Overview

prEN IEC 61360-7:2025 (based on IEC 61360-7:2024) defines a new, horizontal data dictionary domain - "IEC 61360-7 – General items" - provided in the IEC Common Data Dictionary (IEC CDD). The document specifies generic, cross‑domain concepts (dictionary elements such as classes and properties) intended to enable unambiguous semantic description of items across electrotechnical and related domains. The dictionary entries are machine-sensible and identified using an IRDI (International Registration Data Identifier) format defined by ISO/TS 29002-5.

Key topics and technical requirements

  • Scope: a cross-domain data dictionary for general items, published in IEC CDD (https://cdd.iec.ch).
  • Identification: every dictionary element is assigned an IRDI (RI#DI#VI), with DI codes reserved in the range CAA000–CAZ999 for this domain.
  • Generic structures: classes such as General items (CAA000), Features (CAA001) and Qualifiers (CAA002) with assigned properties.
  • Example properties (library entries):
    • CBA001 Applicability qualifier - waives or restricts applicability of a property for local or temporal reasons.
    • CBA002 Value origin qualifier - specifies how a value was captured or generated.
    • CBA007 / CBA008 Time stamp tokens - timestamps with UTC and TAI timescales.
    • (Full property definitions and attributes are published in Table 2 of the standard.)
  • Conformance: data dictionary structure follows the data model in IEC 61360-2 / ISO 13584-42 and other parts of the IEC 61360 series.
  • Lifecycle: the dictionary is maintained and further developed in IEC CDD under the SDB content procedure (ANNEX SK).

Applications and who uses it

  • Purpose: enable semantic interoperability, consistent product ontologies, and unambiguous data exchange across domains and tools.
  • Typical users:
    • Standards developers and technical committees
    • Manufacturers of electrical/electromechanical components
    • Data architects, PLM/PDM/ERP/IoT system integrators
    • Software vendors building catalogs, digital twins or component libraries
    • Asset managers and procurement systems requiring standardized attribute semantics
  • Practical uses: harmonizing product data, enabling automated exchanges between catalogs and engineering tools, improving search/filtering in digital marketplaces, and supporting cross-domain integration in Industry 4.0 applications.

Related standards

  • IEC 61360 series (common data dictionaries and data element types)
  • IEC 61360-1, IEC 61360-2 / ISO 13584-42 (data model), ISO/TS 29002-5 (IRDI identification)
  • IEC Guide 108 (horizontal publications), IEC CDD repository

This part of IEC 61360 provides the foundational vocabulary and identifiers needed to create interoperable, machine-readable product data across electrotechnical and adjacent industries.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as "IEC Publication(s)"). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest ed
