Ta dokument velja za naslednje vrste radijske opreme:
zelo visokofrekvenčna (VHF) digitalna povezava (VDL), 4. način, talnih radijskih oddajnikov in prejemnikov za komunikacije zrak-tla, ki deluje v pasu VHF z uporabo modulacije frekvenčnega premičnega kodiranja prek filtra Gaussian (GFSK) z razmikom 25 kHz med kanali in zmožna uravnavati na katerem koli izmed kanalov 25 kHz od 118.000 MHz do 136.975 MHz, kot je opredeljeno v standardih in priporočenih praksah (SARPs) [i.4] za digitalne povezave IACO (VDL).
Ta dokument zagotavlja 2. del tehničnih specifikacij.
Ta dokument zagotavlja, da bo oprema, ki jo certificira, združljiva z ustreznimi SARPs za ICAO VDL [i.4] in tehničnim priročnikom ICAO za VDL4 [i.1].
Proizvajalci morajo biti pozorni, da razpon uravnavanja za talne prejemnike-oddajnike lahko v prihodnje zajema tudi kateri koli kanal 25 kHz od 108.000 MHz do 117.975 MHz.

Sistem VDL, 4. način, zagotavlja podatkovno komunikacijsko izmenjavo med zračnim plovilom in talnim sistemom, ki podpirata nadzor in komunikacije. Podporni načini komunikacije vključujejo:
oddajanje in komunikacijo tipa točka-točka;
storitve oddajanja, vključno z zmožnostmi samodejnega odvisnega nadzora - oddajanje (ADS-B), storitve prometnih informacij - oddajanje (TIS-B) in storitve informacij o letih – oddajanje (FIS-B);
mobilne storitve zrak-zrak, zrak-tla in tla-zrak in tla;
delovanje brez talne infrastrukture.
VDL 4. način je načrtovan kot podsistem aeronavtičnega telekomunikacijskega omrežja zrak/tla (ATN) [i.2] ter uporablja pas AM(R)S in je organiziran v skladu z modelom povezanih odprtih sistemov (OSI) (določen z ISO). Zagotavlja zanesljive podomrežne storitve sistemu ATN. Druga omrežja so prav tako lahko podprta, vendar se ta dokument na njih ne osredotoča.
Ta dokument določa funkcionalne specifikacije komunikacijske opreme VHF za talno postajo, namenjene uporabi v podatkovnih komunikacijah zrak-tla in zrak-zrak. Ta dokument je izpeljan iz naslednjih standardov in specifikacij:
