Mobile fire extinguishers
This document specifies the rules of design, type testing and inspection during manufacturing, ratings and classification of mobile fire extinguishers and test method to be used. It applies to mobile fire extinguishers with a total mass above 20 kg. This document is limited to water based and powder mobile extinguishers with a maximum allowed pressure PS of 30 bar. This document applies to mobile fire extinguishers with a nominal content of 50 kg (powder) and 45 l or 50 l (water, water based and foam) that are manoeuvred by an operator on foot only.
It does not cover fire tests for class C fires, but powder extinguishers are effective on this type of fire. Class D fires are considered to be a very specialist application and are not included in this document, but may be made the object of national specification.
NOTE This document does not specify any metallic materials which comply with the essential requirements of the Directive 97/23EEC (PED). Materials that successfully pass the essential requirements of the PED may be used.

Das vorliegende Dokument legt die Vorgaben im Hinblick auf die konstruktive Gestaltung, die Typprüfung und
die Überprüfung während der Fertigung, die Leistungsdaten und die Klassifizierung von fahrbaren
Feuerlöschern sowie das anzuwendende Prüfverfahren fest. Dieses Dokument bezieht sich auf fahrbare
Feuerlöscher mit einer Gesamtmasse von mehr als 20 kg. Es gilt nur für fahrbare Feuerlöscher, die auf
Wasserbasis und mit Pulver arbeiten und für einen Höchstdruck PS von 30 bar ausgelegt sind. Weiterhin gilt
dieses Dokument nur für fahrbare Feuerlöscher, die durch eine sich zu Fuß fortbewegende Person bewegt
werden und mit einem Nenninhalt von 50 kg (Pulver) und 45 l oder 50 l (Wasser, wässrige Löschmittel und
Schaum).
Nicht erfasst werden Löschprüfungen der Brandklasse C, für die jedoch Pulver-Feuerlöscher einsetzbar sind.
Brände der Brandklasse D gelten als sehr spezielle Brände, die in diesem Dokument nicht erfasst werden; für
sie können jedoch nationale Vorschriften erstellt werden.
ANMERKUNG Dieses Dokument legt keine metallischen Werkstoffe fest, die mit den grundlegenden Anforderungen
der Richtlinie 97/23/EWG (Druckgeräte) übereinstimmen. Werkstoffe, die die grundlegenden Anforderungen der
Druckgeräte-Richtlinie erfüllen, dürfen verwendet werden.

Le présent document spécifie les regles de conception, d’essai de type et d’inspection au cours de la fabrication, les classes de feux et la classification des extincteurs d’incendie mobiles ainsi que les méthodes d’essai a utiliser. Elle s’applique aux extincteurs mobiles d’une masse totale supérieure a 20 kg. Le présent document se limite aux extincteurs mobiles a base d’eau et a poudre dont la pression maximale admissible PS est de 30 bars. Le présent document s’applique aux extincteurs mobiles ayant une contenance nominale de 50 kg (poudre) et de 45 l ou 50 l (a eau, a base d'eau et a mousse) manoeuvrés uniquement par un opérateur a pied.
Elle ne traite pas des foyers-types pour feux de classe C, mais les extincteurs a poudre sont efficaces sur ce type de feu. Les feux de classe D sont considérés comme étant une application tres particuliere et ne sont pas couverts par le présent document, mais peuvent avoir fait l’objet de spécifications nationales.
NOTE Le présent document ne spécifie aucun matériau métallique en conformité avec les exigences essentielles de la Directive 97/23/CE (Directive sur les équipements sous pression). Les matériaux conformes aux exigences essentielles de la Directive DESP peuvent etre utilisés.

EN 1866:2005 (E) 5 Foreword This document (EN 1866:2005) has been prepared by Technical Committee CEN/TC 70 “Manual means of fire fighting equipemnt”, the secretariat of which is held by AFNOR. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by June 2006, and conflicting national standards shall be withdrawn at the latest by June 2006. This document has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association, and supports essential requirements of EU Directive 97/23/EC. EN 1866:2005 (E) 9 4 Symbols and abbreviations For the purposes of this document, the following symbols and abbreviations apply: PS maximum allowable pressure in bar; PT test pressure in bar; D nominal external diameter of the body, or the largest external value of the perpendicular section of the axis, in mm; DN diameter in mm for circular products submitted to pressure or the diameter in mm of the equivalent flow section for non-circular parts; Pr bursting pressure in bar; Tmax maximum operating temperature, in °C; Ptmax pressure at maximum operating temperature, in bar; Tmin minimum operating temperature, in °C. 5 Description of an extinguisher An extinguisher is described by the type of extinguishing medium it contains. At present, there are: powder extinguishers; water extinguishers; water based and water with additives extinguishers; foam extinguishers. NOTE Water based extinguishers may be produced with or without a low freeze depressant. Water based extinguishers, including foam, containing different proportions of low freeze depressant shall be treated as separate and distinct models especially for the purpose of testing the range of operating temperatures (see 6.1.1), electrical conductivity (see 11.3), and fire ratings. Components of extinguisher A wheeled fire extinguisher consists of the following components: body; body fittings, which are attached to or screwed to the body, and include the following: cylinder for propellant (not applicable for stored pressure extinguishers); control device; hose assembly; head assembly; this also constitutes the main closure (see 6.9.6.1);

NOTE The head assembly, operating device and control device(s) may be separate or may be incorporated in a single unit. 6 Requirements 6.1 Effective range of operating temperatures 6.1.1 General Extinguishers shall be able to operate between Tmax and Tmin: Tmax all extinguishers shall be 60 °C or higher; Tmin all powder extinguishers shall be - 20 °C, - 30 °C or lower; Tmin water based extinguishers shall be + 5 °C, 0 °C, - 5 °C, - 10 °C, - 15 °C, - 20 °C, - 25 °C,
- 30 °C or lower. For water based extinguishers without any protection against freezing. Tmin shall be + 5 °C. Tmax and Tmin claimed by the manufacturer shall be used for the tests. 6.1.2 Requirements After the test described in D.6, the requirements for all extinguishers are as follows: they shall operate satisfactorily; discharge shall commence within 10 s of the opening of the control valve; discharge duration shall be according D.2 and not be less than the value applicable given in Table 3 and Table 4; residual charge remaining in the extinguisher after one single and complete discharge including full decompression shall be as given in Table 5.
