-retardant material. The maximum allowed burning rate is 250 mm/min. NOTE It is advised to test the material according to ISO 3795:1989. 5.2.3 Protective measures and devices 5.2.3.1 Hot parts Temperatures of surfaces of machinery with which the operator may come into contact shall conform to EN ISO 13732-1. Where necessary this shall be achieved by the use of guards. Where guarding is impractical, e.g. spray bar, engine radiator caps, adequate warning signs shall be employed advising on the nature of the risk and avoidance measures described in information for use.
