11 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising

12 all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international

13 co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and

14 in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,

15 Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their

16 preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with

IEC 62271-102:2018 applies to alternating current disconnectors and earthing switches, designed for indoor and outdoor installations for nominal voltages above 1 000 V and for service frequencies up to and including 60 Hz. Consideration of switching devices having disconnecting and/or earthing switch functionalities, apart from other functions, are also covered by this document; ratings have been moved from Annexes B, C and E to Clause 5; the order of the subclauses now corresponds to the order of subclauses in Clause 7; new rating values for bus-transfer current and bus-transfer voltage have been assigned; new class of mechanical endurance for earthing switches has been added (M1); subclause "Rated values of electrical endurance for earthing switches" is now called "Classification of earthing switches for short-circuit making capability"; new subclause with ratings for ice-coating has been added; new subclause with classification of bus-charging switching capability has been added; new withstand requirements for interlocking devices have been added; the way to comply with the requirements of the isolating distance of disconnectors has been modified; design and construction requirements for position-indicating devices have been modified, aligning the requirements for position indication and signalling; the value of the operating force has been changed; the test procedures and validation criteria have been revised and modified where necessary; requirements for applied voltage during single-phase test on non-simultaneous closing earthing switches have been changed; non-verifiable requirements have been deleted; a new subclause has been added for testing mechanical interlocking devices; the high- and low-temperature test is mandatory if the temperature limits for the service conditions of the apparatus (defined by the manufacturer) are above +40 °C or below −5 °C, and a more detailed testing procedure is given; the testing procedure to verify the proper functioning of the position-indicating device allows a more practicable testing for every technology used; a new Annex B has been added with title: "Current-switching capability required of disconnectors and earthing switches"; a new Annex C has been added with title: "Tolerances on test quantities for type tests"; a new Annex E has been added with title: "Extension of validity of type tests".

IEC 62271-1:2017 applies to AC switchgear and controlgear designed for indoor and/or outdoor installation and for operation at service frequencies up to and including 60 Hz and having rated voltages above 1 000 V. This document applies to all high-voltage switchgear and controlgear except as otherwise specified in the relevant IEC standards for the particular type of switchgear and controlgear. This second edition cancels and replaces the first edition published in 2007 and Amendment 1:2011. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: New numbering in accordance with ISO/IEC directives, Part 2 (2016) and IEEE Std. C37.100.1. 4.1.2 a) The normal service condition for indoor switchgear is limited to one range of 40 °C to -5 °C. 4.1.3 a) The normal service condition for outdoor switchgear is limited to one range of 40 °C to -25 °C. 4.2.2: The specifications from IEC 60071-2:1996 are adopted for altitude correction factors above 1 000 m. 5.2.2: Range I, the rated voltage of 40,5 kV is added Series I Table 1; Table 2 and Table 4 are updated on recommendation of the US National Committee. 6.8: New subclause added for manual operated actuators consistent with “Man Machine Interface” recommendations of IEC 60447 . 7.2.6.1:Insert the wording regarding preliminary impulses across open vacuum interrupters according to the result of IEC 17/1026/RQ. 7.3: Changed the requirement for radio interference voltage to a rated voltage level of 245 kV and above, instead of 123 kV and above. This change is based on reported positive test and service experience of utility representatives in the maintenance team of this standard. 7.5.6, Table 14: a. Introduced the distinction of parts in “OG” (oxidizing gas) or in “NOG” (not oxidizing gas) replacing the former “air” and “SF6”; b. Increased the allowable temperature rise for some parts in groups 1 and 2 of Table 14 according to IEC TR 60943; c. IEC 62271-104:2015 is applicable to three-pole alternating current switches for rated voltages higher than 52 kV, having making and breaking current ratings, for indoor and outdoor installations, and for rated frequencies up to and including 60 Hz. This standard is also applicable to the operating devices of these switches and to their auxiliary equipment. This second edition replaces and cancels the first edition published in 2009 and constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: - the title was changed such that the voltage range now is >52 kV instead of ≥52 kV; - the references have been updated; - the comments in 17A/1063/RVC have been addressed. This publication is to be read in conjunction with IEC 62271-1:2007, IEC 62271-100:2008, IEC 62271-102:2001 and IEC 62271-110:2012.
