Overview
EN 474-7:2022 - published by CEN - is the part of the European series "Earth‑moving machinery - Safety" that specifies machine-specific safety requirements for self‑propelled scrapers (excluding towed scrapers). Used together with EN 474‑1:2022 (General requirements), it addresses significant hazards across the whole life‑cycle of scrapers as defined by EN ISO 12100. The standard updates and replaces earlier editions and was approved in 2022.
Key topics and technical requirements
- Scope and exclusions
- Applies to self‑propelled scrapers (not towed scrapers) manufactured after the publication date.
- Does not provide performance requirements for safety‑related control system functions.
- Excluded hazards: transmission of power between self‑propelled and recipient machinery, laser, and lightning.
- Operator environment
- Operator’s seat must meet input spectral class EM2 per EN ISO 7096:2020 (vibration control).
- Controls and indicators must comply with EN 474‑1 with scraper‑specific additions.
- Speed and braking
- Scrapers with payload > 20 t or max travel speed > 40 km/h must be equipped with a retarder and meet performance tests in ISO 10268:1993.
- Protective measures
- Protective devices and guarding follow EN 474‑1 with specified modifications for scrapers.
- Special rules for towing/assistance attachments: push/pull mechanisms used only for mutual loading are not classed as towing devices.
- Verification and testing
- Clause 5 provides a verification framework: calculation, visual verification, measurement, functional tests, and reference (special) verification.
- Information for use
- Operator’s manual must include scraper‑specific instructions such as push‑blade operation and elevator/auger use and maintenance.
- Hazard listing
- Annex A lists significant hazards typical for scrapers: mechanical (crushing, cutting, entanglement), vibration, noise, ergonomic, thermal, electrical, material/substance hazards, instability, slipping/falling.

The SIST EN 474-7:2022 standard provides a comprehensive framework for ensuring the safety of earth-moving machinery, specifically focusing on scrapers. Its scope is precisely defined, covering significant hazards associated with scrapers used intentionally and foreseeing reasonable misuse scenarios as indicated in Annex A. By addressing the entire lifecycle of the machine, this standard aligns with the safety principles dictated by EN ISO 12100:2010, section 5.4, ensuring a thorough approach to hazard management. One of the notable strengths of this standard is its clear delineation of responsibilities, exempting aspects such as the transmission of power between machinery, laser, and lightning hazards. This targeted approach allows manufacturers and users to focus on the most relevant safety considerations without diluting their efforts with unrelated requirements. Additionally, the document acts as a supplement to the common requirements outlined in EN 474 1:2022, thus reinforcing comprehensive safety guidelines while avoiding redundancy. The emphasis on complementary requirements underscores the standard’s relevance in the context of earth-moving machinery safety. By providing modifications specifically tailored for scrapers while ensuring coherence with broader requirements, SIST EN 474-7:2022 enhances safety without compromising clarity and usability for manufacturers. Overall, the standard stands as a crucial resource for stakeholders in the earth-moving machinery sector, promoting a safer operational environment while accommodating the unique characteristics of scrapers. Its focused scope ensures that it remains a powerful tool for compliance and safety management in the industry.
