Traffic signal controllers - Functional safety requirements

This European Standard specifies the functional safety requirements for traffic signal controllers. It is applicable to traffic signal control equipment permanent¬ly and temporarily installed, but excludes portable traffic control equip¬ment. Traffic signal controllers, as defined by this European Standard, are required to control conflicting traffic, both vehicular and pedestrian,  e.g. junction signals, pedestrian crossings, shuttle signals, public transport signals, in a safe manner.  
The electrical safety requirements and additional traffic safety requirements, the interfacing with external equip¬ment and the test methods for verifying compliance with this European Standard are contained in HD 638.
NOTE  National requirements may specify special conditions for public transport signals (PT) and for any other signal that is not specified in a European Standard.

Steuergeräte für Lichtsignalanlagen - Funktionale Sicherheitsanforderungen

Diese Europäische Norm legt die funktionalen Sicherheitsanforderungen an die Steuergeräte für Straßenverkehrs-Signalanlagen fest. Sie ist auf fest und vorübergehend errichtete Steuergeräte für Straßenverkehrs-Signalanlagen und auf ortsveränderliche Anlagen zur Verkehrssteuerung anwendbar; ausgenommen sind ortsveränderliche Signalanlagen zur Verkehrssteuerung, die nur wechselseitige (alternierende) Fahrspuren/Fahrspuren an Engstellen (wie nachstehend in 3.37 definiert) ohne die Regelung querender Fahrzeug- oder Fußgängerbewegungen steuern. Steuergeräte für Straßenverkehrs-Signalanlagen, die durch diese Europäische Norm festgelegt sind, sind zur sicheren Steuerung des unverträglichen Straßenverkehrs durch Fahrzeuge und Fußgänger erforderlich, z. B. Kreuzungssignalisierungen, Fußgängerüberwege, Engstellen-Signalisierungen, Signalisierungen für den öffentlichen Personenverkehr.
Die elektrischen Sicherheitsanforderungen und zusätzlichen Verkehrssicherheitsanforderungen, die Schnittstellen mit externen Geräten sowie die Prüfverfahren zum Nachweis der Übereinstimmung mit dieser Europäischen Norm sind in EN 50556 enthalten.
Für eine vollständige Anwendbarkeit dieser Europäischen Norm sowie auch von EN 50556, werden die nationalen Normungsorganisationen gebeten, die Auswahl der Klassen festzulegen, die für ihre nationalen Anforderungen relevant sind.
ANMERKUNG   Nationale Anforderungen können die besonderen Bedingungen für Signale der öffentlichen Verkehrsmittel und für jedes andere Signal festlegen, das nicht in einer Europäischen Norm festgelegt ist.

Contrôleurs de feux d'intersection - Prescription de sécurité fonctionnelle

La présente Norme européenne spécifie les exigences de sécurité fonctionnelle pour les contrôleurs de
signaux de circulation routière. Elle est applicable aux équipements de commande des signaux de circulation
routière installés à titre permanent et provisoire, ainsi qu'aux équipements de commande des signaux de
circulation routière portables, à l'exception de ceux qui peuvent uniquement commander des voies à
circulation alternée (telles que définies ci-après en 3.37), et qui ne gèrent pas d’intersection avec des courants
de véhicules ou de piétons. Les contrôleurs de signaux de circulation routière définis dans la présente Norme
européenne doivent gérer en toute sécurité les courants de circulation antagonistes de véhicules et de
piétons, par exemple aux carrefours, aux passages pour piétons, dans les zones de circulation alternée ou de
circulation de véhicules de transport en commun.
Les exigences de sécurité électrique, les exigences supplémentaires de sécurité de la circulation, l'interfaçage
avec les équipements extérieurs et les méthodes d'essais destinées à vérifier la conformité avec la présente
Norme européenne figurent dans la norme EN 50556.
Pour une applicabilité totale de la présente Norme européenne tout comme de la norme EN 50556, les
organismes de normalisation des différents pays doivent définir l'ensemble des classes pertinentes pour leurs
exigences nationales.
NOTE Des exigences nationales peuvent spécifier des conditions particulières pour les signaux destinés aux
véhicules de transport en commun et pour tout autre signal ne faisant pas l'objet d'une Norme européenne.

Krmilniki za svetlobne prometne znake - Funkcionalne varnostne zahteve

Ta evropski standard določa funkcionalne varnostne zahteve za krmilnike za svetlobne prometne znake. Uporablja se za trajno in začasno nameščeno opremo za nadzor prometa, vendar pa ne zajema prenosne opreme za nadzor prometa. Krmilniki za svetlobne prometne znake, kot jih opredeljuje ta evropski standard, so potrebni za nadzor konfliktnega prometa tako vozil kot pešcev, npr. signalizacija v križiščih, prehodi za pešce, signalizacija na zoženjih, signalizacija za javni prevoz, na varen način.  
Električne varnostne zahteve in dodatne zahteve glede prometne varnosti, povezovanje z zunanjo opremo in preskusne metode za preverjanje skladnosti s tem evropskim standardom so zajete v standardu HD 638.
OPOMBA Nacionalne zahteve lahko določajo posebne pogoje za signalizacijo za javni prevoz (PT) in za katero koli drugo signalizacijo, ki ni določena v evropskem standardu.

EN 12675:2017 (E) 3 European foreword This document (EN 12675:2017) has been prepared by Technical Committee CEN/TC 226 “Road equipment”, the secretariat of which is held by AFNOR. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by February 2018, and conflicting national standards shall be withdrawn at the latest by February 2018. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN shall not be held responsible for identifying any or all such patent rights. This document supersedes EN 12675:2000. EN 12675:2017 (E) 5 Introduction The objective of this European Standard is to specify the functional safety requirements of equipment used for the control of traffic signals. It relates to the control of signals to traffic, and any associated signalled traffic movements. The primary concern is to safeguard persons and objects against hazards due to conflicting signals to traffic. The hazards to be considered include, but are not limited to, the following types of possible signal failures: a) the failure to display a red signal to traffic; b) the display of a green signal to conflicting traffic; c) the failure to display the correct signal sequence to traffic; d) the failure to provide the correct timing of all signals. Persons to be safeguarded are: e) users of traffic signals, drivers and passengers of vehicles (including public transport), pedestrians, cyclists and equestrians, persons with physical disabilities; f) maintenance and inspection personnel. EN 12675:2017 (E) 6 1 Scope This European Standard specifies the functional safety requirements for traffic signal controllers. It is applicable to traffic signal control equipment permanently and temporarily installed, and portable traffic control equipment, with the exception of portable traffic signal equipment only capable of controlling alternate / shuttle working lanes (as further defined in 3.37), without the control of crossing vehicular or pedestrian movements. Traffic signal controllers, as defined by this European Standard, are required to control conflicting traffic, both vehicular and pedestrian in a safe manner. Examples are junction signals, pedestrian crossings, shuttle signals, public transport signals. The electrical safety requirements and additional traffic safety requirements, the interfacing with external equipment and the test methods for verifying compliance with this European Standard are contained in EN 50556. For a full applicability of this European Standard as well as of the EN 50556 the national standardization bodies are requested to define the set of classes relevant for their national requirements. NOTE National requirements may specify special conditions for public transport signals (PT) and for any other signal that is not specified in a European Standard. 2 Normative references The following documents, in whole or in part, are normatively referenced in this document and are indispensable for its application. Key 1 single carriage way / bridge 2 carriageway restriction / road works Figure 1 — Example for Shuttle working lanes 4 Functional safety requirements 4.1 General This European Standard specifies the minimum safety requirements for traffic signal controllers to ensure the safe state of signals displayed to traffic. This safety consists of preventing a fault, or the consequences of a fault, that could result in the display of information liable to present a hazard to road users. A hazard to road users is prevented by the ability of the traffic signal controller to detect a specified fault condition and to change to a safe state. The change to a safe state is determined by the ability of the traffic signal controller to respond to the occurrence of faults in accordance with Clause 5. A fault condition may be dependent on the configuration of signal groups for specific application requirements. The specified fault condition shall be classified as a major or minor fault condition and acted on accordingly. Diagnostic checks shall be provided within the traffic signal controller for the detection of specified fault conditions. This is achieved by monitoring the appropriate: SIST EN 12675:2017

In the event the predefined conditions could not be achieved, the traffic signal controller shall not change to the normal mode of operation. 4.3 Diagnostic checks of traffic signal controller logic system Continuous diagnostic checks shall check the traffic signal controller logic system.
