Specification for the performance of automatic tank contents gauges
This European Standard specifies the minimum performance requirements for various classes of automa-tic tank contents gauges which are limited to static tanks of shop fabricated manufacture both metallic and non metallic, underground and above ground which do not exceed 100 000 l in capacity or 5 m in height.
It is applicable to gauges for fuels (products) which are flammable, having a flash point up to but not exceeding 100 °C, stored at premises (e.g. filling stations) at which fuel is dispensed for use in vehicles and other forms of transportation. This European Standard applies to gauges suitable for use at ambient tempera-tures and subject to normal operational pressure variations.
Liquefied gases are not covered by this standard.
This European Standard relates to the measurement of product level, measurement of product tempe-rature and detection of the presence of free water.
The gauges covered by this standard are not intended for use in meeting legal metrology requirements.
Anforderungen an automatische Tankinhaltsmessgeräte
Diese Europäische Norm legt Mindestanforderungen an unterschiedliche Klassen von Füllstandmessgeräten fest, die nur für den Einsatz in unter- und oberirdisch aufgestellten, ortsfesten, werksgefertigten Tanks aus metallischen und nichtmetallischen Werkstoffen gelten, deren Füllvolumen nicht mehr als 100 000 l beträgt und die nicht höher als 5 m sind.
Sie ist anzuwenden auf Füllstandmessgeräte für Kraftstoffe (Produkte), die brennbar sind, einen Flammpunkt bis einschließlich 100 °C haben und an Örtlichkeiten gelagert werden, in denen Kraftstoff für Kraftfahrzeuge und sonstige Transportmittel abgegeben wird (z. B. Tankstellen). Diese Europäische Norm gilt für Füllstandmessgeräte, die für den Einsatz bei Umgebungstemperaturen und normalen betriebsbedingten Druckverhältnissen geeignet sind.
Flüssiggase werden in dieser Norm nicht erfasst.
Die vorliegende Europäische Norm behandelt die Messung des Füllstandes und der Temperatur des Produkts sowie die Anzeige von abgesetztem Wasser.
Die in dieser Norm erfassten Füllstandmessgeräte sind nicht für Anwendungen vorgesehen, bei denen Anforderungen des gesetzlichen Messwesens zu erfüllen sind.

La présente Norme européenne spécifie les exigences minimales de performances pour différentes classes de dispositifs mesureurs automatiques de niveau de réservoir, ou jauges de niveau, qui se limitent aux réservoirs statiques, fabriqués en atelier, métalliques et non métalliques, enterrés et aériens, dont la contenance ne dépasse pas 100 000 l ou la hauteur 5 m.
Elle s'applique aux jauges pour combustibles (produits) inflammables, qui ont un point d'éclair d'au maximum 100 °C, stockés sur des sites (des stations services par exemple) ou le carburant est distribué pour la consommation de véhicules et autres moyens de transport. La présente Norme européenne s'applique aux jauges destinées a etre utilisées a température ambiante et soumises a des variations de pression de fonctionnement normales.
Les gaz liquéfiés ne sont couverts par la présente norme.
La présente Norme européenne concerne les mesurages de niveau et de température du produit et la détection de la présence d'eau.

EN 13352:2002 (E)5IntroductionThe principal function of a tank gauge is to measure the level of liquid contained in a storage tank without the needto access the tank and take manual dip readings. The gauge measures liquid parameters, which can includeheight, mass, temperature, density and pressure. These are then used to determine the tank's contents. Othermethods of establishing tank contents, e.g. direct volume measurement, are not addressed in this standard.The increasing need for continuous inventory control for security, effective site operation and environmentalprotection has made the use of tank gauges a practical solution for any tank installation. In addition, in the case ofvolatile products, the advent of vapour emission control makes access to the tank for dipping purposes increasinglydifficult.Automatic tank gauging systems are devices which can interface with other measuring equipment and can becapable of providing one or more of the following functions:Basic gaugingWhere the gauge is used solely to confirm that there is available room to accept delivery of a quantity of productinto the tank or where the gauge is used solely to measure the liquid contents of the tank.Inventory controlWhere the tank contents information is used for stock accounting purposes. EN 13352:2002 (E)84.2 Variations in the properties of stored productsThe performance requirements for ATCGs according to 5.1 and 5.2 shall be satisfied when using one or more ofthe following test liquids:¾ Type 1 (Diesel equivalent): CEC Legislative Fuel no. RF-03-A-84¾ Type 2 (Petrol equivalent): CEC Legislative Fuel no. RF-08-A-85¾ Type 3 (M85 Petrol equivalent): 85 % methanol and 15 % CEC Legislative Fuel no. EN 13352:2002 (E)12For example, an indicator unit achieving class of performance B, over the temperature range of category I would bedesignated BI.6 Test methods6.1 SamplingThe gauging system to be tested shall consist of one sample of the ATCG including gauge sensors which cover thesmallest and largest tank sizes for which they will obtain approval.6.2 Test sequencePrior to testing, the manufacturer shall state the class of measurement performance against which the gaugingsystem is to be assessed. For each gauge sensor contained in the gauging system to be tested, the manufacturershall also state the temperature category, the measuring range, the compatible types of test liquid and whetherwater detection is provided. For each indicator device (if separate from the gauge sensors) the manufacturer shallalso state the relevant temperature category.The test lot shall be the subject of three tests, the test parameter bands in each case being selected according tothe relevant ranges as stated by the manufacturer.These tests shall be conducted in the following order:- test for the provision of essential information, according to clause 8.- test for level and temperature measurement performance, according to clause 9.- test for water detection capability, according to clause 10.6.3 Test reportThe results of the three tests according to 6.2 shall be compiled into a test report in accordance with 5.10 ofEN ISO/IEC 17025:2000. This report shall include at least the following information:a) identification of the product and details of the maximum and minimum lengths of the sensors tested;b) date of manufacture of the product;c) dates for the beginning and end of each test;d) reference to this standard and the test methods used;e) any variants of any test method;f) the class of measurement performance assessed;g) types of test liquid used;h) temperature category applied to gauge sensor(s);i) temperature category applied to indicator device (if relevant);j) whether water detection capability was tested;k) results for each test stating "Pass" or listing failures by exception in each case.SIST EN 13352:2003
EN 13352:2002 (E)137 Marking and labellingEach gauge sensor and/or indicator device shall be clearly and indelibly marked by the manufacturer either directlyon the product or by an adhesive label with the following information:- manufacturer's name, trade mark or identification mark;- year of manufacture;- number of this European Standard, EN 13352;- if required, marking in accordance with Directive 94/9/EC;- designation as defined in 5.7.The essential characteristics, the recognition and observance of which will ensure that electrical equipment will beused safely and in the application for which it was made, shall be marked on the equipment or, if this is notpossible, on an accompanying notice.8 Test for provision of essential information8.1 Test objectiveTo prove the availability of the essential information as listed in 5.4. Availability shall be verified either by theinformation being displayed or printed on the indicator device or being transmitted to a remote indicator device,display or printer (dependent upon the system design).8.2 EvaluationWhen the equipment is operated in accordance with the manufacturer's instructions, each item of essentialinformation is available from either the indicator device or from the remote indicator device, display or printer towhich it is transmitted.Textual information shall be readable in the language selected to communicate the information. Similarly, any iconsor indications utilised shall be readable. Audible alarms are supplementary to the communication of the warning byvisual means.8.3 Test equipmentThe manufacturer shall supply a gauging system. Where the indicator device does not provide all of the essentialinformation, the manufacturer shall also supply additional devices as necessary to provide any missing items. For amultiple gauging system a minimum of two sensors shall be supplied.8.4 Test methodThe system shall be installed and commissioned in accordance with the manufacturer's instructions. Each item ofessential information shall be obtained from the indicator device or display or printer, either locally or remotely, inaccordance with the manufacturer's instructions. The high water alarm and sensor loss alarm shall be simulated bycreating the appropriate conditions.8.5 Test resultFrom the recorded results, it shall be verified that each item of essential information is available as listed in 5.4.SIST EN 13352:2003
EN 13352:2002 (E)149 Test for level and temperature performance9.1 Test objectiveThe aim of the type test is to classify the performance capabilities of the ATCG in product level and temperaturemeasurement in accordance with the performance requirements of one of the three classes specified in 5.1 and5.2. Tests shall be performed to determine:(i) the maximum permissible error in product level measurement;(ii) the repeatability of product level measurement;(iii) the maximum permissible error in temperature measurement.Tests shall be carried out over the rated temperature ranges of both gauge sensor and indicator device, to verifythat the rated class of performance is maintained across these ranges.9.2 EvaluationThe performance values produced by the ATCG under test shall be analysed and compared with the minimumperformance specifications for the three classes, A, B and C. The ATCG will have passed the test for a specificclass if each of its performance values are equal to or better than those specified for that class.Class A gauging systems shall meet the requirements of Tables 2 and 3.9.3 Test equipment9.3.1Test vesselA vessel suitable for mounting the ATCG, RTMD and RLMD mentioned below. The vessel shall consist of a verticalcylinder with a diameter of 0,75 m. The vessel shall be fitted with the following items:¾ a tank lid for mounting the ATCG with a pressure seal to the test vessel to withstand -3 kPa to +15 kPa;¾ a calibrated P-V valve, fitted to the tank lid, to operate below -1 kPa or above +5 kPa with a tolerance of± 20 %;¾ a mounting for the RLMD;NOTESpecial care should be taken with the mounting of the RLMD, as its mounting position should not change due toenvironmental temperature variations.¾ a drop tube for filling of the vessel and to reduce settling time. This drop tube will have a diameter of 50 mmand extend to within 80 mm from the vessel’s bottom;¾ a mounting for the RTMD;¾ an apparatus for heating and cooling the liquid in the test vessel;¾ an apparatus for the control of the temperature over the full height of the liquid in the test vessel;¾ an apparatus for maintaining 95 % relative humidity in the vapour space when the vessel
