Machines for road surface cleaning - Safety requirements

This European Standard applies to road surface cleaning machines, which are defined in clause 3. The equipment would normally be mounted on a carrier vehicle (e.g. truck, tractor, construction machinery and mobile industrial handling equipment). It is also possible to mount a road surface cleaning machine on its own chassis construction and propulsion system. In all cases the machine and chassis form an integral unit. Directives and standards for the vehicular truck chassis aspect, termed 'carrier vehicle' in this standard, would be those relative to that equipment, even where specific modifications have been made to realize the road surface cleaning application. The use in public road traffic is governed by the national regulations.
This European Standard deals with all significant hazards identified through a risk assessment pertinent to road surface cleaning machines when they are used as intended and under the conditions foreseen by the manufacturer. This European Standard does not deal with significant hazards associated with EMC. This European Standard only specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards associated with machine operation, setting and adjustments, load discharge and routine maintenance.
This European Standard does not include requirements for the carrier vehicles (e.g. truck) or special constructions. These are covered in directives related to the construction of vehicles. Demountable bodywork systems (e.g. demountable containers) are specified in other standards.
This European Standard does not apply to road surface cleaning machines such as front mounted tractor brooms according to EN 13524:2003.
This European Standard does not apply to machines or components that are specifically designed for cleaning tram-lines and rail tracks.
This European Standard does not deal with the risks associated with the operation of machines in potentially explosive atmospheres.

Maschinen zur Straßenreinigung - Sicherheitsanforderungen

Diese Europäische Norm gilt für Maschinen zur Straßenreinigung, die unter Abschnitt 3 definiert sind. Normalerweise ist eine Maschine zur Straßenreinigung auf ein Trägerfahrzeug (z. B. Lkw, Traktor, Baumaschinen und Flurförderzeuge) aufgebaut. Ebenfalls möglich ist der Aufbau einer Maschine zur Straßenreinigung auf einem speziell konstruierten Fahrgestell- und Antriebssystem. In jedem Fall bilden Aufbau und Fahrgestell eine Einheit. Richtlinien und Normen des Fahrzeugbaues sind bindend, auch wenn spezielle Anpassungen zum Aufbau einer Maschine zur Straßenreinigung erforderlich sind. Für die Teilnahme am öffentlichen Straßenverkehr gelten die nationalen Vorschriften.
Diese Europäische Norm behandelt alle anhand einer Risikobeurteilung festgestellten signifikanten Gefährdungen, die von Maschinen zur Straßenreinigung ausgehen, wenn sie bestimmungsgemäß entsprechend den Empfehlungen des Herstellers verwendet werden. Diese Europäische Norm behandelt nicht signifikante Gefährdungen bezüglich !gelöschter Text" elektromagnetischer Verträglichkeit (EMV). Diese Europäische Norm spezifiziert nur die entsprechenden technischen Maßnahmen zur Beseitigung oder Verminderung der Risiken, die von den signifikanten Gefährdungen beim Einsatz, der Einstellung, der Be- und Entladung und der Wartung der Maschine ausgehen.
Diese Norm behandelt nicht die technischen Anforderungen an Trägerfahrzeuge (z. B. Lkw) und Sonderkonstruktionen. Diese werden in Richtlinien zum Fahrzeugbau abgehandelt. An- und Aufbauwechselsysteme (z. B. Wechselbehälter) sind in anderen Normen geregelt.
Diese Europäische Norm gilt nicht für „Maschinen für den Straßenbetriebsdienst“ nach !EN 13524:2003" (z. B. Vorbaukehrmaschinen).
Maschinen oder Komponenten, die ausschließlich für die Reinigung von Gleiskörpern konstruiert sind, werden in dieser Europäischen Norm nicht behandelt.

Machines de nettoiement des chaussées - Exigences de sécurité

La présente norme s'applique aux machines de nettoiement des chaussées telles que définies à l’article 3.
L'équipement est en général monté sur un châssis de véhicule porteur (par exemple camion, tracteur, engin de
terrassement et équipement mobile de manutention industrielle). Il est également possible de monter une machine
de nettoiement des chaussées sur son propre châssis et son propre système de propulsion. Dans tous les cas, la
machine et son châssis forment une unité. Les directives et les normes relatives au châssis porteur, appelé «Véhicule
de base» dans cette norme, seront celles relatives à cet équipement, même lorsque des modifications spécifiques
ont été faites pour satisfaire l'application de nettoiement des chaussées. L’utilisation sur les routes publiques est régie
par les codes nationaux.
Cette norme traite tous les phénomènes dangereux significatifs identifiés lors de l’estimation du risque comme étant
spécifiques aux machines de nettoiement des chaussées lorsqu'elles sont utilisées normalement et dans les
conditions prévues par le fabriquant. La présente norme ne traite pas des phénomènes dangereux significatifs
associés !texte supprimé" à la CEM (Compatibilité Électromagnétique). La présente norme européenne ne
spécifie que les mesures techniques appropriées pour éliminer ou réduire les risques engendrés par les phénomènes
dangereux significatifs associés au fonctionnement de la machine, sa mise en service et son réglage, son
déchargement et sa maintenance régulière.
La présente norme européenne ne comprend pas les véhicules porteurs (par exemple camion) ou des constructions
à l’unité. Ceux-ci sont du ressort des directives pour la fabrication des véhicules. Les systèmes d’équipement
démontables (par exemple cuves démontables) sont spécifiés dans d’autres normes.

This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by June 2009, and conflicting national standards shall be withdrawn at the latest by December 2009. 5 Safety requirements and/or measures The machines shall comply with the safety requirements and/or measures of this clause. In addition the machines shall be designed to comply with the terms of !EN ISO 12100" for hazards that are relevant but not significant and therefore are not dealt with in this standard. For the application of the reference standards !EN ISO 13732-1", EN 953, EN 982 and EN 983 which are used in this standard, the manufacturer shall carry out an adequate risk assessment relating to those requirements for which a special safety measure or category is necessary. NOTE This specific risk assessment should be part of the general risk assessment relating to the hazards not covered by this standard. 5.1 Elevating hoppers and powered discharge doors 5.1.1 Multiple control systems Multiple control systems shall be designed so that, only one set of controls can be activated for each function respectively.
