SIST EN 301 688:2001 is the Slovenian standard adopting ETSI EN 301 688 V1.1.1 for maritime two-way AM VHF radiotelephone equipment. It specifies the technical characteristics and methods of measurement for fixed and portable equipment used for communications between ships in distress and rescuing aircraft on 121,5 MHz and 123,1 MHz.

What does SIST EN 301 688:2001 specify?

SIST EN 301 688:2001 sets minimum technical requirements for maritime VHF equipment intended for emergency communications with aircraft. It applies to portable equipment and fixed installations, and its structure runs from general requirements through test conditions, measurement methods, environmental tests, transmitter and receiver performance, and Annex A on radiated measurements.

The document focuses on equipment suitable for use at sea in distress situations, with mechanical and electrical design and finish in line with good engineering practice. It also incorporates relevant provisions from the ITU Radio Regulations, IMO Assembly Resolutions, and ICAO Annex 10.

What are the key requirements of SIST EN 301 688:2001?

  • Clause 4.1 and 4.2 - construction and controls: portable equipment has to combine the transmitter, receiver, antenna, battery, controls, microphone and loudspeaker in one unit, and the controls have to support simple one-hand operation where possible. In practice, this is aimed at emergency use on board a ship, so operation must be quick, clear and difficult to misuse.

  • Clause 4.3 - operating frequencies: the equipment operates only on 121,5 MHz and 123,1 MHz with manual simplex control, and the emission class is A3E. This matters because the equipment is dedicated to the aeronautical emergency channels and is not a general-purpose VHF set.

  • Clause 4.4 - labelling: labels must be permanently fixed and include emergency-use wording, brief operating instructions, type designation, serial number, battery expiry date where relevant, and compass safe distance for portable equipment. Buyers and inspectors use this to verify that the unit is identified correctly and can be operated safely.

  • Clause 4.5 - power source: portable equipment uses a primary battery, with protection against accidental polarity reversal and a battery endurance requirement based on a defined transmit-receive duty cycle. This is important for readiness, because emergency equipment has to work after storage and during prolonged use.

  • Clauses 5 and 6 - test conditions and measurement setup: tests are carried out under normal and extreme temperatures and supply conditions, with defined receiver input arrangements, squelch treatment, normal test modulation, artificial antenna, and test frequency selection. These clauses matter because they make the measurements repeatable and comparable between laboratories.

  • Clause 7 - environmental tests: the equipment is checked for drop, vibration, temperature cycling, low-temperature performance, and immersion, with performance checks after each test. This shows whether the unit can survive handling, shipboard vibration and weather exposure.

  • Clauses 8 and 9 - transmitter and receiver performance: the transmitter is checked for carrier power, frequency error, modulation, and spurious emissions; the receiver is checked for output power, maximum usable sensitivity, spurious response rejection, and conducted spurious emissions. These are the core radio performance checks that determine whether the equipment can send and receive emergency calls reliably.

What terms does SIST EN 301 688:2001 define?

  • A3E - amplitude modulation with double sideband and full carrier, the emission class used for this equipment.
  • EUT - Equipment Under Test, the sample being measured or tested.
  • ERP - Effective Radiated Power, used for cabinet radiation measurements.
  • SINAD - Signal + Noise + Distortion / Noise + Distortion, the receiver quality criterion used in sensitivity tests.
  • VHF - Very High Frequency, the radio band used by the equipment.
  • Maximum usable sensitivity - the minimum RF input level that gives at least 50% of maximum audio output power and a SINAD ratio of 12 dB.
  • Spurious response rejection - the receiver’s ability to reject unwanted signals at other frequencies while still responding to the wanted channel.

Who uses SIST EN 301 688:2001?

Manufacturers of maritime emergency radios use SIST EN 301 688:2001 to design fixed and portable VHF equipment for ship distress communications. Test laboratories use it for type testing, environmental conditioning, radiated and conducted emission measurements, and receiver performance checks.

Quality managers, conformity assessors and buyers use it to verify that equipment is suitable for emergency service, that labels and battery provisions are correct, and that the unit meets the stated test regime. Ship operators and equipment integrators also use it when selecting or checking emergency radio equipment for onboard installation.

Which standards are used with SIST EN 301 688:2001?

  • ITU Radio Regulations - provide the radio-regulatory provisions that the standard incorporates.
  • IMO International Convention for the Safety Of Life At Sea (SOLAS) - contributes maritime safety provisions.
  • ICAO Convention on International Civil Aviation, Annex 10 - contributes aeronautical communications provisions relevant to the emergency use case.
  • ETSI ETS 300 225 - covers survival craft portable VHF radiotelephone apparatus and is used here for comparison of portable VHF equipment.
  • ISO/R 694 - gives the method used for compass safe distance information.
  • EUROCAE ED-14C - provides environmental conditions and test procedures for airborne equipment.
  • ETSI ETR 028 - gives the measurement uncertainty approach used for the test methods.

What does the SIST EN 301 688:2001 document contain?

The document contains general requirements, battery and supply conditions, measurement arrangements, environmental tests, transmitter tests, receiver tests, and a normative annex on radiated measurements. Clause 7 gives the drop, vibration, temperature and immersion procedures used to qualify equipment for shipboard emergency service.

Clause 8 sets the transmitter measurement methods for carrier power, frequency error, modulation, conducted spurious emissions and cabinet radiation. Clause 9 sets the receiver methods for audio output power, maximum usable sensitivity, spurious response rejection and conducted spurious emissions.

Annex A describes outdoor and indoor radiated test sites, test antennas, substitution antennas, and an optional anechoic chamber arrangement. In practice, this annex supports design verification and type testing where field measurements of radiation and receiver sensitivity are needed.
