Railway Applications - Design for PRM Use - Requirements on Obstacle Free Routes for Infrastructure

This European Standard describes the specific ‘Design for PRM Use’ requirements, ‘for obstacle free routes’ applying to Infrastructure on the Trans-European Network (TEN) and the assessment of those requirements. The following applies for this standard.
   The definitions and requirements describe specific aspects of ‘Design for PRM Use’ required by people with reduced mobility as defined in TSI PRM.
   This standard defines elements which are universally valid for obstacle free routes. The definitions and requirements of this standard are to be used for infrastructure applications.
   This standard covers those requirements relating to Obstacle free routes.
   The standard only refers to aspects of accessibility for PRM passengers it does not define general requirements and general definitions for specific components and systems.
   This standard assumes that the infrastructure is in the defined operating condition, any damages or operating failures will not be taken into account when assessing these requirements.
   This standard will describe these areas with clear and consistent terms and definitions. Measurement methods and/or assessment procedures needed to establish a clear pass/fail assessment are provided where necessary.

Diese Europäische Norm beschreibt die spezifischen Anforderungen an die "Gestaltung für die Nutzung durch PRM", die auf Fahrzeuge anzuwenden sind, sowie die Bewertung dieser Anforderungen. Die nachfol-genden Punkte gelten für diese Norm:
-   Die Festlegungen und Anforderungen beschreiben bestimmte Aspekte der "Gestaltung für die Nutzung durch PRM", die, wie in der TSI PRM festgelegt, für Menschen mit Behinderungen und Menschen mit eingeschränkter Mobilität erforderlich sind.
-   Diese Europäische Norm beschreibt Elemente, die für hindernisfreie Wege im Allgemeinen gelten. Die Festlegungen und Anforderungen dieser Europäischen Norm gelten für Infrastrukturanwendungen.
-   Diese Norm behandelt ausschließlich Gesichtspunkte der Zugänglichkeit für PRM-Fahrgäste. Sie legt keine allgemeinen Anforderungen und Definitionen fest.
-   Für diese Norm wird angenommen, dass die Infrastruktur sich in ihrem festgelegten Betriebszustand befindet.
-   Sind Maße für Mindest- oder Höchstabmessungen angegeben, ist zu beachten, dass es sich hierbei NICHT um Nominalwerte handelt.
Diese Europäische Norm enthält Anforderungen an "hindernisfreie Wege".

Applications ferroviaires - Conception à l'usage des personnes à mobilité réduite - Exigences relatives à l’absence d’obstacles sur les trajets pour l'infrastructure

La présente Norme européenne décrit les exigences spécifiques relatives à la « conception à l’usage des PMR », « pour l’absence d’obstacles sur les trajets » s’appliquant à l’infrastructure sur le réseau transeuropéen (TEN), ainsi que l’évaluation de ces exigences. Les éléments suivants sont valables pour la présente norme.
   Les définitions et exigences décrivent des aspects spécifiques de « conception à l’usage des PMR » requis par les personnes à mobilité réduite telles que définies dans la STI PMR.
-   La présente norme définit des éléments universellement valides pour les cheminements libres d’obstacles. Les définitions et exigences de la présente norme doivent être utilisées pour les applications d’infrastructure.
-   La présente norme traite des exigences relatives aux cheminements libres d’obstacles.
-   Cette norme ne se rapporte qu’aux aspects d’accessibilité pour les passagers à mobilité réduite ; elle ne définit pas d’exigences et de définitions générales pour des éléments et des systèmes spécifiques.

EN 16587:2017 (E) 6 ISO 23599, Assistive products for blind and vision-impaired persons — Tactile walking surface indicators 3 Terms and definitions For the purposes of this document, the terms and definitions given in EN 16584-1 and the following apply. 3.1 obstacle-free route link between two or more public areas dedicated to the transport of passengers that can be navigated independently by all persons with disabilities and reduced mobility Note 1 to entry: In order to achieve this, the route can be divided to better meet the needs of all persons with disabilities and reduced mobility. EN 16587:2017 (E) 7 5 Requirements 5.1 General Assessment of the requirements identified in Clause 5 shall be according to Annex A (EC verification) and Annex B (Summary of testing requirements). Where additional assessment criteria apply, these will be identified against the relevant clause. All measurements in figures unless otherwise stated shall be in full millimetres. 5.2 Obstacle-free routes 5.2.1 General requirements of an obstacle-free route 1) Obstacle-free routes shall be provided i. that accommodate all categories of PRM on the same route — Where there are height changes the route may diverge to accommodate ramps, steps or lifts, for example. — The route shall converge after the height changes and continue as a single route, unless the destination has already been reached. — For assessment: an example scenario would be moving through the station area to the platform area, the route diverges to utilize stairs and a separate lift or ramp to overcome the height change to the elevated walkway; the route converges on the elevated walkway above the tracks, then diverges to stairs and a separate lift or ramp, to overcome the height change back to platform level but there is no necessity to converge the routes again to a single, point as the platform was the destination. ii. at all times, for when trains are timetabled to operate at that station. iii. that interconnect the following public areas of the infrastructure, if provided and during the normal operation of those facilities: a) Stopping points for other connecting modes of transport within the station confines (for example, taxi, bus, tram, metro, ferry); b) Car parks c) Accessible entrances and exits d) Information desks e) Visual and audible information systems f) Ticketing facilities g) Customer assistance h) Waiting areas i) Toilet facilities SIST EN 16587:2017



EN 16587:2017 (E) 8 j) Platforms k) Customs l) Border control NOTE See Figure C.1 for an example of an obstacle-free route connecting to a variety of services with tactile path. 2) The length of the obstacle-free routes shall be the shortest practical distance. — There may be reasons that require the route to diverge to accommodate different categories of PRM, provided each division is the shortest practical distance for that category of PRM. — When the station building is open during the operating time for passenger traffic the main route shall pass through the station building if it is the shortest practical route. — When the station building is closed during the operating time for passenger traffic, all passengers shall be directed to an alternative route within the station confines. — This should be based on good practice as described in Annex C. An example of a specification for a main route is described in Annex C. 3) Obstacle-free route floor surfaces and ground surfaces shall have low reflecting properties. — Assessment shall be in accordance with EN ISO 2813 for paints and varnishes, an achieved gloss value of 50 or lower shall be assumed to be compliant. For any other ground material and/or surface materials an assessment is not necessary. 5.2.2 Horizontal circulation 1) All obstacle-free routes, footbridges and subways shall have a free width of a minimum of 1 600 mm, except in doors, platforms and level crossings — Assessment: minimum width shall be maintained from floor height to the minimum headroom requirement — Assessment: handrails may not encroach into the free width (shown in Figure 1) — Assessment: exceptions for platforms are specified in 5.13 NOTE 1 This requirement is further explained in UIC 140. — Assessment: the minimum width requirement does not take into account any additional width that may be required for passenger flows, these additional widths shall be in accordance with National Rules. NOTE 2 This requirement is not applicable to escalators, travelators and lifts. Where travelators are provided this should not be the only option available to a wheelchair user. SIST EN 16587:2017

Figure 1 — Obstacle-free width at stairs example showing a minimum width of 1 600 mm between handrails 2) Where thresholds are installed on a horizontal route, they shall contrast with the surrounding floor and shall not be higher than 25 mm. — Assessment: Contrast shall be according to EN 16584-1 3) All obstacle-free routes, stairs, footbridges and subways shall have a minimum headroom of 2 100 mm (h) according to ISO 21542 over the entire width of 1 600 mm. — Assessment: the height shall be assessed from floor to ceiling over the full width of the obstacle-free route, footbridges and subways — Assessment: for stairs, the headroom shall be assessed vertically from the plane touching the nosing of each step as shown in Figure 2

EN 16587:2017 (E) 10 5.2.3 Vertical circulation 1) Where an obstacle-free route includes a change in level, there shall be a step-free route providing an alternative to stairs (also escalators and inclined travelators) for mobility impaired people. — Assessment: where there is a change in level along an obstacle-free route that is overcome by a step or steps (also escalators and inclined travelators) an alternative step free route shall be demonstrated. — Assessment: solutions provided shall be according to either National rules or ISO 21542 2) Staircases on the obstacle-free routes shall: i.
have a minimum width of 1 600 mm assessed between the handrails. — Assessment: handrails may not encroach into the free width (shown in Figure 1) ii. as a minimum the first and last steps shall be indicated by a contrasting band — Assessment: contrast of the band shall be according to EN 16584-1 iii. as a minimum tactile warning surface indicators shall be installed before the first descending step. — Assessment: tactile warning surface indicators shall be according to ISO 21542, ISO 23599 or national rules 3) Ramps shall be installed for persons with disabilities and persons with reduced mobility unable to use stairs where lifts are not provided. They shall have a moderate gradient. A steep gradient is allowed for ramps on short distances only. — Assessment: according to National rules or ISO 21542 4) Stairs and ramps shall be provided with handrails on both sides and at two levels. — Assessment: according to National rules or ISO 21542 5) Lifts shall be provided where ramps are not available and shall be at least of type 2. — Assessment: according to EN 81-70 Type 1 lifts are allowed in the case of stations being renewed or upgraded only. 6) Where escalators and moving walkways (travelators) are provided — Assessment: designed according to EN 115-1 7) Level track crossings can form part of an obstacle-free route when they comply with the requirements in 5.16 — Assessment: according to National Rules SIST EN 16587:2017



EN 16587:2017 (E) 11 5.3 Route identification Requirements and Assessment of route identification shall be according to EN 16584-2. 5.4 Doors and entrances This clause applies to all doors and entrances that are on obstacle-free routes, with the exception of doors giving access to the toilets which are not dedicated to persons with disabilities and persons with reduced mobility. 1) Doors and entrances shall i. have a minimum clear usable width of 900 mm — Assessment: minimum clear usable width shall be maintained from floor height to the minimum headroom requirement — Assessment: protrusions such as hinges or handles into the minimum clear usable width are not permitted — Assessment: where manual double doors are provided at least one door leaf shall comply with this requirement. ii. be operable by persons with disabilities and persons with reduced mobility — Assessment shall be according to ISO 21542 or National Rules iii. Have a free headroom of a minimum of 2 000 mm or according to the National rule — Assessment shall be according to ISO 21542 or National Rules It is allowed to use manual, semi-automatic or automatic doors. 2) Door operating devices shall be available at a height of between 800 mm and 1 100 mm — Assessment: shall be assessed vertically from the surface of the walking floor to the centre of the device — Assessment: suitable door operating devices shall be according to ISO 21542 or National Rules. 5.5 Floor surfaces 1) All floor coverings, ground surfaces and stair tread surfaces shall be slip resistant. — Assessment according to EN 16584-3 2) Within the station buildings there shall be no irregularities with a height or depth in excess of 5 mm at any given point in floor walking surface areas, except for thresholds, drainage channels and tactile walking surface indicators. — Assessment according to National rules or where no National rule is available assessed vertically from the nominal walking floor up or down to a maximum of 5 mm. Particular attention shall be paid to the changes of levels, ticket vending offices and machines, information desks and information displays — Assessment: Light levels shall be according to EN 16584-3 5.11 Visual Information: Sign posting, Pictograms, Printed or Dynamic Information Requirements and Assessment of visual information shall be according to EN 16584-2. 5.12 Spoken Information Requirements and Assessment of spoken information shall be according to EN 16584-2. 5.13 Platform Width and Edge of Platform 1) The danger area of a platform commences at the rail side edge of the platform and is defined as the area where passengers are not allowed to stand when trains are passing or arriving. EN 16587:2017 (E) 14 2) It is permitted for the width of the platform to be variable over the whole length of the platform. 3) The minimum width of the platform without obstacles shall be the width of the danger area plus the width of two opposing freeways of 800 mm (1 600 mm). This dimension may taper to 900 mm at the platform ends. 4) It is permitted to have obstacles inside this freeway of 1 600 mm. Equipment required for the signalling system and safety equipment shall not be considered as obstacles in this point.
