Satelitske zemeljske postaje in sistemi (SES) - Harmonizirani standard, ki zajema bistvene zahteve člena 3.2 direktive 2014/53/EU, za mobilne zemeljske postaje (MES), vključno z ročnimi zemeljskimi postajami za S-PCN, ki delujejo v frekvenčnem pasu 1,6 GHz/2,4 GHz, pri mobilnih satelitskih storitvah (MSS)

Ta dokument se uporablja za radijsko opremo mobilnih zemeljskih postaj (MES) z naslednjimi značilnostmi:
• Te mobilne zemeljske postaje imajo sposobnost oddajanja in sprejemanja ter delujejo v satelitskem osebnem komunikacijskem omrežju (S-PCN). Satelitsko osebno komunikacijsko omrežje mobilne zemeljske postaje je lahko ročna prenosna oprema, ki je pritrjena ali polpritrjena na vozilo in povezana z gostiteljem, ali je element v večnačinovnem terminalu. Sestavljeno je lahko iz več modulov s povezanimi priključki in uporabniškim vmesnikom ali je samozadostna enota.
• Če je mobilna zemeljska postaja element v večnačinovnem terminalu, zahteve tega dokumenta veljajo samo za satelitsko osebno komunikacijsko omrežje zemeljske mobilne postaje v terminalu, razen če je v dokumentu drugače navedeno.
• Te mobilne zemeljske postaje lahko delujejo v vseh frekvenčnih pasovih iz preglednice 1 ali njihovem delu.
Ta dokument zajema določbe člena 3.2 Direktive 2014/53/EU [10] (direktive RE), ki navaja: »/.../ Radijska oprema je izdelana tako, da optimalno uporablja in podpira učinkovito izrabo radijskega spektra, z namenom preprečevanja škodljivega motenja.«
Poleg tega dokumenta se za opremo na področju uporabe tega dokumenta lahko uporabljajo tudi drugi standardi EN, ki določajo tehnične zahteve v zvezi z bistvenimi zahtevami iz drugih delov člena 3 Direktive 2014/53/EU [10].

The technical requirements in the present document are applied under articles 3.2 of the Directive 2014/53/EU [10], concerning the effective uses of the spectrum allocated to terrestrial/space radio communication and orbital resources so as to avoid harmful interference.
These requirements are in two major categories: emissions limits: to protect other radio services from harmful interference generated by the MES in normal use. MES Control and Monitoring Functions (CMF): to protect other radio services from unwanted transmissions from the MES. The CMF in each MES is capable of answering to commands from the Network Control Facilities (NCF) for its S-PCN. Foreword
This Harmonised European Standard (EN) has been produced by ETSI Technical Committee Satellite Earth Stations
and Systems (SES).
The present document has been prepared under the Commission's standardisation request C(2015) 5376 final [i.2] to
provide one voluntary means of conforming to the essential requirements of Directive 2014/53/EU on the harmonisation
of the laws of the Member States relating to the making available on the market of radio equipment and repealing
Directive 1999/5/EC [10].
Once the present document is cited in the Official Journal of the European Union under that Directive, compliance with
the normative clauses of the present document given in table A.1 confers, within the limits of the scope of the present
document, a presumption of conformity with the corresponding essential requirements of that Directive, and associated
EFTA regulations.

Introduction
ETSI has designed a modular structure for the standards. Each standard is a module in the structure. The modular
structure is shown in ETSI EG 201 399 [i.1]

The present document is based on ETSI TBR 041 [4].
The technical requirements in the present document are applied under articles 3.2 of the Directive 2014/53/EU [10],
concerning the effective uses of the spectrum allocated to terrestrial/space radio communication and orbital resources so
as to avoid harmful interference.
These requirements are in two major categories:
emissions limits: to protect other radio services from harmful interference generated by the MES in normal use.
MES Control and Monitoring Functions (CMF): to protect other radio services from unwanted transmissions from
the MES. The CMF in each MES is capable of answering to commands from the Network Control Facilities (NCF) for
its S-PCN.
Receiver performance specifications: to enable reception of a wanted signal in the presence of other high power
signals in the adjacent channel and/or adjacent band.
NOTE: The requirements for Network Control Facilities (NCF) for S-PCN are contained in ETSI
ETS 300 735 [5].
The determination of the parameters of the user earth stations using a given satellite constellation for the protection of
the spectrum allocated to that satellite constellation, is considered to be under the responsibility of the satellite operator
or the satellite network operators.
