Steps for underground man entry chambers - Requirements, marking, testing and evaluation of conformity
This standard specifies general requirements and testing methods for steps manufactured from cast iron, steel or aluminium, for use in manholes and other underground man entry chambers as a means of access.
This standard specifies performance criteria for mechanical stability and resistance providing protection against falling. Corresponding test methods and evaluation of conformity are included.
The steps specified in this European Standard are suitable for use in sewage, surface water and, subject to the requirements of national regulations, potable water environments.
Where steps are to be used in particular corrosive environments, e.g. industrial effluents, additional protection may be required.
This standard does not apply for steps moulded in prefabricated manholes of the same material.

Overview
EN 13101:2002 is the CEN (European) standard for steps for underground man entry chambers and manholes. It specifies general requirements, marking, testing methods and evaluation of conformity for steps manufactured from cast iron, steel or aluminium used as access aids in underground chambers. The standard sets performance criteria for mechanical stability and resistance to falling, and includes test methods and conformity assessment procedures. It applies to steps used in sewage and surface water environments and, subject to national rules, potable water; it does not cover steps moulded integrally in prefabricated manholes of the same material.
Key Topics
- Materials and coatings: Requirements for metal substrates (cast iron, steel, aluminium), plastic encapsulation and corrosion protection (including galvanizing and other finishes).
- Design and dimensions: Definitions for single and double steps, standoff distance, tread and upstand geometry, and limits on insertion and twist.
- Mechanical performance tests: Prescribed methods and acceptance criteria for:
- Twist test (torsional stability)
- Vertical loading test (structural load-bearing)
- Proof load test for non-ductile materials (e.g., grey cast iron)
- Pull-out/anchorage test (resistance to extraction from concrete/masonry)
- Impact test (dynamic resistance)
- Integrity and thickness tests for plastic encapsulation
- Marking and designation: Mandatory marking information to allow traceability and correct selection.
- Conformity assessment: Type testing, factory production control (FPC), and procedures for third‑party evaluation where applicable.
Applications
EN 13101:2002 is intended for manufacturers, specifiers and installers of manhole steps and access fittings, and for asset owners and engineers responsible for underground infrastructure safety. Typical applications include:
- Sewer and wastewater manholes
- Surface water chambers and inspection shafts
- Access points in drainage and utility networks The standard helps ensure safe entry/egress, durable performance in wet environments, and compliance with procurement and safety requirements. For particularly corrosive sites (industrial effluents), additional protection beyond EN 13101 may be required.
Who should use this standard
- Manufacturers of cast iron, steel or aluminium steps (design, testing and marking);
- Civil and wastewater engineers specifying manhole access fittings;
- Contractors and installers performing manhole construction and retrofits;
- Public utilities and asset owners establishing procurement and conformity checks;
- Test laboratories and conformity assessors conducting the standard’s normative tests.
Related Standards
EN 13101 references other normative documents relevant to materials and coatings, such as standards for cast irons and galvanizing (e.g., EN 1561, EN 1562, EN ISO 1461) and standards for aluminium specifications. For full technical requirements and test procedures, consult the complete EN 13101:2002 text or your national standards body.
