ETSIETSIEN300450V1.2.1(2001-07)5IntroductionTheCouncilDirectiveontheapplicationofONPtoleasedlines(92/44/EEC)concernstheharmonizationofconditionsforopenandefficientaccessto,anduseof,theleasedlinesprovidedoverpublictelecommunicationsnetworks,andtheavailabilitythroughouttheEuropeanUnion(EU)ofaminimumsetofleasedlineswithharmonizedtechnicalcharacteristics.TheconsequenceoftheDirectiveisthattelecommunicationsorganizationswithintheEUshallmakeavailableasetofleasedlineswithinandbetweenpointsinthesecountrieswithspecifiedconnectioncharacteristicsandspecifiedinterfaces.Twocategories(voluntaryandregulatory)ofstandardwereusedfortheinterfacesofterminalequipmentdesignedforconnectiontotheONPleasedlines.TechnicalBasisforRegulations(TBRs)gavetheearlieressentialrequirementsundertheDirective91/263/EEC,laterreplacedby98/13/EC,forattachmenttotheleasedlines,whereasothervoluntarystandards(ETSsorENs)gavethefulltechnicalspecificationsfortheseinterfaces.Thepresentdocument,whichisbasedonanearlierETS,belongstothesecondcategory.TherequirementsofTBR15areasubsetofthepresentdocument.Thepresentdocumenthasbeenproducedtointroducesomenecessarychanges.ITU-TRecommendationsM.1020andM.1040wereusedasthebasisfortheleasedlinestandardstowhichthisterminalequipmentinterfacerelates.SIST EN 300 450 V1.2.1:2004
