This document gives guidance for the assessment of conformity of materials, products, joints and assemblies in accordance with the applicable part(s) of EN 13476 intended to be included in the manufacturer’s quality plan as part of the quality management system and for the establishment of certification procedures.
NOTE 1   The quality management system is expected to conform to or be no less stringent than the relevant requirements to EN ISO 9001 [1].
NOTE 2   If third-party certification is involved, the certification body can be accredited to EN ISO/IEC 17065 [2] or EN ISO/IEC 17021 [3], as applicable.
NOTE 3 In order to help the reader, a basic test matrix is given in Annex A.
In conjunction with EN 13476 1, EN 13476 2 and EN 13476 3 this document is applicable to Plastics piping systems for non-pressure underground drainage and sewerage — Structural-wall piping systems of unplasticized poly(vinyl chloride) (PVC-U), polypropylene (PP) and polyethylene (PE):
-   for non-pressure underground drainage and sewerage outside the building structure (application area code “U”) reflected in the marking of products by “U”, and
-   for non-pressure underground drainage and sewerage for both buried in ground within the building structure (application area code “D” and outside the building structure (application area code “U”) reflected in the marking of products by “UD”.

Diese Technische Spezifikation enthält Empfehlungen für die Beurteilung der Konformität von Werkstoffen, Erzeug¬nissen, Verbindungen und Bauteilkombinationen entsprechend des/der zutreffenden Teile(s) von EN 13476, die als Teil des Qualitätsmanagement¬systems im Qualitätssicherungsplan des Herstellers und für die Ein¬führung von Verfahren der Zertifizierung vorgesehen sind.
ANMERKUNG 1   Es wird empfohlen, dass das Qualitätsmanagementsystem EN ISO 9001 [1] oder mindestens ebenso strengen Anforderungen entspricht.
ANMERKUNG 2   Bei Zertifizierung wird empfohlen, dass die Zertifizierungsstelle in Abhängigkeit von der Anwendung entsprechend EN ISO/IEC 17065 [2] oder EN ISO/IEC 17021 [3] zugelassen ist.

Ta dokument podaja navodila za ugotavljanje skladnosti materialov, izdelkov, spojev in sestavov z ustreznimi deli standarda EN 13476, ki naj bi se vključila v poslovnik kakovosti proizvajalca kot del sistema vodenja kakovosti, vsebuje pa tudi navodila za vzpostavitev postopka certificiranja.

This document (CEN/TS 13476-4:2019) has been prepared by Technical Committee CEN/TC 155
“Plastics piping systems and ducting systems”, the secretariat of which is held by NEN.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes CEN/TS 13476-4:2013.
The main change compared to the previous version concerns the compliance with the latest version of
the template for assessment of conformity, including the addition of the new test method for large
diameter pipes.
EN 13476 consists of the following Parts under the general title Plastics piping systems for non-pressure
underground drainage and sewerage — Structured-wall piping systems of unplasticized poly(vinyl chloride)
(PVC-U), polypropylene (PP) and polyethylene (PE):
— Part 1: General requirements and performance characteristics;
— Part 2: Specifications for pipes and fittings with smooth internal and external surface and the system,
Type A;
— Part 3: Specifications for pipes and fittings with smooth internal and profiled external surface and the
system, Type B;
— Part 4: Guidance for the assessment of conformity (the present TS).

Introduction
Figures 1 and 2 are intended to provide general information on the concept of testing and organization
of those tests used for the purpose of the assessment of conformity. For each type of test, i.e. type testing
(TT), batch release test (BRT), process verification test (PVT), and audit test (AT), this document details
the applicable characteristics to be assessed as well as the frequency and sampling of testing.
A typical scheme for the assessment of conformity of compounds/formulations, pipes, fittings, joints or
assemblies by manufacturers is given in Figure 1.

5 General
Compounds, formulations, products, joints and assemblies shall conform to the requirements given in
EN 13476-1, EN 13476-2 and EN 13476-3.
Products and assemblies shall be produced by the manufacturer under a quality management system
which includes a quality plan.
NOTE It is expected that the quality management system conforms to or is not less stringent than the relevant
requirements to EN ISO 9001 [1].
6 Testing and inspection
6.1 Material specification PVC-U
For the purposes of this document, the material specification consists of a formulation which defines PVC-
U resin and additives and their dosage levels and, if applicable, non-virgin materials with known dosage
level.
The dosage level of ingredients of a material shall not exceed the tolerance bands given in Table 1. If any
level exceeds the dosage band or if a type is changed, this variation in formulation constitutes a change
in material.
The use of external non-virgin material with agreed specification shall be considered as a change in
formulation when the change in addition exceeds the tolerance bands given in Table 2.
The values of the parts X added to 100 parts by mass of PVC-U shall be specified by the manufacturer in
his quality plan.

6.2 Material specifications PP
For the purposes of this document, the material specification consists of a compound comprising a
polypropylene (PP) compound, additives and, if applicable, non-virgin materials with known dosage
level. When a masterbatch is used, it shall be considered as a change of compound, if the type of carrier
of the pigment is changed.

6.3 Material specifications PE
For the purposes of this document, the material specification consists of a compound comprising a

6.4 External non-virgin materials - validation
In addition to fulfilling all the relevant requirements in EN 13476-1, EN 13476-2 and EN 13476-3, a
control of the documentation showing that the additional requirements for such materials in the agreed
specification are fulfilled shall be carried out at Type testing and Audit testing.
6.5 Grouping
6.5.1 General
For the purposes of this document, the groups specified in 6.5.2 and 6.5.3 apply.
6.5.2 Size groups
Four size groups are defined for pipes and fittings, as given in Table 3.
For testing purposes, one individual nominal diameter, d , shall be selected from each group.

6.5.3 Fitting groups

6.6 Type testing
Relevant TT’s shall be carried out on a new system and whenever there is a change in design, material
(virgin, external non-virgin material) or production method, other than routine in-process adjustments,
and whenever there is an extension of the product range.
Type tests, to be carried out when a change of the production site occurs, depend on the extent of the
change. Therefore, relevant type tests should be defined individually by the manufacturer.
Type tests shall demonstrate that the products conform to all requirements for the characteristics given
in Tables 5, 6 and 7 as applicable.

This document (FprCEN/TS 13476-4:2019) has been prepared by Technical Committee CEN/TC 155
“Plastics piping systems and ducting systems”, the secretariat of which is held by NEN.
This document is currently submitted to the Vote on TS.
This document will supersede CEN/TS 13476-4:2013.
The main change compared to the previous version concerns the compliance with the latest version of
the template for assessment of conformity, including the addition of the new test method for large
diameter pipes.
EN 13476 consists of the following Parts under the general title Plastics piping systems for non-pressure
underground drainage and sewerage — Structured-wall piping systems of unplasticized poly(vinyl chloride)
(PVC-U), polypropylene (PP) and polyethylene (PE):
— Part 1: General requirements and performance characteristics;
— Part 2: Specifications for pipes and fittings with smooth internal and external surface and the system,
Type A;
— Part 3: Specifications for pipes and fittings with smooth internal and profiled external surface and the
system, Type B;
— Part 4: Guidance for the assessment of conformity (the present TS).

Introduction
Figures 1 and 2 are intended to provide general information on the concept of testing and organization
of those tests used for the purpose of the assessment of conformity. For each type of test, i.e. type testing
(TT), batch release test (BRT), process verification test (PVT), and audit test (AT), this document details
the applicable characteristics to be assessed as well as the frequency and sampling of testing.
A typical scheme for the assessment of conformity of compounds/formulations, pipes, fittings, joints or
assemblies by manufacturers is given in Figure 1.

1 Scope
This document gives guidance for the assessment of conformity of materials, products, joints and
assemblies in accordance with the applicable part(s) of EN 13476 intended to be included in the
manufacturer’s quality plan as part of the quality management system and for the establishment of
certification procedures.
NOTE 1 The quality management system is expected to conform to or be no less stringent than the relevant
requirements to EN ISO 9001 [1].
NOTE 2 If third-party certification is involved, the certification body can be accredited to EN ISO/IEC 17065 [2]
or EN ISO/IEC 17021 [3], as applicable.
NOTE 3 In order to help the reader, a basic test matrix is given in Annex A.
In conjunction with EN 13476-1, EN 13476-2 and EN 13476-3 this document is applicable to Plastics
piping systems for non-pressure underground drainage and sewerage — Structural-wall piping systems
of unplasticized poly(vinyl chloride) (PVC-U), polypropylene (PP) and polyethylene (PE):
— for non-pressure underground drainage and sewerage outside the building structure (application
area code “U”) reflected in the marking of products by “U”, and
— for non-pressure underground drainage and sewerage for both buried in ground within the building
structure (application area code “D” and outside the building structure (application area code “U”)
reflected in the marking of products by “UD”.

Compounds, formulations, products, joints and assemblies shall conform to the requirements given in
EN 13476-1, EN 13476-2 and EN 13476-3.
Products and assemblies shall be produced by the manufacturer under a quality management system
which includes a quality plan.
NOTE It is expected that the quality management system conforms to or is not less stringent than the relevant
requirements to EN ISO 9001 [1].
6 Testing and inspection
6.1 Material specification PVC-U
For the purposes of this document, the material specification consists of a formulation which defines PVC-
U resin and additives and their dosage levels and, if applicable, non-virgin materials with known dosage
level.
The dosage level of ingredients of a material shall not exceed the tolerance bands given in Table 1. If any
level exceeds the dosage band or if a type is changed, this variation in formulation constitutes a change
in material.
The use of external non-virgin material with agreed specification shall be considered as a change in
formulation when the change in addition exceeds the tolerance bands given in Table 2.
The values of the parts X added to 100 parts by mass of PVC-U shall be specified by the manufacturer in
his quality plan.

6.2 Material specifications PP
For the purposes of this document, the material specification consists of a compound comprising a
polypropylene (PP) compound, additives and, if applicable, non-virgin materials with known dosage
level. When a masterbatch is used, it shall be considered as a change of compound, if the type of carrier
of the pigment is changed.
In case the content of the mineral modifier by mass is higher than the measured content by mass at the
Type Testing or a new type of mineral modifier is used, the compound shall be considered as a new
material.

The use of external non-virgin material with the agreed specification shall be considered as a change in
compound when the change in addition exceeds the tolerance given in agreed specification.
Type test results with maximum amount of non-virgin material with the same agreed specification shall
be taken as proving conformity of products containing a lower amount.
The specification shall be declared by the manufacturer to the certification body.
6.3 Material specifications PE

6.4 External non-virgin materials - validation
In addition to fulfilling all the relevant requirements in EN 13476-1, EN 13476-2 and EN 13476-3, a
control of the documentation showing that the additional requirements for such materials in the agreed
specification are fulfilled shall be carried out at Type testing and Audit testing.
6.5 Grouping
6.5.1 General
For the purposes of this document, the groups specified in 6.5.2 and 6.5.3 apply.
6.5.2 Size groups
Four size groups are defined for pipes and fittings, as given in Table 3.
For testing purposes, one individual nominal diameter, d , shall be selected from each group.

6.5.3 Fitting groups
Three groups of fittings each having a similar design are defined, as given in Table 4.
For testing purposes, one individual fitting shall be selected from each group.

Push fit fittings and fusion fittings shall be considered separately for each group.
6.6 Type testing
Relevant TT’s shall be carried out on a new system and whenever there is a change in design, material
(virgin, external non-virgin material) or production method, other than routine in-process adjustments,
and whenever there is an extension of the product range.
Type tests, to be carried out when a change of the production site occurs, depend on the extent of the
change. Therefore, relevant type tests should be defined individually by the manufacturer.
Type tests shall demonstrate that the products conform to all requirements for the characteristics given
in Tables 5, 6 and 7 as applicable.
