Overview

SIST EN 16214-3:2012/oprA1:2016 is a European Standard published by CEN that establishes sustainability criteria for the production of biofuels and bioliquids, focusing specifically on biodiversity and environmental aspects related to nature protection. This standard addresses the production, cultivation, and harvesting of raw materials in sensitive ecological areas such as nature protection zones, highly biodiverse non-natural grasslands, and peatlands. It sets out principles, criteria, indicators, and verifiers designed to ensure that biomass sourcing complies with legal and sustainability requirements.

The standard helps economic operators demonstrate adherence to environmental regulations and safeguards biodiversity while engaging in bioenergy production. It supports the implementation of EU Directives 2009/28/EC and 98/70/EC by providing a clear framework for managing biomass cultivation impacts on protected ecosystems.

Key Topics

  • Sustainability Criteria for Biodiversity Protection
Defining criteria that ensure biomass production does not degrade biodiversity in key habitats, especially those protected by EU law or recognized as highly biodiverse.

  • Non-natural Highly Biodiverse Grasslands
Provides a detailed procedure for identifying non-natural highly biodiverse grasslands, including definitions and thresholds for species richness, ecosystem uniqueness, and genetic diversity importance.

  • Nature Protection Areas
Establishes procedures for verifying that raw materials are not sourced from natural grasslands or protected nature areas, which are largely restricted or prohibited for biomass harvesting.

  • Peatland Cultivation and Harvesting
Addresses specific requirements for cultivation on peatlands to prevent environmental harm, recognizing the ecological sensitivity of these carbon-rich landscapes.

  • Indicators and Verifiers
Specifies indicators such as species composition, habitat condition, and management documentation to verify compliance with sustainability and biodiversity protection goals.

  • Evidence and Documentation
Provides templates and data requirements (e.g., geographic location, habitat descriptions, management practices) for documenting sustainable biomass sourcing.

  • Legal Compliance
Aligns production practices with EU environmental legislation, including references to essential requirements under renewable energy and fuel quality directives.

Applications

  • Biofuel and Bioliquid Production
Organizations involved in producing biofuels and bioliquids can use this standard to confirm sustainable sourcing of biomass feedstock, minimizing risks to biodiversity.

  • Environmental Impact Assessment
Economic operators conducting due diligence or environmental audits can apply the criteria and indicators to assess and document the impact of biomass harvesting on protected ecosystems.

  • Supply Chain Verification
Biomass suppliers and purchasers can utilize the verifiers to ensure compliance with sustainability criteria throughout the supply chain, supporting green certification schemes.

  • Policy Implementation
Regulatory bodies and standardization organizations can reference this standard to enforce nature protection objectives within bioenergy policy frameworks.

  • Sustainable Land Management
Provides guidance for land managers on sustainable harvesting practices that maintain grassland ecosystems and prevent ecosystem degradation.

Related Standards

  • EN 16214-1:2012 - Principles and general criteria for sustainability of biomass production, forming the base definitions referenced in Part 3.

  • EU Commission Regulation No 1307/2014 - Defines criteria and geographic ranges of highly biodiverse grasslands, incorporated by reference for identification and classification.

  • Directive 2009/28/EC - Renewable Energy Directive essential for understanding the legal context of bioenergy sustainability criteria.

  • Directive 98/70/EC - Regulates fuel quality standards, linked to biofuel sustainability standards for environmental protection.

  • Council Directive 92/43/EEC (Habitats Directive) - Provides protection criteria for habitats relevant to identifying highly biodiverse grasslands.

grassland
terrestrial ecosystems dominated by herbaceous or shrub vegetation for at least 5 years continuously
Note 1 to entry: It includes meadows or pasture that is cropped for hay but excludes land cultivated for other
crop production and cropland lying temporarily fallow.
Note 2 to entry: It further excludes continuously forested areas as defined in Article 17(4)(b) of Directive

together with crops or animal production systems in agricultural settings.
Note 3 to entry: The dominance of herbaceous or shrub vegetation means that their combined ground cover is
larger than the canopy cover of trees.

5.2.2.1 General
Check whether for the harvesting area the criteria for non-natural highly biodiverse grassland apply.
The identification of areas of non-natural highly biodiverse grassland has to follow the following three
steps:
a) identification whether a harvesting area has been grassland in or after 2008 (see 5.2.2.2) ;
b) identification whether a harvesting area has been natural or non-natural grassland in or after 2008
(see 5.2.2.3) ;
c) identification whether a harvesting area has been non-natural highly biodiverse grassland in or
after 2008 (see 5.2.2.4).
