Ta dokument navaja minimalne tehnične karakteristike in merilne metode za prenosne radiotelefone VHF, ki ne zagotavljajo funkcij pomorske zasilne in varnostne komunikacije (tj. niso del globalnega pomorskega zasilnega in varnostnega sistema (GMDSS)) in delujejo v določenih frekvenčnih pasovih, dodeljenih pomorskim mobilnim storitvam, ki uporabljajo kanale 25 kHz ali 25 kHz in 12,5 kHz.
