Lifting bag systems for fire and rescue service use - Safety and performance requirements

This European Standard specifies requirements for lifting bag systems, where intended operation is inflation by compressed air and used primarily by fire and rescue services.
This European Standard applies to lifting bag systems including some or all of the following components:
-   hose assemblies and couplings;
-   regulators;
-   control devices;
-   pressure indicators;
-   safety valves;
-   lifting bags.
This European Standard applies to lifting bag systems intended for operation under ambient temperatures between -20 °C and 55 °C.
This European Standard deals with all significant hazards, hazardous situations and events during the commissioning, operation and maintenance arising from a lifting bag system when it is used as intended and under the conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4).
This European Standard specifies minimum performance requirements and test methods for lifting bag systems.
This European Standard does not establish the additional requirements for:
a)   operation in severe conditions ( e.g. extreme environmental conditions such as: temperatures outside the range from -20 °C to + 55 °C, corrosive environment, tropical environment, contaminating environments, strong magnetic fields, potentially explosive atmospheres);
NOTE 1   If use of the lifting bag system is foreseen in severe conditions, this should be agreed between the purchaser and the manufacturer at the time of ordering. In this case an additional risk analysis should be carried out. Additional measures and additional information for use may be necessary.
b)   the risk directly arising from any means for handling or transportation of the lifting bag system by equipment other than that designed as part of the lifting bag;
c)   lifting bag systems manufactured for specialized use, e.g. the lifting of persons or heavy recovery where exceptional stroke movement is required;
d)   any hazard arising from the source of compressed air, except where t

La présente Norme européenne spécifie les prescriptions de performances minimales et les méthodes d’essais des coussins de levage.
La présente Norme européenne ne définit pas les prescriptions complémentaires pour :

NOTE 1   Si une utilisation des coussins de levage est prévue dans des conditions sévères, il convient qu’elles fassent l’objet d’un accord entre l’acheteur et le fabricant au moment de la commande. Dans ce cas, il convient d’effectuer une analyse de risque complémentaire. Il est admis que des mesures additionnelles et des instructions pour l’utilisation complémentaires soient nécessaires.

Introduction This European Standard is a type C standard as stated in EN ISO 12100-1. The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this document. Where provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard. Lifting bag systems are used by Fire and Rescue Services principally to facilitate the release of persons trapped following accidents involving vehicles, heavy machinery, collapsed buildings, collapsed trenches, fallen trees and other natural objects. Lifting bag systems are generally used in conjunction with other means to support or stabilise the load being moved, for example, blocks, chocks and props. When compiling this European Standard, it was assumed that: a) the manufacturer will design and/or use components in accordance with the usual engineering practise and calculation codes, including all failure modes; b) only trained and competent persons whilst wearing suitable gloves, will use and operate the machinery; c) the working place is adequately lit; d) negotiations occur between the manufacturer and the purchaser concerning particular conditions for the use and places of use for the machinery related to health and safety, which are not within the limits of the scope of this European Standard.

EN 13731:2007 (E) 7 3 Terms and definitions For the purposes of this document, the terms and definitions given in EN ISO 12100-1:2003, EN 764-1:2004, ISO 5598:1985 and the following apply. 3.1 pressure pressure relative to atmospheric pressure, i.e. gauge pressure

EN 13731:2007 (E) 11 5 Safety requirements and/or protective measures and performance requirements 5.1 General Lifting bag systems shall comply with the relevant safety requirements and/or protective measures and performance requirements of this European Standard.
In addition, the system shall be designed according to the principles of EN ISO 12100-2 for hazards relevant but not significant, which are not dealt with by this document (e.g. sharp edges and noise). NOTE For hazards which are to be reduced by the application of a B-level standard such as EN 894 (all parts), the manufacturer should carry out a risk assessment to establish the requirements of the type B-standard which are to be applied. This specific risk assessment should be part of the general risk assessment of the machine. Where the means of reducing the risk is by a safe system of working the lifting bag equipment, the manufacturer shall include in the Information for Use details of the system and of the elements of training required by the operating personnel (see Clause 7 and Annex A). 5.2 Complete lifting bag system 5.2.1 A lifting bag system (see Figure B.1) shall include the following components:  hose and/or hose assemblies;  regulator;  control device for each lifting bag;  pressure indicators for each lifting bag;  safety valve for each lifting bag;  lifting bag(s). 5.2.2 Components of a lifting bag system as shown in Figure B.1 shall be designed only to fit mating components that are intended for use with the same allowable pressure. 5.2.3 All components in the system shall be designed to mitigate unintentional hazardous movement due to airflow: e.g. ‘snaking’. 5.2.4 The complete lifting bag system shall be capable of being operated within the ambient temperature range of –20 °C to + 55 °C. 5.3 Hose assemblies and couplings 5.3.1 Rubber hoses shall conform to EN ISO 2398 and plastic hoses shall conform to EN ISO 5774. 5.3.2 Hose assemblies shall conform to EN ISO 7751. 5.3.3 At a temperature of (-20 ± 2) °C, hoses shall achieve a bend radius of 75 mm, or less. 5.3.4 Hose fittings and quick action couplings shall withstand an axial pulling force of at least 1 000 N when the internal pressure is at atmospheric pressure and when at allowable pressure. There shall be no leakage. 5.3.5 Quick-action couplings shall require at least two separate manual actions to disconnect.



EN 13731:2007 (E) 12 5.3.6 Couplings on the inlet side of a control device, except those connected directly to the energising source, shall be quick-action couplings in accordance with 5.3.5 or shall be automatically self-sealing. 5.3.7 It shall be possible to connect and disconnect hose assemblies whilst wearing protective gloves for firefighters according to EN 659 and without the use of separate tools. 5.4 Regulators 5.4.1 Regulators shall be included in the lifting bag system as close as possible to the air supply. NOTE A manual pump can fulfil the function of a regulator as defined in 3.16. 5.4.2 Regulators shall conform to EN ISO 2503. 5.4.3 Regulators supplied without gauges shall be pre-set and not readily adjustable to prevent unauthorised adjustment (i.e. by design making the use of a tool necessary, by a recessed adjustment device or by a sealed cover). The maximum inlet and outlet pressures shall be clearly indicated on such regulators. 5.4.4 Regulators shall be able to control the flow rate over the complete range they are intended for. 5.5 Control devices 5.5.1 Control devices shall conform to the relevant parts of EN 894. 5.5.2 To enable the operator to set the regulator the inlet to a control device(s) shall be unambiguously marked with the allowable pressure at the inlet. 5.5.3 The control device shall permit the speed of inflation and deflation of the lifting bag to be gradually and progressively varied under the operator’s control. 5.5.4 The control device shall be legibly and indelibly marked or labelled to indicate all directions of operation. NOTE Where two or more control devices are connected to the same inlet(s), hose assemblies on the outlet side should preferably be colour coded. 5.5.5 When a manual actuator on a control device is actuated in a direction of operation, the lifting bag shall operate only in the direction selected. 5.5.6 When a manual actuator is moved from any position of actuation to a neutral position, the flow of compressed air shall cease within 0,5 s. 5.5.7 When a manual actuator is released, it shall automatically return to the neutral position within 0,5 s. 5.5.8 Where a system includes two or more control devices connected to the same inlet(s), the operation of one manual actuator shall only inflate or deflate the lifting bag to which it is connected, regardless of the position of other manual actuators. 5.5.9 Operation of one or more control devices in the direction of inflation shall not lead to the deflation of any bag when: a) supply connection to the control device is disconnected, or b) supply of compressed air is exhausted or is at pressures less than the pressure in a lifting bag, or c) there is a sudden line break of the supply hose to the control device.
