This document specifies the abstract test suite (ATS) to evaluate the conformity of on-board equipment
(OBE) and roadside equipment (RSE) to ISO 13141:2015 in accordance with the test suite structure and
test purposes defined in ISO 13140-1:2016.
It provides a basis for conformance tests for dedicated short-range communication (DSRC) equipment
(OBE and RSE) to support interoperability between different equipment supplied by different
manufacturers.
NOTE The OBE and RSE are subject to additional testing in order to ascertain that they fulfil the essential
radio requirements as set out in European Directives, a pre-requisite for CE marking and placing on the European
market. They are also likely to be subject to additional testing of physical, environmental endurance, quality
assurance and control at manufacturing, charge point integration, as part of factory, site and system acceptance
testing. The definition of these tests is outside the scope of this document.

L'ISO 13140-2:2016 spécifie la suite d'essais abstraite (ATS) visant à évaluer la conformité des équipements embarqués (OBE) ainsi que des équipements d'infrastructures routières (RSE) par rapport à l'ISO 13141:2015 conformément à la structure de la suite d'essais et aux intentions d'essai définies dans l'ISO 13140‑1:2016.
Elle constitue une base pour les essais de conformité relatifs aux équipements de communication dédiée à courte portée (DSRC) (OBE et RSE) afin de permettre l'interopérabilité entre les différents équipements fournis par les différents constructeurs.
NOTE Les OBE et les RSE sont soumis à des essais complémentaires afin de vérifier qu'ils satisfont aux exigences radio essentielles établies dans les Directives européennes, ce qui constitue une condition prérequise pour le marquage CE et la mise sur le marché européen. En outre, ils sont susceptibles d'être soumis à des essais complémentaires concernant l'endurance physique et environnementale, l'assurance et le contrôle qualité au stade fabrication, ainsi que l'intégration de points d'imputation dans le cadre des essais de réception en usine, sur site et de système. La définition de ces essais ne relève pas du domaine d'application de la présente partie de l'ISO 13140.

Ta dokument določa abstraktni preskuševalni niz (ATS) za vrednotenje skladnosti opreme v vozilu (OBE) in obcestnih napravah (RSE) v skladu s standardom ISO 13141:2015 skladno z zgradbo preskuševalnega niza in namenom preskušanja, kot je opredeljeno v standardu ISO 13140-1:2016.
Zagotavlja podlago za preskuse skladnosti za namensko komunikacijsko opremo kratkega dosega (DSRC) (oprema v vozilu in obcestnih napravah) za zagotavljanje interoperabilnosti različne opreme različnih proizvajalcev.
OPOMBA: Oprema v vozilu (OBE) in obcestnih napravah (RSE) je predmet dodatnega preskušanja za namene zagotavljanja, da izpolnjuje bistvene zahteve za radio, opredeljene v evropskih direktivah, kar je predpogoj za pridobitev oznake CE in trženje na evropskem tržišču. Poleg tega bodo najverjetneje izvedeni dodatni preskusi za fizično ali okoljsko vzdržljivost, zagotavljanje kakovosti, nadzor pri proizvodnji in integracijo plačilne točke kot del tovarniškega, lokacijskega in sistemskega preskušanja skladnosti. Definicija teh preskusov ne spada na področje uporabe tega dokumenta.

This document (EN ISO 13140-2:2016) has been prepared by Technical Committee ISO/TC 204
“Intelligent transport systems” in collaboration with Technical Committee CEN/TC 278 “Intelligent
transport systems” the secretariat of which is held by NEN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by June 2017, and conflicting national standards shall be
withdrawn at the latest by June 2017.

This first edition of ISO 13140-2 cancels and replaces ISO/TS 13140-2:2012, which has been technically
revised. This first edition incorporates the following main modifications compared to the Technical
Specification:
— conversion from a Technical Specification to an International Standard;
— amendment of terms, in order to reflect harmonization of terms across electronic fee collection
(EFC) standards;
— amendments to reflect changes in ISO 13140-1 due to changes to the underlying base standards, in
particular ISO 13141;
— editorial and formal corrections.

Introduction
ISO 17575 is part of a set of standards that supports interoperability of autonomous EFC-systems. It
defines the EFC context data, their charge reports and their use of communication infrastructure.
The set of standards also supports short-range communication links in the context of autonomous
electronic fee collection (EFC) on-board equipment (OBE) to enable spot checks for the enforcement
process. The application interface is defined in ISO 13141:2015.
Within the set of EFC standards, this document defines the process and tests for conformity evaluation
of OBE and roadside equipment (RSE) that comply with the requirements in ISO 13141:2015.
This document is intended to
— assess OBE and RSE capabilities,
— assess OBE and RSE behaviour,
— serve as a guide for OBE and RSE conformance evaluation and type approval,
— achieve comparability between the results of the corresponding tests applied in different places at
different times, and
— facilitate communication between parties (for example, between equipment manufacturers and
test houses).
This document is based on
— ISO 13141:2015,
— the set of dedicated short-range communication (DSRC) standards defining the communication
stack, and
— ISO 9646.
This document is based on using the tree and tabular combined notation (TTCN) that is a standardized
language suitable for specification of test cases and steps for assessment of protocol and application
behaviour. The TTCN language is also supported by modern automated tools that accelerate software
design, implementation and testing.
