Page 5ETS 300 054: October 1991ForewordThis European Telecommunication Standard (ETS) has been produced by the Signalling Protocols &Switching (SPS) Technical Committee of the European Telecommunications Standards Institute (ETSI).In accordance with CCITT Recommendation I.130 [1], the following three level structure is used todescribe the supplementary telecommunications services as provided by European publictelecommunications operators under the pan-European Integrated Services Digital Network (ISDN):-Stage 1: is an overall service description, from the user's standpoint;-Stage 2: identifies the functional capabilities and information flows needed to support the servicedescribed in stage 1; and-Stage 3: defines the signalling system protocols and switching functions needed to implement theservice described in stage 1.This ETS details the stage 2 aspects (functional capabilities and information flows) needed to support theTerminal Portability (TP) supplementary service.

Page 7ETS 300 054: October 19911ScopeThis standard defines the stage two of the Terminal Portability (TP) supplementary service for the pan-European Integrated Services Digital Network (ISDN) as provided by European public telecommunicationsoperators. Stage two identifies the functional capabilities and the information flows needed to support thestage 1 service description. The stage two description also identifies user operations not directlyassociated with a call (see CCITT Recommendation I.130 [1]).This standard is specified according to the methodology specified in CCITT Recommendation Q.65 [2].This standard does not formally describe the relationship between this supplementary service and thebasic call but, where possible this information is included for guidance.In addition this standard does not specify the requirements where the service is provided to the user via aprivate ISDN. This standard does not specify the requirements for the allocation of defined functionalentities within a private ISDN; it does however define which functional entities may be allocated to a privateISDN.This standard does not specify the additional requirements where the service is provided to the user via atelecommunications network that is not an ISDNThe TP supplementary service allows a user to move a terminal from one socket to another within onegiven basic access during the active state of a call. It also allows a user to move a call from one terminalto another terminal within one basic access during the active phase of the call.The portability of a terminal during the idle state is part of the basic access capabilities and does notrequire any procedure.The portability of a terminal in the call establishment and in the call clearing phases is not possible.The TP supplementary service applies to some interactive circuit switched telecommunication servicesrequiring the attendance of a human being, such as telephony, videotelephony, etc.The TP supplementary service does not apply to non-interactive services such as facsimile, teletex, mixed-mode, computer communication, etc. However, the network will not take any action to restrict itsapplicability.It is a user's responsibility to resume the call with a terminal which is compatible both with the remoteterminal and with the type of connection previously established.This standard is applicable to the stage three standards for the ISDN Integrated Services Digital NetworkTP supplementary service. The term "stage three" is also defined in CCITT Recommendation I.130 [1].Where the text indicates the status of a requirement (i.e. as a strict command or prohibition, asauthorisation leaving freedom, as a capability or possibility) this shall be reflected in the text of the relevantstage three standards.Furthermore, conformance to this standard is met by conforming to the stage three standards with the fieldof application appropriate to the equipment being implemented.
