Machines for compacting waste materials or recyclable fractions - Vertical baling presses - Safety requirements

EN 16500 specifies the safety requirements for the design, manufacture and information for safe use of vertical baling presses for compacting waste material or recyclable fractions (e. g. paper, plastics, textiles, cans, cardboard, mixed waste), hereafter referred to as materials. This standard covers vertical baling presses: - that are manually or mechanically fed; and - with fixed enclosed baling chambers (single or multiple chamber presses); and - with a mechanically, hydraulically or pneumatically operated compacting equipment; and - where the compacted bale is tied manually in the baling chamber; and - with manual unloading or mechanical ejection of the compacted bale. The scope of this standard includes any mechanical feed equipment, such as belt type conveyors or bin lifts, forming an integral part of the baling press assembly. It also includes integral material flow control equipment. This standard does not apply to: - vertical baling presses without fixed enclosed baling chamber(s); or - round balers or roll baling machines; or - machines where the material is compacted into a bag; or - pneumatic conveying systems; or - equipment for transporting the bales; or - local exhaust ventilation for the removal of dusts or vapours; or - hazards arising from any integral pre-conditioning equipment; or - hazards arising from the materials being processed (e.g. asbestos, clinical waste, flammable or explosive materials, unhealthy or poisonous waste). This standard does not apply to cranes, lift trucks or other mobile plant used to load materials into the feed opening. Nor does it apply to hazards arising from loading materials into the feed opening using cranes, lift trucks or other mobile plant. This standard does not include specifications to meet the requirements of the ATEX Directive 94/9/EC. All hazards mentioned in Clause 4 are dealt with in this European Standard. This European Standard is not applicable for vertical baling presses which are manufactured before the date of its publication as an EN.

Maschinen zum Verdichten von Abfällen oder recyclebaren Materialien - Vertikal arbeitende Ballenpressen - Sicherheitsanforderungen

Diese Europäische Norm legt die Sicherheitsanforderungen für die Gestaltung, den Bau und die Angaben für die sichere Verwendung von vertikalen Ballenpressen zum Verdichten von Abfällen oder recyclebaren Mate-rialien (z. B. Papier, Kunststoff, Textilien, Dosen, Pappe, gemischte Abfälle), nachstehend „Material“ genannt, fest.
Diese Norm behandelt vertikale Ballenpressen:
   die manuell oder mechanisch beschickt werden; und
   mit feststehenden, geschlossenen Presskammern (Einzel- oder Mehrkammerpressen); und
   mit mechanisch, hydraulisch oder pneumatisch betriebener Pressvorrichtung; und
   bei denen der verpresste Ballen manuell verschnürt wird ); und
   mit manueller Entnahme oder mechanischem Auswurf des verpressten Ballens.
Der Anwendungsbereich dieser Norm gilt für alle mechanischen Zuführeinrichtungen, wie z. B. Förderbänder als Aufgabe- und Zuführförderer oder Kippvorrichtungen, die fester Bestandteil der Ballenpresse sind. Pneumatische Förderer fallen allerdings nicht in den Anwendungsbereich dieser Norm.
Diese Norm gilt nicht für:
   vertikale Ballenpressen ohne feststehende, geschlossene Presskammer(n); oder
   Rundballenpressen oder Rollenpressmaschinen; oder
   Maschinen, bei denen das verpresste Material verpackt wird; oder
   Ausrüstung für den Transport der Ballenpressen; oder
   örtliche Entlüftungsanlagen für das Abführen von Stäuben und Dämpfen; oder
   Gefährdungen durch das verarbeitete Material (z. B. Asbest, Klinikabfälle, brennbare oder explosions-fähige Materialien, gesundheitsschädliche oder giftige Abfälle).
Diese Norm gilt nicht für Krane, Stapler oder andere mobile Maschinen, die für die Zufuhr von Material zum Aufgabeschacht eingesetzt werden. Sie gilt ebenfalls nicht für Gefährdungen, die durch den Einsatz von Kranen, Staplern oder anderen mobilen Maschinen beim Beschicken des Aufgabeschachtes entstehen.
Alle in Abschnitt 4 aufgeführten Gefährdungen werden in dieser Europäischen Norm behandelt.
Diese Europäische Norm gilt nicht für vertikale Ballenpressen, die vor dem Veröffentlichungsdatum dieser EN hergestellt wurden.

Machines à compactage pour déchets ou matières recylcables - Presses à balles verticales - Prescriptions de sécurité

La présente Norme européenne spécifie les prescriptions de sécurité applicables à la conception, à la construction et aux informations pour l’utilisation en sécurité des presses à balles verticales qui sont utilisées pour compacter des matériaux ou des matières recyclables (papier, plastique, textiles, canettes et boîtes de conserve, carton, matériaux mélangés, par exemple), ci-après désignés sous le terme de « matériaux ».
La présente norme couvre les presses à balles verticales :
   à chargement manuel ou mécanique, et
   à chambres de compaction internes fixes  (presses à une ou plusieurs chambres), et
   à dispositif de compaction mécanique, hydraulique ou pneumatique, et
   où la balle compactée est ligaturée manuellement , et
   à déchargement manuel ou éjection mécanique de la balle compactée.
Le domaine d’application de la présente Norme européenne couvre tout équipement d’alimentation mécanique faisant partie intégrante de l’installation de mise en balles, tel que convoyeur à bande de chargement et d’alimentation ou lève-conteneur.  Les convoyeurs pneumatiques sont toutefois hors du domaine d’application de la présente norme.
La présente norme ne s’applique pas :
   aux presses à balles verticales sans chambre(s) de compaction fixe(s) fermée(s), ni
   aux presses produisant des balles rondes ou des rouleaux, ni
   aux machines où les matériaux compactés sont ensachés, ni
   aux équipements de transport des balles, ni
   aux systèmes d’aspiration locale pour l'extraction des poussières ou vapeurs, ni
   aux phénomènes dangereux liés aux matériaux traités (amiante, matériaux médicaux, matériaux inflammables ou explosifs, matériaux nocifs ou toxiques, par exemple).
La présente Norme européenne ne s’applique pas aux grues, chariots industriels ou autres engins mobiles utilisés pour charger les matériaux dans l'ouverture d'alimentation. Elle ne s’applique pas non plus aux phénomènes dangereux résultant du chargement de l'ouverture d’alimentation au moyen de grues, de chariots industriels ou d’autres engins mobiles.
Tous les phénomènes dangereux mentionnés à l’Article 4 sont traités dans la présente norme.
La présente Norme européenne n'est pas applicable aux presses à balles verticales fabriquées avant sa date de publication comme EN.

Standard EN 16500 določa varnostne zahteve za obliko, izdelavo in informacije za varno uporabo stiskalnic za bale za stiskanje odpadkov ali reciklirnih materialov (npr. papirja, plastike, tekstila, pločevine, kartona, mešanih odpadkov), v nadaljevanju: materiali. Ta standard zajema stiskalnice za bale: – z ročnim ali mehanskim polnjenjem; in – s fiksnimi zaprtimi balirnimi komorami (stiskalnice z eno ali več komorami); in – z mehansko, hidravlično ali pnevmatično upravljano opremo za stiskanje; in – pri katerih je stisnjena bala ročno povezana v komori za bale; in – z ročnim razkladanjem ali mehanskim izmetom stisnjene bale. EN 16500:2014 (E) 5 Introduction This European Standard is a type C standard as stated in EN ISO 12100. The machinery concerned and the extent to which hazards, hazardous situations and hazardous events are covered are indicated in the scope of this document. When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards for machines that have been designed and built in accordance with the provisions of this type C standard.
