This European Standard specifies performance requirements for special fastening systems, in categories A - E as specified in EN 13481-1:2012, 3.1, for switches and crossings and check rails. These types of rails are those which are secured within the overall fastening system (not independently fixed to the bearers) on wood, concrete and steel bearers, in ballasted track and on slab track, and which have maximum axle loads and minimum curve radii in divergent track in accordance with Table 1. Dieses Dokument ist anwendbar auf Befestigungssysteme, in den Kategorien A bis E wie in EN 13481 1:2012, 3.1 für die Verwendung in Weichen und Kreuzungen festgelegt. Es bietet auch eine Anleitung zur Evaluierung von Befestigungssystemen für Radlenker, Schienenauszugsvorrichtungen und isolierte Schienenstöße, sowohl in Weichen und Kreuzungen als auch im Hauptgleis. This document (EN 13481-7:2022) has been prepared by Technical Committee CEN/TC 256 “Railway
applications”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by January 2023, and conflicting national standards shall
be withdrawn at the latest by January 2023.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 13481-7:2012.
The main changes compared to the previous edition are as follows:
a) addition of requirements for fastenings for insulated joints and rail expansion devices;
b) clarification that the full range of tests does not have to be carried out on every configuration of
fastening within S&C;
c) inclusion of details of in-service testing, replacing the reference to EN 13146-8, which is to be
withdrawn;
d) removal of Annex ZA.

Introduction
A series of tests is used to assess the suitability of fastening systems for use in railway track, i.e. for type
approval of complete fastening systems. This document only sets requirements considered relevant to
ensure the safe, long-term operation of the track system. The test methods are described in other
associated standards.
The various Categories of rail fastenings used in this document are defined in EN 13481-1:2012.
Annex A of this document lists the different locations in S&C and plain line which are addressed, together
with cross-references to the relevant clauses and annexes for each case.

1 Scope
This document is applicable to fastening systems in Categories A – E as specified in EN 13481-1:2012, 3.1
for use in switches and crossings (S&C). It also provides guidance on evaluating fastening systems for
check rails, expansion devices and insulated rail joints whether in switches and crossings or in plain line.
The document applies to five categories of fastenings used in tracks with respective maximum axle loads
and minimum curve radii as shown in Table 1.

5 Requirements to be determined by laboratory testing
5.1 Special fastenings for slide baseplates
5.1.1 General
The requirements set out in this subclause are applicable to fastenings for slide baseplates in S&C.
NOTE Where hollow bearers are used, specific requirements for the fastening system are set out in
EN 16431:2014.
5.1.2 Specimens for laboratory testing
For fastenings intended for use on ballasted track, the test specimen shall consist of the slide baseplate
mounted on part of a bearer and assembled with a short length of the stock rail.
Fastenings intended for use on ballastless track shall be tested on a supporting element as set out in
EN 13481-5:2022 and assembled with a short length of the stock rail.
Where a number of similar slide baseplates need to be considered, representative configuration(s) shall
be selected as Reference Configuration(s) as set out in Annex B, and shall be tested in a laboratory to
demonstrate compliance with the requirements set out in 5.1.3 to 5.1.9 below.
Compliance of other similar configurations of slide chair may be demonstrated as follows:
a) The differences between the modified configuration of slide chair and the Reference Configuration
shall be identified and listed.
b) Compliance with the requirements of this standard shall be demonstrated by assessing the effects of
those differences on each requirement by means of calculation or supplementary testing.
5.1.3 Longitudinal rail restraint
When measured by the procedure in EN 13146-1:2019 before any repeated load test is carried out, the
longitudinal rail restraint shall be not less than the following values:
a) 7 kN when rail pads are used under stock rails.
b) 5 kN when no pads are used.

5.1.4 Clamping force
This shall be determined by the procedure in EN 13146-7:2019. The result shall be reported.
This requirement is not applicable to web support fastening systems.
5.1.5 Assembly and pad stiffness
The assembly stiffness shall be measured to inform the user of an important mechanical property of the
fastening system and to determine the parameters for the repeated loading test (see 5.1.6). The assembly
static stiffness and assembly low frequency dynamic stiffness at 5Hz shall be measured in accordance
with EN 13146-9:2020.
Stiffness testing of pads is not a requirement for type approval of the fastening but may be used to provide
guidance for other tests e.g. quality control. If required, pads shall be tested in accordance with
EN 13146-9:2020.
Loads are given in Table 2 for testing pads and for testing complete fastening assemblies.

5.1.6 Effect of repeated loading
5.1.6.1 General
This shall be determined by the procedure in EN 13146-4:2020. The switch rail does not need to be
included in the assembly for testing.
NOTE Support may have to be provided to ensure the load on the running rail remains central during the test.
5.1.6.2 Test loads
The maximum applied load (P /cos α) kN and values of X and α shall be determined from Table 3 in
V
EN 13481-2:2022, EN 13481-3:2022, EN 13481-4:2022 or EN 13481-5:2022 for the appropriate
fastening category, sleeper or support type and assembly dynamic stiffness.

5.1.6.3 Evaluation of test performance
The following measurements shall be performed before and after repeated loading. The change in
performance (increase or decrease) shall not exceed the values shown.
— Change in longitudinal rail restraint ≤ ± 20 %;
— change in assembly stiffness ≤ ± 25 %;
— change in clamping force ≤ ± 20 %.
The requirement for change in assembly stiffness is not applicable to fastening systems with a static
stiffness ≥ 300 MN/m.
5.1.7 Electrical resistance of fastening system and bearer
If the purchaser requires the fastening system to provide electrical insulation when used on concrete
bearers, ballastless track or steel bearers, this shall be not less than 3 kΩ when measured in accordance

with EN 13146-5:2012 . The user may specify a higher value for use with certain track circuits.
In the case of steel bearers, one only of the three test bearers shall be tested before and after the repeated

loading test.
NOTE This requirement relates to signalling currents only, not to traction currents. Guidance on traction
currents is given in EN 50122-2.

5.1.8 Effect of exposure to severe environmental conditions
Following exposure to the salt spray test in accordance with EN 13146-6:2012 the fastening assembly
shall be capable of being dismantled, without failure of any component, and re-assembled using manual
tools provided for this purpose.
5.1.9 Cast-in and glued-in fastening components
This requirement shall apply to fastening systems for use on concrete bearers, polymeric composite
bearers and concrete slabs only. A vertical load test shall be performed using the procedure described in
EN 13146-10:2017. Three bearers or three blocks, each incorporating cast-in or glued-in components for
one fastening assembly, shall be selected for testing and one cast-in component in each bearer or block
shall be subjected to this test.
The proof load to be applied may be specified by the designer of the track system. If no such requirement
is specified the proof load applied in each test shall be 60 kN if there are two cast-in or glued-in
components per rail seat, 40 kN if there are three cast-in or glued-in components per rail seat and 30 kN
if there are four or more cast-in or glued in components per rail seat.
After the test there shall be no evidence of damage to the fastening component or supporting element
that could result in a loss of integrity or durability of the system. Localized spalling of a concrete surface
immediately adjacent to the fastening insert is not to be considered to be a reason to reject the system.
5.2 Check rail supports
5.2.1 General
The requirements set out in this standard are applicable to check rail and wing rail supports in S&C.
Unless it is stated otherwise, they also apply to check rail supports used in sharp curves in plain line. They
are applicable to check rail supports which form a part of the fastening system for the running rail and to
independent check rail supports.
NOTE Where hollow bearers are used, specific requirements for the fastening system are set out in
EN 16431:2014.
5.2.2 Specimens for laboratory testing
For fastenings intended for use on ballasted track, the test specimen shall consist of the check rail support
mounted on part of a bearer and assembled with a short length of the running rail and check rail.
Fastenings intended for use on ballastless track shall be tested on a supporting element as set out in
EN 13481-5:2022 and assembled with a short length of the running rail and check rail.
Where a number of similar check rail supports need to be considered, representative configuration(s)
shall be selected as Reference Configuration(s) as set out in Annex B, and shall be tested in a laboratory
to demonstrate compliance with the requirements set out in 5.2.3 to 5.2.9 below.
Compliance of other similar configurations of check rail support may be demonstrated as follows:
a) The differences between the modified configuration of check rail support and the Reference
Configuration shall be identified and listed.
b) Compliance with the requirements of this standard shall be demonstrated by assessing the effects of
those differences on each requirement by means of calculation or supplementary testing.

5.2.3 Longitudinal rail restraint
For check rail supports which incorporate a fastening for the running rail, when measured by the
procedure in EN 13146-1:2019, the longitudinal rail restraint of the running rail shall be not less than
7 kN when rail pads are used under stock rails. When no pads are used, the longitudinal rail restraint
shall be not less than 5 kN.
On structures such as long bridges, the longitudinal force transmitted between the track and the structure

may be calculated by the method in EN 1991-2:2003 . The value of F measured in accordance with

EN 13146-1, may be used in the calculation. In such cases, and subject to agreement between the
purchaser and manufacturer, the minimum requirement for longitudinal restraint may be reduced.
NOTE There is no requirement for the longitudinal restraint of the check rail.
5.2.4 Clamping force
This shall be determined by the procedure in EN 13146-7:2019. The result shall be reported.

This document (prEN 13481-7:2021) has been prepared by Technical Committee CEN/TC 256 “Railway
Applications”, the secretariat of which is held by DIN.
This document is currently submitted to the CEN Enquiry.
This document will supersede EN 13481-7:2012.
The main changes in this revision are as follows:
a) Addition of requirements for fastenings for insulated joints and rail expansion devices.
b) Clarification that the full range of tests does not have to be carried out on every configuration of
fastening within S&C.
c) The inclusion of details of in service testing, replacing the reference to EN 13146-8, which is to be
withdrawn.

Introduction
A series of tests is used to assess the suitability of fastening systems for use in railway track i.e. for type
approval of complete fastening systems. This document only sets requirements considered relevant to
ensure the safe, long term operation of the track system. The test methods are described in other
associated standards.
The various Categories of rail fastenings used in this document are defined in EN 13481-1:2012.
Annex A of this document lists the different locations in S&C and plain line which are addressed,
together with cross-references to the relevant clauses and annexes for each case.

1 Scope
This document is applicable to fastening systems, in categories A –E as specified in EN 13481 1:2012,
3.1 for use in switches and crossings. It is also provides guidance on evaluating fastening systems for
check rails, expansion devices and insulated rail joints whether in switches and crossings or in plain
line. The document applies to five categories of fastenings used in tracks with respective maximum axle
loads and minimum curve radii as shown in Table 1.

5 Requirements to be determined by laboratory testing
5.1 Special fastenings for slide baseplates
5.1.1 General
The requirements set out in this subclause are applicable to fastenings for slide baseplates in S&C.
NOTE: Where hollow bearers are used, specific requirements for the fastening system are set out in
EN 16431:2014.
5.1.2 Specimens for laboratory testing
For fastenings intended for use on ballasted track, the test specimen shall consist of the slide baseplate
mounted on part of a bearer and assembled with a short length of the stock rail.
Fastenings intended for use on ballastless track shall be tested on a supporting element as set out in
EN 13481-5:2020 and assembled with a short length of the stock rail.
Where a number of similar slide baseplates need to be considered, representative configuration(s) shall
be selected as Reference Configuration(s) as set out in Annex B, and shall be tested in a laboratory to
demonstrate compliance with the requirements set out in 5.1.3 to 5.1.9 below.
Compliance of other similar configurations of slide chair may be demonstrated as follows:
a) The differences between the modified configuration of slide chair and the Reference Configuration
shall be identified and listed.
b) Compliance with the requirements of this standard shall be demonstrated by assessing the effects of
those differences on each requirement by means of calculation or supplementary testing.
5.1.3 Longitudinal rail restraint
When measured by the procedure in EN 13146-1:2019 before any repeated load test is carried out, the
longitudinal rail restraint shall be not less than the following values:
a) 7 kN when rail pads are used under stock rails.
b) 5 kN when no pads are used.

5.1.4 Clamping Force
This shall be determined by the procedure in EN 13146-7:2019. The result shall be reported.
This requirement is not applicable to web support fastening systems.
5.1.5 Assembly and pad stiffness
The assembly stiffness shall be measured to inform the user of an important mechanical property of the
fastening system and to determine the parameters for the repeated loading test (see 5.6). The assembly
static stiffness and assembly low frequency dynamic stiffness at 5Hz shall be measured in accordance
with EN 13146-9:2020.
Stiffness testing of pads is not a requirement for type approval of the fastening but may be used to
provide guidance for other tests e.g. quality control. If required, pads shall be tested in accordance with
EN 13146-9:2020.
Loads are given in Table 2 for testing pads and for testing complete fastening assemblies.

5.1.6 Effect of repeated loading
5.1.6.1 General
This shall be determined by the procedure in EN 13146-4:2020. The switch rail does not need to be
included in the assembly for testing.
NOTE Support may have to be provided to ensure the load on the running rail remains central during the test.
5.1.6.2 Test loads
The maximum applied load (P /cos α) kN and values of X and α shall be determined from Table 3 in
V
prEN 13481-2:2020, prEN 13481-3:2020, prEN 13481-4:2020 or prEN 13481-5:2020 for the
appropriate fastening category, sleeper or support type and assembly dynamic stiffness.

5.1.6.3 Evaluation of test performance
The following measurements shall be performed before and after repeated loading. The change in
performance (increase or decrease) shall not exceed the values shown.
— Change in longitudinal rail restraint ≤ ± 20 %;
— Change in assembly stiffness ≤ ± 25 %;
— Change in clamping force ≤ ± 20 %.
NOTE The requirement for change in assembly stiffness is not applicable to fastening systems with a static
stiffness ≥ 300 MN/m.
5.1.7 Electrical resistance of fastening system and bearer
If the purchaser requires the fastening system to provide electrical insulation when used on concrete
bearers, ballastless track or steel bearers, this shall be not less than 3 kΩ when measured in accordance
with EN 13146-5:2012. The user may specify a higher value for use with certain track circuits.
In the case of steel bearers, one only of the three test bearers shall be tested before and after the
repeated loading test.
NOTE This requirement relates to signalling currents only, not to traction currents. Guidance on traction
currents is given in EN 50122-2.

5.1.8 Effect of exposure to severe environmental conditions
Following exposure to the salt spray test in accordance with EN 13146-6:2012 the fastening assembly
shall be capable of being dismantled, without failure of any component, and re-assembled using manual
tools provided for this purpose.
5.1.9 Cast-in and glued-in fastening components
This requirement shall apply to fastening systems for use on concrete bearers, polymeric composite
bearers and concrete slabs only. A vertical load test shall be performed using the procedure described
in EN 13146-10:2017. Three concrete bearers or three concrete blocks, each incorporating cast-in or
glued-in components for one fastening assembly, shall be selected for testing and one cast-in
component in each bearer or block shall be subjected to this test.
5.2 Check rail supports
5.2.1 General
The requirements set out this of the standard are applicable to check rail and wing rail supports in S&C.

5.2.5 Assembly and pad stiffness
As required by EN 13146-4:2020, the assembly static stiffness and assembly low frequency dynamic
stiffness for the fastening of the running rail shall be measured in accordance with EN 13146-9:2019,
Clause 7. Measurement of the rail pad static stiffness is required at the purchaser’s discretion in
accordance with EN 13146-9:2020, Clause 6. If the purchaser requires any of the following it shall be
measured in accordance with EN 13146-9:2020.
— pad low frequency dynamic stiffness;
— assembly high frequency dynamic stiffness.
