Ta dokument vsebuje zahteve, s katerimi se dokazuje, da radijska oprema učinkovito uporablja radijski spekter in tudi podpira njegovo učinkovito uporabo, tako da ne pride do škodljivih motenj.
Kar zadeva motnje sistemov, ki delujejo v sosednjih pasovih, so v Poročilo 146 Odbora za elektronske komunikacije [i.3] vključena navodila za enega ali več operaterjev baznih sprejemno-oddajnih postaj (BTS).
