Low-voltage surge protective devices - Part 11: Surge protective devices connected to AC low-voltage power systems - Requirements and test methods (IEC 61643-11:2025)

IEC 61643-11:2025 is applicable to devices for surge protection against indirect and direct effects of lightning or other transient overvoltages.
These devices are intended to be connected to AC power circuits and equipment rated up to 1 000 V RMS, the preferred frequencies taken into account in this document are 50/60 Hz. Other frequencies are not excluded. Performance and safety requirements, tests and ratings are specified in this document. These devices contain at least one nonlinear component and are intended to limit surge voltages and divert surge currents.
The test requirements provided by this document are based on the assumption that the SPD is connected to an AC power circuit fed by a power source providing a linear voltage-current characteristic. When the SPD is to be connected to a different kind of source or to a different frequency, careful consideration is required. This mainly applies with regard to system and fault conditions to be expected in such a system (e.g. expected short circuit current, TOV-stresses).
This document can apply for railway applications, when related product standards do not exist for that area or for certain applications.
Based on a risk assessment it might not be necessary to apply all requirements of this document to SPDs designed for specific power applications only, e.g. circuits with a low power capability, circuits supplied by nonlinear sources, circuits with protective separation from the utility supply.
NOTE 1 More information on risk assessment is provided in IEC Guide 116.
NOTE 2 Other exclusions based on national regulations are possible.
This edition includes the following significant technical changes with respect to the previous edition:
a) Specific requirements for SPDs for AC applications are now contained in this document, whereas the common requirements for all SPDs are now contained in IEC 61643-01;
b) Clarification on test application either to a complete SPD, to a "mode of protection", or to a complete "SPD assembly";
c) Additional measurement of voltage protection level on "combined modes of protection" between live conductors and PE;
d) Additional duty test for T1 and T2 SPDs with follow current to check variation of the follow current value at lower impulse currents;
e) Modified and amended short circuit current test requirements to better cover up to date internal SPD disconnector technologies;
f) Improved dielectric test requirements for the SPD's main circuits and added dielectric test requirements for "electrically separated circuits";
g) Additional clearance requirements for "electrically separated circuits".
The requirements of this document supplement, modify or replace certain of the general requirements contained in IEC 61643-01 and shall be read and applied together with the latest edition of IEC 61643-01, as indicated by the undated normative reference in Clause 2 of this document.

IEC 61643-11:2025 s’applique aux dispositifs de protection contre les effets indirects et directs de la foudre ou contre les surtensions transitoires.
Ces dispositifs sont destinés à être connectés à des circuits d’alimentation ou équipements en courant alternatif de tension assignée allant jusqu’à 1 000 V efficaces. Les fréquences préférentielles prises en compte dans le présent document sont 50/60 Hz. Les autres fréquences ne sont toutefois pas exclues. Les exigences de performance et de sécurité, les essais et les valeurs assignées sont spécifiés dans le présent document. Ces dispositifs comportent au moins un composant non linéaire et sont utilisés pour limiter les surtensions et écouler les courants de foudre.
Les exigences d’essai prévues par le présent document reposent sur l’hypothèse que le parafoudre est connecté à un circuit d’alimentation en courant alternatif alimenté par une source d’alimentation présentant une caractéristique tension-courant linéaire. Lorsque le parafoudre doit être connecté à un autre type de source ou à une fréquence différente, une attention particulière est exigée, notamment s’agissant des conditions de réseau et des conditions de défaut qui peuvent être attendues dans un tel réseau (par exemple le courant de court-circuit prévu, les contraintes TOV).
Le présent document peut s’appliquer aux applications ferroviaires, lorsqu’il n’existe pas de normes de produits connexes pour ce domaine ou pour certaines applications.
Sur la base d’une évaluation des risques, il peut ne pas être nécessaire d’appliquer toutes les exigences du présent document aux parafoudres conçus uniquement pour des applications électriques spécifiques, par exemple les circuits ayant une faible capacité électrique, les circuits alimentés par des sources non linéaires, les circuits avec une séparation de protection de l’alimentation électrique.
NOTE 1 Des informations supplémentaires sur l’évaluation des risques sont données dans le Guide 116 de l’IEC.
NOTE 2 D’autres exclusions fondées sur des réglementations nationales sont possibles.
Cette édition inclut les modifications techniques majeures suivantes par rapport à l’édition précédente:
a) ajout dans le présent document des exigences spécifiques aux parafoudres pour les applications en courant alternatif, et déplacement des exigences communes à tous les parafoudres dans l’IEC 61643-01;
b) clarification de l’application des essais soit à un parafoudre complet, soit à un "mode de protection", soit à un "ensemble parafoudre" complet;
c) ajout d’une mesure du niveau de protection en tension sur les "modes de protection combinés" entre les conducteurs actifs et le PE;
d) ajout d’un essai de fonctionnement pour les parafoudres T1 et T2 avec courant de suite pour vérifier la variation de la valeur du courant de suite à des courants de choc plus faibles;
e) modification des exigences relatives à l’essai de comportement vis-à-vis des courants de court-circuit afin de mieux couvrir les technologies modernes de déconnecteurs internes de parafoudre;
f) amélioration des exigences relatives à l’essai diélectrique pour les circuits principaux d’un parafoudre et ajout d’exigences relatives à l’essai diélectrique pour les "circuits électriquement séparés";
g) ajout d’exigences en matière de distance d’isolement pour les "circuits électriquement séparés".
