Safety of woodworking machines - Circular sawing machines - Part 5: Circular sawbenches/up-cutting cross-cut sawing machines

This document deals with all significant hazards, hazardous situations and events as listed in Clause 4 which are relevant to circular saw benches/up-cutting cross-cut sawing machines, hereinafter referred to as "machines", designed to cut solid wood, chipboard, fibreboard, plywood and also these materials where they are covered with plastic edging and/or plastic/light alloy laminates. This European Standard does not apply to: hand-held motor-operated electric tools or any adaptation permitting their use in a different mode, i.e. bench mounting; machines set up on a bench or a table similar to a bench, which is intended to carry out work in a stationary position, capable of being lifted by one person by hand. For Computer Numerically Controlled (CNC) machines this European Standard does not cover hazards related to Electro-Magnetic Compatibility (EMC). This European Standard is primarily directed at machines which are manufactured after the date of issue of this European Standard.

Overview

EN 1870-5:2002+A1:2009/FprA2 - published by CEN - is the European safety standard for circular sawing machines specifically covering circular sawbenches and up‑cutting cross‑cut sawing machines. The standard addresses all significant hazards, hazardous situations and events relevant to machines designed to cut solid wood, chipboard, fibreboard and plywood, including boards covered with plastic edging or laminates. It is primarily intended for machines manufactured after the date of issue and supports essential requirements of the EU Machinery Directive (see informative Annex ZA).

The standard excludes:

  • hand‑held motor‑operated tools and bench‑mounted adaptations of them,
  • small bench/table machines that can be lifted by one person,
  • and, for CNC machines, hazards related to Electro‑Magnetic Compatibility (EMC) are not covered.

Key topics and technical requirements

EN 1870-5 sets out safety requirements, protective measures and information for use. Main technical topics include:

  • Hazard identification: comprehensive list of significant mechanical, electrical, acoustic, ergonomic and material‑related hazards (e.g., crushing, shearing, cutting/severing, entanglement, drawing‑in).
  • Control systems: requirements for safety‑related parts of control systems, referencing performance level (PL) concepts from EN ISO 13849‑1 and the need for reliable start/stop and failure‑mode behaviour.
  • Guarding and drives: protective measures for saw blades above and below the table, access prevention, guarding of power transmission components and drive elements.
  • Mechanical integrity: stability, resistance to break‑up during operation, prevention of ejected parts or workpieces.
  • Emissions and environment: measurement and declaration provisions for noise, dust/chips, vibration, lighting and heat; requirements reference current EN/ISO acoustics standards.
  • Electrical safety and fluids: electrical protection, safe restoration after power loss and hazards from hydraulic/pneumatic systems (EN ISO 4413/4414).
  • Ergonomics and human factors: design for safe manual controls, operator positioning, and mitigation of foreseeable misuse.
  • Documentation and marking: requirements for instruction handbooks, markings and warning devices to support safe use and maintenance.

The draft amendment updates normative references (e.g., EN ISO 12100:2010, EN 61800‑5‑2) and adds/changes clauses and annexes to reflect modern safety practice.

Applications and users

Who uses EN 1870‑5:

  • Machine manufacturers and designers to ensure safe design and CE conformity.
  • Safety engineers and risk assessors for hazard analysis and safeguarding selection.
  • Testing laboratories and conformity assessors for verification against essential requirements.
  • Purchasers, workshop managers and maintenance staff for safe selection, operation and servicing guidance.
  • Regulators and training providers for compliance and worker safety programs.

Related standards

Key referenced standards (normative/technical context):

  • EN ISO 12100 (Risk assessment and reduction)
  • EN ISO 13849‑1 (Safety‑related control systems - PL)
  • EN 61800‑5‑2 (Adjustable speed drive safety)
  • EN ISO 4413 / EN ISO 4414 (Hydraulic & pneumatic safety)
  • Various EN/ISO acoustics standards for noise measurement

Using EN 1870‑5 helps manufacturers and end‑users reduce risk, meet EU requirements and integrate practical safeguarding for circular sawing machines.
