Ta dokument določa najmanjše zahteve za pomorske osebne javljalnike lokacije majhne moči z uporabo AIS. Ta dokument ne zajema zahtev za vgrajeni sprejemnik GNSS, ki zagotavlja funkcijo javljanja lokacije.
Ta dokument zajema ustrezne določbe Pravilnika o radiokomunikacijah [i.4] Mednarodne zveze za telekomunikacije (ITU), vključene v Priporočilo ITU-R M.1371-5 [1].
Pri takšni uporabi sta oddajna moč in časovno obdobje delovanja zmanjšana, da se omogoči uporaba ustrezno majhne opreme, ki jo je mogoče udobno nositi, ter da se razpon delovanja omeji na lokalno območje.
Ta dokument določa tudi tehnične lastnosti, merilne metode in zahtevane rezultate preskusov.
Ta dokument vsebuje zahteve, s katerimi se dokazuje, da »... je radijska oprema sestavljena tako, da učinkovito uporablja in tudi podpira učinkovito uporabo radijskega spektra, tako da ne pride do škodljivih motenj« [i.1].
