Plastics and rubber machines - Extruders and extrusion lines - Part 3: Safety requirements for haul-offs

This draft European Standard specifies the essential safety requirements applicable to the design and construction of haul-offs for cable, cable core, profiles and pipes used in extrusion lines for processing plastic and rubber for the hazards identified in Annex A. The following kinds of haul-offs are covered:
-   caterpillar haul-offs;
-   belt haul-offs;
-   capstan haul-offs;
-   belt capstan haul-offs;
-   roller haul-offs.
The machine begins at the product inlet opening and ends at the product outlet.
Cutting units which are integrated with or attached to the haul-off are not covered.
Take-off devices used on film or sheet lines are not covered.
Unwinding and winding machines are not subject to this standard. They are being dealt with in a separate standard being produced by another working group of CEN/TC 145.
This European Standard is not applicable to haul-offs that are manufactured before the date of its publication.

Diese Europäische Norm behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse, die für Abzüge für Kabel, Kabeladern, Profile und Rohre relevant sind, wenn sie bestimmungsgemäß und unter Bedingungen, die vom Hersteller als Fehlanwendung vernünftigerweise vorhersehbar sind, verwendet werden (siehe Anhang A). Die Gefährdungen sind unter Berücksichtigung sämtlicher Phasen der Lebensdauer der Maschine nach EN ISO 12100:2010, 5.4, identifiziert worden.
Die folgenden Arten von Abzügen sind behandelt:
-   Raupenabzüge;
-   Bandabzüge;
-   Scheibenabzüge;
-   Band-Scheibenabzüge;
-   Rollenabzüge.
Der Abzug kann unabhängig funktionieren und beginnt an der Produkteintrittsöffnung und endet an der Produktaustrittsstelle.
Schneideinrichtungen, die im Abzug integriert oder mit ihm verbunden sind, sind nicht behandelt.
Abzugseinrichtungen, die in Anlagen für Folien oder Platten verwendet werden, sind nicht behandelt.
Dieses Dokument gilt nicht für Abzüge, die vor dem Datum seiner Veröffentlichung hergestellt wurden.

Le présent document traite de tous les phénomènes dangereux, situations et événements dangereux significatifs pertinents pour les extracteurs pour câble, âme de câble, profilés et tubes, utilisés pour la transformation des matières plastiques et du caoutchouc, lorsqu’ils sont utilisés normalement et dans des conditions de mauvais usage raisonnablement prévisible par le fabricant (voir Annexe A). Les phénomènes dangereux ont été identifiés en prenant en compte toutes les phases du cycle de vie de la machine, conformément à l'EN ISO 12100:2010, 5.4.
Les types d’extracteurs suivants sont couverts :
-   extracteurs à chenilles ;
-   extracteurs à courroies ;
-   extracteurs à cabestan ;
-   extracteurs à cabestan et à courroie ;
-   extracteurs à rouleaux.
L'extracteur peut fonctionner indépendamment et commence à l'ouverture d'entrée du produit et finit à la sortie du produit.
Les dispositifs de coupe qui sont intégrés ou fixés à l'extracteur ne sont pas couverts.
Les dispositifs d’évacuation utilisés dans les lignes de production de films ou de feuilles ne sont pas couverts.

Ta osnutek evropskega standarda določa osnovne varnostne zahteve za načrtovanje in izdelavo strojev za izvlačenje kablov, kabelskih žil, profilov in cevi, ki se uporabljajo pri opremi za iztiskavanje pri obdelavi plastike in gume, v zvezi z nevarnostmi, ki so določene v dodatku A. Zajete so naslednje vrste strojev za izvlačenje:
– stroji za izvlačenje z gosenicami;
– tračni stroji za izvlačenje;
– stroji za izvlačenje z valjčki;
– stroji za izvlačenje s tračnimi valji;
– valjčni stroji za izvlačenje.
Stroj se začne pri vhodni odprtini izdelka in konča pri izhodu izdelka.
Enote za rezanje, ki so vgrajene v stroj za izvlačenje ali pritrjene nanj, niso zajete.
Naprave, ki jih je mogoče odstraniti in se uporabljajo na linijah filmov ali plošč, niso zajete.

This document (EN 1114-3:2019) has been prepared by Technical Committee CEN/TC 145 “Plastics and
rubber machines”, the secretariat of which is held by UNI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by March 2020 and conflicting national standards shall be
withdrawn at the latest by March 2020.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 1114-3:2001+A1:2008.
Compared with the previous version EN 1114-3:2001+A1:2008, the following significant technical
changes have been made:
— the performance levels of safety related parts of control systems have been specified in accordance
with EN ISO 13849-1:2015;
— the annex for noise measurement has been revised;
— the revision of type-A and type-B standards have been considered;
— the list of significant hazards has been moved to an informative annex;
— the safety requirements and protective measures have been modified by taking into consideration
the technological progress in the plastics and rubber industry and the continuous development of
the safety technology.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directive(s).
For relationship with EU Directive(s), see informative Annex ZA, which is an integral part of this
document.

parts:

Introduction
This document is a type-C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B

1 Scope
This document deals with all significant hazards, hazardous situations and events relevant to haul-offs
for cable, cable core, profiles and pipes for processing plastic and rubber, when they are used as intended
and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Annex A).
The hazards have been identified taking into account all phases of the machine life cycle according to
EN ISO 12100:2010, 5.4.
The following kinds of haul-offs are covered:
— caterpillar haul-offs;
— belt haul-offs;
— capstan haul-offs;
— belt capstan haul-offs;
— roller haul-offs.
The haul-off can function independently and begins at the product inlet opening and ends at the product
outlet.
Cutting units which are integrated with or attached to the haul-off are not covered.
Take-off devices used on film or sheet lines are not covered.
This document is not applicable to haul-offs that are manufactured before the date of its publication.

4 Safety requirements and/or protective/risk reduction measures
4.1 General
Machinery shall comply with the safety requirements and/or protective/risk reduction measures of this
clause. In addition, the machine shall be designed according to the principles of EN ISO 12100:2010 for
relevant but not significant hazards which are not dealt with by this document.
4.2 Mechanical hazards
4.2.1 Feeding zone
Access to danger zones shall be protected by:
— fixed guards in accordance with EN ISO 14120:2015 that may be distance guards as defined in
EN ISO 14120:2015, 3.2.2;
They shall be designed:
— in the form of protective structures preventing access to the danger zone; for safety distances
EN ISO 13857:2008, Tables 2, 3 and/or 4 shall apply; or
— in the form of a tunnel in the inlet zone; for safety distances EN ISO 13857:2008, Tables 3 and/or
4 shall apply; if there are trapping or drawing-in hazards created by the product characteristics
the gap between the moving extrusion product and fixed parts of the guard shall be in accordance
with EN 349:1993+A1:2008, 4.2, Table 1 (part of body 'finger') such as to avoid the creation of
additional hazards;
and/or
— interlocking guards in accordance with EN ISO 14119:2013 taking into account the approach speed
criteria in accordance with EN ISO 13855:2010, Clause 9, or interlocking guards with guard locking
in accordance with EN ISO 14119:2013. The opening of the guards shall stop the drives and the
interlocking function shall be in accordance with PL = c of EN ISO 13849-1:2015. For safety

distances EN ISO 13857:2008, Tables 2, 3 and/or 4 shall apply;
and/or
— electro-sensitive protective equipment in accordance with type 2 of EN 61496-1:2013 and
EN 61496-2:2013; the positioning shall take into account the circumventing of the detection zone
and the approach speed criteria in accordance with EN ISO 13855:2010, Clause 6; the electro-
sensitive protective equipment shall stop the drives and the interlocking function shall be in
accordance with PL = c of EN ISO 13849-1:2015;

or
— if the solutions above cannot be applied, e.g. due to excessive dimensions, automatically adjustable
guards in accordance with EN ISO 14120:2015, 5.3.11 shall be installed so that the gap between the
guard and the material is always limited to the minimum that is necessary for the work; for safety
distances EN ISO 13857:2008, Tables 3 and/or 4, shall apply; if there are trapping or drawing-in
hazards created by the product characteristics the gap between the moving extrusion product and

4.2.2 Conveying zone
Access to danger zones shall be protected by:
— fixed guards in accordance with EN ISO 14120:2015 that may be distance guards with safety
distances in accordance with EN ISO 13857:2008, Tables 2, 3 and/or 4; and/or
— interlocking guards in accordance with EN ISO 14119:2013 taking into account the approach speed
criteria in accordance with EN ISO 13855:2010, Clause 9, or interlocking guards with guard locking
in accordance with EN ISO 14119:2013. The opening of the guards shall stop the drives and the
interlocking function shall be in accordance with PL = c of EN ISO 13849-1:2015. For safety

4.2.3 Drive and power transmission zone

They shall be designed:
— in the form of protective structures preventing access to the danger zone as defined in
EN ISO 14120:2015, 3.1; for safety distances EN ISO 13857:2008, Tables 2, 3 and/or 4, shall
apply; or
— in the form of a tunnel in the outlet zone; for safety distances EN ISO 13857:2008, Tables 3
and/or 4, shall apply;
and/or
— interlocking guards in accordance with EN ISO 14119:2013, taking into account the approach speed
criteria in accordance with EN ISO 13855:2010, Clause 9, or interlocking guards with guard locking
in accordance with EN ISO 14119:2013. The opening of the guards shall stop the drives and the
interlocking function shall be in accordance with PL = c of EN ISO 13849-1:2015. For safety

4.2.5 Falling/uncontrolled descent due to gravity
In case of failure of the power supply, hazards of falling or uncontrolled descent of suspended conveying
element mountings due to gravity shall be prevented by:
— use of restraint valves directly mounted on or connected with rigid pipes to the cylinders in
pneumatic or hydraulic systems; or
— use of self-locking or irreversible (non-return) transmission in the case of mechanical drive.

4.2.6 Additional requirements where whole body access is possible
If there is an interlocking guard or protective device and whole body access is possible between the
interlocking guard or protective device and the danger zone, a reset device shall be provided in
accordance with EN ISO 13849-1:2015, 5.2.2. See 6.3 e).
A reset device is not required if its function is substituted by an interlocking device requiring deliberate
mechanical action from outside the danger zone after closing the guard, e.g. a trapped key interlocking
device or plug and socket interlocking device, located at a position where there is a clear view of the
danger zones.
A reset device is not required when a presence sensing device such as a pressure sensitive mat in
accordance with EN ISO 13856-1:2013 is situated inside the enclosure such that it detects the presence
of a person between guard or protective device and the danger zone they enclose. When activated the
presence sensing device shall prevent a start command by the control system.
The performance level of the safety related parts of the control system (SRP/CS) related to the reset
switch or the presence sensing device shall be PL = c in accordance with EN ISO 13849-1:2015.

4.2.7 Start up and machine setting operations in the danger zones
Access to any dangerous movement in the danger zones for start-up and machine setting operations shall
be prevented by designing the haul-off to allow these operations to be undertaken with
guards/protective devices operational, e.g. feeding the haul-off at start-up where the extrusion product
can be drawn through by hand. Instructions for this shall be stated in the instruction manual. See 6.3 f).
4.3 Hazards due to electrical energy and electromagnetic interferences
