This International Standard applies only to newly manufactured static energy meters of accuracy class 1 or higher, for the measurement of alternating current electrical energy or direct current electrical energy absorbed by trains for following traction systems: - 25 kV (single phase) at 50 Hz, - 15 kV (single phase) at 16,7 Hz, - 3 kV, 1,5 kV and 0,75 kV d.c. It applies only to static meters consisting of a measuring element and register(s) enclosed together in a meter enclosure. It does not apply to: a) portable meters; b) data interfaces eventually to system on board; c) data management system; d) data interfaces with telecommunication system; e) global measurement system on board, also if voltage and current transducers are considered of accuracy class 0.5. If these transducers are multi-service, specific and separate outputs will be considered.

Diese Europäische Norm gilt nur für neu hergestellte statische Elektrizitätszähler der Genauigkeitsklasse 1 für die Messung von elektrischer Wechselstromenergie oder elektrischer Gleichstromenergie, die von Zügen mit folgenden Antriebssystemen aufgenommen wird: – 25 kV (einphasig) bei 50 Hz; – 15 kV (einphasig) bei 16,7 Hz; – 3 kV, 1,5 kV und 0,75 kV Gleichspannung. Sie ist nur für statische Zähler anwendbar, die aus einem Messwertaufnehmer und (einer) Zähleinrichtung(en) bestehen, die sich gemeinsam in einem Zählergehäuse befinden. Sie gilt nicht für: a) tragbare Zähler; b) Datenschnittstellen zum bordinternen System; c) Datenverwaltungssysteme; d) Datenschnittstellen mit Telekommunikationssystemen; e) globale bordinterne Messsysteme, auch wenn Spannungs- und Stromstärkemessumformer der Genauig-keitsklasse 0,5 zugrunde gelegt werden. Wenn diese Messumformer universell einsetzbar sind, werden spezielle und einzelne Ausgänge betrachtet.

La présente Norme Européenne s’applique exclusivement aux compteurs d’énergie statiques nouvellement développés de classe de précision 1, conçus pour la mesure embarquée de l’énergie électrique alternative ou continue utilisée pour les applications de traction fonctionnant les tensions d’alimentation suivantes: • 25 kV (monophasé) à 50 Hz; • 15 kV (monophasé) à 16,7 Hz; • 3 kV, 1,5 kV et 0,75 kV (courant continu). Elle s’applique exclusivement aux compteurs statiques conçus avec un élément de mesure et un ou plusieurs dispositifs d’enregistrement, réunis dans un même boîtier. Elle ne s’applique pas a) aux compteurs portables, b) aux interfaces de données avec le système de commande contrôle embarqué, c) au système de gestion des données, d) aux interfaces de données avec le système de télécommunication, e) au système de mesure global embarqué, même si les capteurs de courant et de tension sont considérés comme étant de la classe de précision 0,5. Si ces capteurs sont multifonctions, des sorties spécifiques et séparées seront prises en considération.

Introduction
This European Standard has been prepared using EN 62053 as reference standard. As many
new requirements and tests had to be added, this new standard has been split into five clauses,
namely

For all tests which are not specified in this standard, the existing IEC publications apply.
This standard covers the "standard meter", which may be used for energy metering on board
trains. It does not deal with special features (such as solution with the section that perform the
measure in separate housing respect to display). These might be covered in separate
International Standards.
This standard considers accuracy class 1.
The test levels are regarded as minimum values to ensure the proper functioning of the meter
under normal working conditions. For special application, alternative test levels might be
necessary and should be agreed by the user and the manufacturer.
A static meter faces the same general environmental conditions as the other electronic devices
on board trains. Therefore, the specification will implement all the requirements set by EN 50155
for class TX.
Regarding the influence of harmonics, special test procedures had to be incorporated. These
tests check the functionality of the meter when the meter is exposed to large distortions in the
current circuit and the accuracy of the meter with 5th harmonic in the current and voltage circuit
(see Annex B).
To test accurate operation of the meter under practical conditions have been specified
(see 5.7.2.2):
half-wave rectification (d.c. and even harmonics);

• phase-fired control (odd harmonics);
• burst control (sub-harmonics).
To check if a meter accurately measures total energy in the presence of harmonics, a test with
5th harmonic in both the current and voltage circuits has been specified. It is assumed that
correct measurement of 5th harmonic energy indicates that measurement for other harmonics will
be good.
The reliability aspects of equipment for electrical energy measurement and load control will be
handled separately.
For tests and test conditions, existing tests and test levels have been taken from EN 62053 and
IEC or EN standards as appropriate.

1 Scope
This European Standard applies only to newly manufactured static energy meters of accuracy
class 1, for the measurement on board, of alternating current electrical energy or direct current
electrical energy used for traction applications operating at the following supply voltages:
• 25 kV (single phase) at 50 Hz,
• 15 kV (single phase) at 16,7 Hz,
• 3 kV, 1,5 kV and 0,75 kV d.c.
It applies only to static meters consisting of a measuring element and register(s) enclosed
together in a meter enclosure.
It does not apply to:
a) portable meters;
b) data interfaces with on board systems;
c) data management system;
d) data interfaces with telecommunication system;
e) on-board global measurement systems; additionally, if voltage and current transducers are

4.2 Functional requirements
4.2.1 Input messages and signals
Electrical parameters as voltage and current, time synchronization, train location data (optional),
switching signal (optional).
4.2.2 Output data

data, autodiagnosis alarms and service messages.

4.2.4 Integration time for energy calculation
The meter shall be capable of recording the load profile choosing among 5 min, 10 min, 15 min
and 1 h.
4.2.5 Data storage
The memory capacity of the meter shall be sufficient to retain 60 days a load profile when
recorded at 5 min interval. Division on memory registers of energy should be possible.
This standard does not cover the acceptance tests and the conformity tests; both kinds of testing
procedures are connected with legal requirements in different Member States and could only be
considered partially. Regarding acceptance tests, a basic guideline is given in EN 60514.
The reliability aspect is covered by other existing standards.
4.2.6 Radio Data Transmission
The meter shall be supplied prepared for data transmission via GSM or GSM-R. For transmission
interfaces, refer to EN 60870-5-2, EN 62056-21, EN 62056-62.
Other solutions are allowed.
4.3 Mechanical requirements
4.3.1 General mechanical requirements
Meters shall be designed and manufactured in such a way as to avoid introducing any danger in
normal use and under normal conditions, so as to ensure especially:
personal safety against electric shock;

• personal safety against effects of excessive temperature;
protection against spread of fire;
•
• protection against penetration of solid objects, dust and water.
4.3.2 Enclosure
The meter shall have a enclosure which can be sealed in such a way that the internal parts of the

The cover shall not be removable without the use of a tool.
The enclosure shall be so constructed and arranged that any non-permanent deformation cannot
prevent the satisfactory operation of the meter.
4.3.3 Window
If the cover is not transparent, one or more windows shall be provided for reading the display and
observation of the operation indicator, if fitted. These windows shall be of transparent material
which cannot be removed undamaged without breaking the seal(s).

4.3.4 Terminals - Terminal block(s)

4.3.5 Terminal cover(s)
The terminals of a meter, if grouped in a terminal block and if not protected by any other means,
shall have a separate cover which can be sealed independently of the meter cover.
The terminal cover shall enclose the actual terminals, the conductor fixing screws and, unless
otherwise specified, a suitable length of the external conductors and their insulation.
