Safety of Machinery - Safety requirements for cold flat rolling mills

This European Standard specifies the general safety requirements for cold rolling mills for flat products. It describes the foreseeable, significant hazards - so far as this is possible for this particular machinery - and indicates possible preventative measures for avoiding the hazards and reducing the risks.
Manufacturers shall perform a risk assessment specific to their machinery, its use and environment (other machinery, buildings etc.) in order to determine which hazards are significant and decide the preventative measures to be taken (see Annex H).
This standard deals with significant hazards, hazardous situations and events relevant to cold rolling mills for flat products. It deals not only with circumstances where the machinery is used as intended, but also includes other conditions foreseen by the manufacturer, such as foreseeable faults, malfunctions or misuse (see clauses 4 and 5).
This standard assumes that the machinery is used with adequate workplace lighting conforming to EN 12464-1 or to local regulations.

Diese Europäische Norm spezifiziert die allgemeinen Sicherheitsanforderungen von Kaltwalzwerken für Flachprodukte. Sie beschreibt die vorhersehbaren signifikanten Gefährdungen - soweit dies für diese besonderen Maschinen möglich ist - und zeigt mögliche vorbeugende Maßnahmen zur Vermeidung der Gefährdungen und Verminderung der Risiken auf.
Der Hersteller muss eine spezifische Risikobeurteilung für seine Maschine, ihre Verwendung und die Umgebung (andere Maschinen, Gebäude usw.) durchführen, um zu bestimmen, welche Gefährdungen signifikant sind, und die zu ergreifenden vorbeugenden Maßnahmen festlegen (siehe Anhang G).
Diese Norm behandelt die für Kaltflachwalzwerke zutreffenden Gefährdungen, Gefährdungssituationen und -ereignisse. Sie behandelt nicht nur die Gegebenheiten, bei denen die Maschinen bestimmungsgemäß genutzt wird, sondern beinhaltet auch andere Bedingungen, die der Hersteller in Betracht gezogen hat wie vorhersehbare Fehler, Fehlfunktionen oder fehlerhafte Nutzung (siehe Abschnitte 4 und 5).
Diese Norm setzt voraus, dass die Maschinen mit adäquater Arbeitsplatzbeleuchtung in Übereinstimmung mit EN 12464-1 oder örtlichen Vorschriften verwendet werden.
Diese Norm umfasst: Anlagen und Ausrüstung zur Herstellung von kaltgewalzten Flacherzeugnissen aus Metall von der Materialbeschickungsstation durch die Walzstationen zur Auslaufausrüstung (siehe Bild 1).

La présente Norme européenne spécifie les prescriptions générales de sécurité pour les laminoirs a froid pour produits plats. Elle décrit les phénomenes dangereux  prévisibles et significatifs - dans toute la mesure du possible pour ces types particuliers de machines - et indique des mesures préventives possibles visant a éviter les phénomenes dangereux et a réduire les risques.
Il incombe aux fabricants d'effectuer une appréciation des risques spécifiques de leurs machines, de leur utilisation et de leur environnement (autres machines, bâtiments, etc.) afin de déterminer quels phénomenes dangereux sont significatifs et de décider des mesures préventives a prendre (voir Annexe H).
La présente norme traite des phénomenes dangereux  significatifs, des situations et évenements dangereux associés aux laminoirs a froid pour produits plats. Elle ne prend pas seulement en compte les conditions liées a l'usage prévu de la machine mais elle inclut aussi d'autres conditions prévues par le fabricant, comme les défauts, les dysfonctionnements ou les mauvais usages prévisibles (voir Articles 4 et 5).
La présente norme admet que les machines sont utilisées avec un éclairage adéquat des postes de travail, conforme a l'EN 12464-1 ou a la réglementation locale.
Cette norme s'applique aux : installations et équipements utilisés pour la fabrication de produits métalliques plats laminés a froid depuis le poste d'alimentation en matiere jusqu'a la sortie vers le stockage en passant par les postes de formage (voir Figure 1).

EN 15094:2008 (E) 7 Introduction This document is a type C standard as stated in EN ISO 12100. The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this standard. When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard. Where for clarity an example of a preventative measure is given in the text, this should not be considered as the only possible solution. Any other solution leading to the same risk reduction is permissible if an equivalent level of safety is achieved. This European Standard assumes that the equipment is operated and maintained by trained personnel.

EN 15094:2008 (E) 8 1 Scope This European Standard specifies the safety requirements for cold rolling mills for flat products (coiled or as heavy plates) as defined in 3.1. This European Standard deals with significant hazards, hazardous situations and events relevant to cold rolling mills for flat products. It deals not only with circumstances where the machinery is used as intended, but also includes other conditions foreseen by the manufacturer, such as foreseeable faults, malfunctions or misuse (see clauses 4 and 5). This European standard applies to: Machinery and equipment used for the manufacturing of metal cold rolled flat products from the material entry station (1), through the forming stations (2), to the exit (3) (see Figure 1).
