Hand-held non-electric power tools - Safety requirements - Part 7: Grinders (ISO 11148-7:2012)

This part of ISO 11148 specifies safety requirements for hand-held non-electric power tools (hereinafter “grinders”) intended for grinding and cutting-off with abrasive products, for use on all kinds of materials. The grinders can be powered by compressed air or hydraulic fluid and are intended to be used by one operator and supported by the operator’s hand or hands, with or without a suspension, e.g. a balancer. NOTE 1 At the time of publication, no grinders driven by internal combustion engines are known (other than cuttingoff machines within the scope of ISO 19432). Once these are identified, it is intended to amend this part of ISO 11148 to
include such power tools. This part of ISO 11148 is applicable to grinders used with:
— abrasive products with a peripheral operating speed less than or equal to 80 m/s;
— cutting-off wheels with a peripheral operating speed less than or equal to 100 m/s;
— abrasive products with an outside nominal diameter less than or equal to 230 mm;
— cutting-off wheels with an outside nominal diameter less than or equal to 250 mm;
— wire brushes;
— diamond and reinforced (segmented) wheels with an outside nominal diameter less than or equal to 450 mm;
— flap discs and flap wheels.
NOTE 2 For examples of grinders, see Annex B.
NOTE 3 Typical abrasive products used together with hand-held grinders are listed in Annex D.
This part of ISO 11148 does not cover special requirements and modifications of grinders for the purpose of mounting them in fixtures. This part of ISO 11148 is not applicable to:
— die grinders with collets, which are treated in ISO 11148-9;
— polishers and sanders (i.e. tools used with coated abrasives except flap discs and flap wheels), which are treated in ISO 11148-8;
— cutting-off machines which are driven by internal combustion engines and are used for cutting construction materials, which are treated in ISO 19432;
— shaft-mounted wire brushes, which are treated in ISO 11148-9.
This part of ISO 11148 deals with all significant hazards, hazardous situations or hazardous events relevant to grinders when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, with the exception of the use of grinders in potentially explosive atmospheres. NOTE 4 EN 13463-1 gives requirements for non-electrical equipment for potentially explosive atmospheres.

Handgehaltene nichtelektrisch betriebene Maschinen Sicherheitsanforderungen Teil 7: Schleifmaschinen für Schleifkörpe (ISO 11148-7:2012)

Dieser Teil der ISO 11148 gibt Sicherheitsanforderungen für handgehaltene nicht elektrisch betriebene
Maschinen (im nachstehenden Text als -Schleifmaschinen für Schleifmittel- bezeichnet) zum Schleifen und
Trennen mit Hilfe von Schleifmitteln an, die an sämtlichen Materialarten verwendet werden können. Die
Schleifmaschinen für Schleifmittel können durch Druckluft, über Hydraulikflüssigkeit oder
Verbrennungsmotoren betrieben werden und sind dazu bestimmt, durch eine Bedienungsperson verwendet
und von dieser ohne oder mit einer Halterung, z. B. einer Ausgleichseinrichtung, mit einer oder beiden
Händen gehalten zu werden.
ANMERKUNG 1 Zum Zeitpunkt der Veröffentlichung dieser Norm sind (mit Ausnahme von Trennschleifmaschinen, die
innerhalb des Anwendungsbereiches der ISO 19432 angegeben sind) keine Schleifmaschinen für Schleifmittel bekannt,
die durch Verbrennungsmotoren angetrieben werden. Sobald derartige Maschinen vorliegen, ist vorgesehen, diesen Teil
der ISO 11148 entsprechend abzuändern.
Dieser Teil der ISO 11148 ist auf Schleifmaschinen für Schleifmittel anzuwenden, die verwendet werden mit:
- Schleifmitteln mit einer Umfangsgeschwindigkeit von 80 m/s oder weniger;
- Trennschleifscheiben mit einer Umfangsgeschwindigkeit von 100 m/s oder weniger;
- Schleifmittel mit äußeren Maßen von 230 mm Nenndurchmesser oder weniger;
- Trennschleifscheiben mit äußeren Maßen von 250 mm Nenndurchmesser oder weniger;
- Drahtbürsten;
- Diamant- und verstärkte (Segment-)Trennschleifscheiben mit äußeren Maßen von 450 mm Nenndurchmesser
und weniger;
- Fächerscheiben und Flatterscheiben.
ANMERKUNG 2 Anhang B enthält Beispiele für Schleifmaschinen für Schleifmittel.
ANMERKUNG 3 Typische Schleifmittel, die zusammen mit handgehaltenen Schleifmaschinen für Schleifmittel
verwendet werden, sind in Anhang D angegeben.
In diesem Teil der ISO 11148 wird der folgende Punkt nicht behandelt:
- besondere Anforderungen an und Änderungen bezüglich Schleifmaschinen für Schleifmittel zum Zwecke
des Spannens in einer Halterung.
Dieser Teil der ISO 11148 gilt nicht für:
- Schleifmaschinen für Schleifstifte mit Spannzangen, die in ISO 11148-9 behandelt werden;
- Schleifmaschinen für Schleifblätter und Polierer, (d. h. Maschinen, die mit beschichteten Schleifmitteln,
außer Fächerscheiben und Flatterscheiben, verwendet werden), die in ISO 11148-8 behandelt werden;
 Trennschleifmaschinen, die durch einen Verbrennungsmotor angetrieben werden und die zum Schneiden
von Baumaterialien, die in ISO 19432 behandelt werden, verwendet werden;
- an Schäften befestigte Drahtbürsten, die in ISO 11148-9 behandelt werden.

In diesem Teil der ISO 11148 werden alle signifikanten Gefährdungen, Gefährdungssituationen oder
Gefährdungsereignisse relevant für Schleifmaschinen für Schleifmittel behandelt, wenn sie für den dafür
vorgesehenen Verwendungszweck und unter für den Hersteller vorhersehbaren Missbrauchsbedingungen
angewendet werden, mit Ausnahme des Einsatzes von Schleifmaschinen für Schleifmittel in
explosionsfähigen Atmosphären.
ANMERKUNG 4 In EN 13463-1 sind Anforderungen für nicht elektrische Ausrüstung in explosionsfähigen Atmosphären
angegeben.

Machines portatives à moteur non électrique - Exigences de sécurité - Partie 7: Meuleuses (ISO 11148-7:2012)

L'ISO 11148-7:2012 spécifie les exigences de sécurité pour les machines portatives non électriques (ci-après référencées «meuleuses») destinées à être utilisées pour le meulage et le tronçonnage de toutes sortes de matériaux, à l'aide de produits abrasifs. Les meuleuses peuvent être alimentées par air comprimé ou fluide hydraulique, et sont prévues pour être utilisées par un seul opérateur et portées par la ou les mains de l'opérateur avec ou sans suspension, par exemple à l'aide d'un équilibreur.
L'ISO 11148-7:2012 s'applique aux types de meuleuses utilisées avec
des produits abrasifs dont la vitesse périphérique de travail est inférieure ou égale à 80 m/s,
des meules de tronçonnage dont la vitesse périphérique de travail est inférieure ou égale à 100 m/s,
des produits abrasifs dont le diamètre nominal extérieur est inférieur ou égal à 230 mm,

L'ISO 11148-7:2012 ne couvre pas les exigences spécifiques et les modifications des meuleuses destinées à être montées dans un châssis.
Elle ne s'applique pas aux
meuleuses d'outillage avec pince de serrage qui font l'objet de l'ISO 11148-9,

Ta del standarda ISO 11148 določa varnostne zahteve za neelektrična ročna orodja (v nadaljevanju: »brusilniki«), namenjena za brušenje in odrezovanje z brusilnimi izdelki za uporabo na vseh vrstah materialov. Brusilniki uporabljajo stisnjeni zrak ali hidravlično tekočino in naj bi jih uporabljal en upravljavec, ki jih drži z eno ali obema rokama z blaženjem npr. uravnalnika ali brez.??? OPOMBA 1: v času izdaje brusilniki z motorjem z notranjim izgorevanjem niso znani (razen odrezovalnih strojev v okviru področja uporabe standarda ISO 19432). Ko bodo taki brusilniki opredeljeni, naj bi se v ta del standarda ISO 11148 vključila

This European Standard has been prepared under a mandate given to CEN by the European Commission
and the European Free Trade Association to provide a means of conforming to Essential Requirements of the
New Approach Directive 2006/42/EC on machinery.
Once this standard is cited in the Official Journal of the European Union under that Directive and has been
implemented as a national standard in at least one Member State, compliance with the clauses of this
standard confers, within the limits of the scope of this standard, a presumption of conformity with the
corresponding Essential Requirements of that Directive and associated EFTA regulations.

Introduction
This document is a type-C standard as stated in ISO 12100.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
defined in the Scope of this part of ISO 11148.
When requirements of this type-C standard are different from those which are stated in type-A or -B standards,
the requirements of this type-C standard take precedence over the requirements of other standards, for
machines that have been designed and built according to the requirements of this type-C standard.
ISO 11148 consists of a number of independent parts for individual types of hand-held non-electric power tools.
Certain parts of ISO 11148 cover hand-held non-electric power tools driven by internal combustion engines
powered by gaseous or liquid fuel. In these parts, the safety aspects relating to internal combustion engines
are found in a normative annex.
The parts are type-C standards and refer to pertinent standards of type A and B where such standards are applicable.

This part of ISO 11148 does not cover special requirements and modifications of grinders for the purpose of
mounting them in fixtures.
This part of ISO 11148 is not applicable to:
— die grinders with collets, which are treated in ISO 11148-9;
— polishers and sanders (i.e. tools used with coated abrasives except flap discs and flap wheels), which are
treated in ISO 11148-8;
— cutting-off machines which are driven by internal combustion engines and are used for cutting construction
materials, which are treated in ISO 19432;

This part of ISO 11148 deals with all significant hazards, hazardous situations or hazardous events relevant to
grinders when they are used as intended and under conditions of misuse which are reasonably foreseeable by
the manufacturer, with the exception of the use of grinders in potentially explosive atmospheres.
NOTE 4 EN 13463-1 gives requirements for non-electrical equipment for potentially explosive atmospheres.

4 Safety requirements and/or protective measures
4.1 General
The machine shall comply with the following safety requirements and/or protective measures and be verified
in accordance with Clause 5. In addition, the machine shall be designed in accordance with the principles of
ISO 12100 for relevant, but not necessarily significant, hazards which are not dealt with by this part of ISO 11148.
The measures adopted to comply with the requirements of Clause 4 shall take account of the state of the art.
It is recognized that optimizing the design with respect to some safety measures can result in a degradation
of performance against other safety requirements. In such cases, it is required to find a balance between

the various requirements in order to achieve a grinder design that satisfies each requirement, so far as is
reasonably practicable, and remains fit for purpose.
4.2 Mechanical safety
4.2.1 Surfaces, edges and corners
Accessible parts of grinders, except the inserted tool, shall not have sharp edges or angles or rough or abrasive
surfaces (see ISO 12100:2010, 6.2.2.1).
4.2.2 Supporting surface and stability
The grinder shall be so designed that it can be laid aside and remain in a stable position on a plane surface.
