Textile child care articles - Safety requirements and test methods for children's cot duvets - Part 1: Duvet (excluding duvet covers)

This draft European Standard specifies requirements for the safety of children's cot duvets, excluding removable duvet covers, used in the child’s sleeping environment (i.e. not under supervision), and designed to provide sufficient warmth when sleeping in a cot or similar product (e.g. crib/cradle) in which a child is contained. This document specifies requirements for cot duvets suitable for children up to 36 months. Cot duvets with permanent decorative outer fabrics also known as cot quilts or coverlet are also in the scope.
NOTE   The informative Annex E lists topics of further investigations which might lead to necessary improvement of the safety requirements of children's cot duvets.
The requirements for removable cot duvet covers are excluded from this document and are covered in prEN 16779 2 (in preparation).
If a part of the children's cot duvet is designed to offer additional function (e.g. play function), in addition of the following requirements, this part will be subjected to safety requirements related to relevant standards (see A.1).

Diese Europäische Norm legt Anforderungen an die Sicherheit von Kinderbettdecken, ausgenommen abziehbare Bettbezüge, fest, die im Schlafumfeld des Kindes (d. h. nicht beaufsichtigt) verwendet werden und dafür gestaltet sind, dem in einem Kinderbett oder in einem ähnlichen Produkt (z. B. Krippe/Wiege) schlafenden Kind ausreichend Wärme zu bieten. Dieses Dokument legt Anforderungen an Kinderbettdecken für Kinder im Alter bis zu 36 Monaten fest. In den Anwendungsbereich fallen auch Kinderbettdecken mit dauerhaftem dekorativem Bezug, auch bekannt als Steppdecke oder Tagesdecke.
ANMERKUNG   Im informativen Anhang E sind Themen zu weiteren Untersuchungen aufgeführt, die zur notwendigen Verbesserung der sicherheitstechnischen Anforderungen an Kinderbettdecken führen können.
Die Anforderungen an abziehbare Kinderbettbezüge sind von diesem Dokument ausgenommen und werden in EN 16779 2 behandelt.
Wenn ein Teil des Kinderschlafsacks so gestaltet ist, dass er eine zusätzliche Funktion bietet (z.B. Spielfunktion), unterliegt dieser Teil zusätzlich zu den folgenden Anforderungen auch den sicherheitstechnischen Anforderungen der zutreffenden Normen.

Le présent projet de Norme européenne spécifie les exigences pour la sécurité des couettes pour lit d’enfant, à l’exclusion des housses de couette amovibles, utilisées dans l’environnement de sommeil de l’enfant (autrement dit hors surveillance) et conçues pour apporter une chaleur suffisante pendant le sommeil dans un lit d’enfant ou un produit similaire (berceau par exemple) dans lequel l’enfant est installé. Le présent document spécifie les exigences relatives aux couettes pour lit d’enfant adaptées aux enfants jusqu’à 36 mois. Les couettes pour lit d’enfant munies d’étoffes extérieures décoratives permanentes, aussi appelées couvertures piquées pour lit d’enfant ou couvre-lits, entrent également dans le domaine d’application.
NOTE   L’Annexe E, informative, présente des pistes de recherches complémentaires susceptibles de faire évoluer les exigences de sécurité des couettes pour lit d’enfant.
Le présent document ne traite pas des exigences concernant les housses de couette amovibles pour lit d’enfant. Celles-ci sont traitées dans le prEN 16779 2 (en préparation).
Si une partie d’une couette pour lit d’enfant est conçue pour permettre une fonction supplémentaire (fonction de jouer par exemple), en plus des exigences suivantes, cette partie sera soumise aux exigences de sécurité des normes correspondantes (voir A.1).

Ta evropski standard določa varnostne zahteve za prešite odeje za otroške posteljice, razen odstranljive prevleke za odeje, ki se uporabljajo v otrokovem spalnem okolju (tj. brez nadzora), ki so zasnovane za zagotavljanje zadostne toplote pri spanju v otroški posteljici ali podobnem izdelku (npr. zibelki), v katerem se nahaja otrok. Ta dokument določa zahteve za prešite odeje za otroške posteljice, primerne za otroke, stare do 36 mesecev. Prešite odeje za otroške posteljice s trajno dekorativno zunanjo tkanino, znane tudi kot pregrinjala, so tudi del področja uporabe tega standarda.
OPOMBA Informativni dodatek E navaja seznam tem za nadaljnje raziskave, ki lahko vodijo do nujnih izboljšav varnostnih zahtev za prešite odeje za otroške posteljice.

NOTE Test methods are referred in 4.2.3.2. 4.1.7 Slide fasteners 4.1.7.1 Requirements 4.1.7.1.1 Slide fasteners shall comply with EN 16732:2015, at least the performance requirements of code C and with the requirements of Table 2, as stated in EN 16732:2015. 4.1.7.1.2 The top stops and the elements (teeth) shall be free from burrs and sharp edges (see A.3.5.). Figure 3 — Test Probes for openings in rigid materials If the 5 mm test probe enters 10 mm or more, then the 12 mm test probe (Figure 1) shall also enter 10 mm or more with an applied force of up to 5 N. 4.2.2 Small part aspiration or ingestion, internal asphyxiation (choking) 4.2.2.1 Requirements Cot duvets shall not contain attached components:
which can be detached under a force less than 70 N when tested according to 4.2.2.2.1 (removal force procedure) (see A.3.3.1, A.3.3.4), or
which can be detached after 5 cycles of washing and tumble drying when tested according to 4.2.2.2.2 (washing/drying procedure). The components shall remain completely attached onto the fabric surface. Then the component attachment can be confirmed by carrying out visual and tactile inspection. textile labels If a component of the cot duvet is not listed in Table 1, then identify if this component is similar to one listed, or use the feeler gauge, as described in EN 71-1:2014, 8.4.2.1 [12] (but it has not been found always suitable for textile materials). condition the sample in accordance to EN ISO 139 (standard atmosphere);
where possible, do not cut the sample but support it in order to keep it in flat contact with the hot plate; for cut samples, guard them against edge loss by a suitable means. Measure the temperature with a device for which the measurement uncertainty is not exceeding 0,05 m2·K/W. 4.5 Fire hazards (see A.6) Raised fabric (e.g. fleeced fabric, pile fabric, terry fabric) shall not produce a surface flash, when testing according to EN 1103 — the washing and drying conditions of the cot duvet according to EN ISO 6330, based on one cycle, shall be selected in relation to care instructions; the test specimens shall be prepared and tested before and after domestic cleaning. 4.6 Hygiene hazards (see A.7) 4.6.1 Requirements and methods 4.6.1.1 Cot duvets shall be washable, excluding dry cleaning process (see A.7.1). The care instructions shall indicate the washing and drying processes. 4.6.1.2 Cot duvets shall be free from infestation and foreign materials (see A.7.2). Infestation and foreign materials shall be confirmed by carrying out a visual inspection. SIST EN 16779-1:2018

Take into account the room temperature and the child's sleepwear. Overheating can endanger the life of your child! ; c) Keep away from fire. The following warning may be provided in the form given: d) WARNING! Not recommended for children under 12 months NOTE 1 See the warning notice “IMPORTANT” in 4.4. Stop using cot duvet at the first signs of damage. i) (applicable only for cot duvet ensemble) Ensemble of two or more individual and separable cot duvets shall be combined into a closed cot duvet cover in order to avoid the risk of entrapment; Annex C summarizes the specific marking, purchase information and user instruction related to the cot duvet itself. 5.5 Plastic packaging If a plastic packaging is used, the following warning shall be provided on it: “WARNING! Keep plastic covering away from children to avoid suffocation.” NOTE Alternative expression of the warning can be used so long as it has the same meaning. Bags made of impermeable material with an opening perimeter greater than 360 mm shall not have a drawstring or cord as a means of closing. SIST EN 16779-1:2018

Rationale A.1 General This European Standard seeks as far as possible to apply a hazard approach instead of design restrictions. For most of the requirements, the hazard which is addressed is explained in Annex A together with a background and rationale. These requirements and justifications are crossed referenced to the relevant standards. In some European countries, cot duvets are used from birth (such as Finland, Sweden, Norway, Denmark, Iceland), and in some others they are not recommended for infants under the age of 9 months (such as France) or under the age of 12 months (UK, Germany, Spain, Belgium, Netherlands) due to the increased risk of hyperthermia (overheating) (see 5.2 d) – Some of these recommendations are issued by national healthcare agencies. The Toy Safety Directive (2009/48/EC) covers all items which have play value regardless of whether or not the play function is the primary function or not. It is necessary to incorporate this requirement to cover the use of textures, mirrors, attachments such as rattles or squeakers and other elements which would be considered as having a play value (see 1).
