The present document applies to TV white space devices (TVWSDs) controlled by a TV white space database (TVWSDB) and which operate in the TV broadcast band 470 MHz to 790 MHz. The present document applies to the following radio equipment types:
1) Master TV white space device (TVWSD)
2) Slave TV white space device (TVWSD)
The present document applies to TVWSDs with integral, dedicated or external antennas, where TVWSDs using external antennas are intended only for fixed use. The present document is intended to cover the provisions of Directive
1999/5/EC [i.3] (R&TTE Directive), Article 3.2, which states that "….. radio equipment shall be so constructed that it effectively uses the spectrum allocated to terrestrial/space radio communications and orbital resources so as to avoid harmful interference". In addition to the present document, other ENs that specify technical requirements in respect of essential requirements under other parts of article 3 of the R&TTE Directive may apply to equipment within the scope of the present document.

Ta dokument velja za naprave za kanalske presledke TV (TVWSD), ki delujejo v oddajnem pasu od 470 MHz do 790 MHz, in ki so vključene v bazo podatkov o napravah, za kanalske presledke TV (TVWSDB). Ta dokument se uporablja za radijsko opremo naslednjih vrst:
1) gospodovalne naprave za kanalske presledke TV (TVWSD)
2) podrejene naprave za kanalske presledke TV (TVWSD)
Ta dokument velja za naprave TVWSD z vgrajeno, namensko ali zunanjo anteno, med katerimi se naprave TVWSD uporabljajo zgolj kot negibne naprave. Ta dokument zajema določbe člena 3.2 Direktive
1999/5/ES [i.3] (direktive R&TTE), ki navaja, da »/.../ mora biti radijska oprema skonstruirana tako, da učinkovito uporablja spekter, razporejen za prizemne/vesoljske radijske komunikacije in orbitalne vire, tako da ne pride do škodljivega motenja.« Poleg tega dokumenta se za opremo na področju uporabe tega dokumenta uporabljajo tudi drugi standardi EN, ki določajo tehnične zahteve v zvezi z bistvenimi zahtevami iz drugih delov člena 3 direktive R&TTE.
