Foreword
ISO (the International Organization for Standardization) and IEC (the International Electrotechnical
Commission) form the specialized system for worldwide standardization. National bodies that are
members of ISO or IEC participate in the development of International Standards through technical
committees established by the respective organization to deal with particular fields of technical

Replace the second bullet with the following.
A Common Template Table. A given tailoring of the Common Template Table is used by the reference
comparison method. The Common Template Table describes an order for the characters corresponding
to the Unicode 9.0 repertoire, included in ISO/IEC 10646:2014 plus its Amendments 1 and 2, plus 273
new characters that will be included in the fifth edition of ISO/IEC 10646. It allows for a specification of
a fully deterministic ordering. This table enables the specification of a string ordering adapted to local
ordering rules, without requiring an implementer to have knowledge of all the different scripts already
encoded in the Universal Coded Character Set (UCS).
NOTE The 273 new characters include Newa characters, Adlam characters letters. One CJK unified
ideograph, plus a number of pictograms.
