ISO 16128-1:2016 provides guidelines on definitions for natural and organic cosmetic ingredients. In addition to natural and organic ingredients, other ingredient categories which may be necessary for natural and organic product development are defined with associated restrictions. ISO 16128 does not address product communication (e.g. claims and labelling), human safety, environmental safety and socio-economic considerations (e.g. fair trade), and the characteristics of packaging materials or regulatory requirements applicable for cosmetics.

Introduction
ISO 16128 provides guidelines on definitions and criteria for natural and organic cosmetic ingredients
and products. These guidelines are specific to the cosmetics sector, taking into account that most
existing approaches written for the agricultural and food sector are not directly transferrable to
cosmetics. They apply scientific judgment and offer principles towards a consistent logical framework
for natural and organic cosmetic ingredients and products incorporating common approaches employed
in existing references. The purpose of these guidelines is to encourage a wider choice of natural and
organic ingredients in the formulation of a diverse variety of cosmetic products to encourage innovation.
However, it is common, based on other references in the public domain, to cover criteria for ingredients,
as well as definitions and criteria for finished products. This will be covered in ISO 16128-2, which will
build on and enhance this part.

1 Scope
This part of ISO 16128 provides guidelines on definitions for natural and organic cosmetic ingredients.
In addition to natural and organic ingredients, other ingredient categories which may be necessary for
natural and organic product development are defined with associated restrictions.
ISO 16128 does not address product communication (e.g. claims and labelling), human safety,
environmental safety and socio-economic considerations (e.g. fair trade), and the characteristics of
packaging materials or regulatory requirements applicable for cosmetics.
2 Natural ingredients
2.1 General
Natural ingredients are cosmetic ingredients obtained only from plants, animals, micro-organisms or
minerals, including those obtained from these materials by
— physical processes (e.g. grinding, drying, distillation),
— fermentation reactions occurring in nature and leading to molecules which occur in nature, and
— other procedures of preparation including traditional ones (e.g. extraction using solvents) without
intentional chemical modification (Annex A includes the definition of solvents and the categories of
extracts using solvents for ingredient processing and manufacturing).
The following materials, and materials originating from them, shall be considered to fall under the
general heading of natural origin:
a) plants including fungi and algae;
NOTE 1 Ingredients coming from genetically modified plants can be considered as natural ingredients in
certain regions of the world.
NOTE 2 In the context of these guidelines, the term “herb” can be used as a synonym for the word plant.
b) minerals;
c) animals;
d) micro-organisms.
Ingredients obtained from fossil fuels are excluded from the definition.

For reasons of clarity, the term “natural” is not used in this part of ISO 16128 to indicate the
characteristics of a scent, a colour, or a taste.
NOTE 3 Based on the definitions given in this part of ISO 16128 that are cosmetic product specific, an aromatic
natural raw material according to ISO 9235 can be composed of natural ingredients, derived natural ingredients
or a mixture of the two. ISO 9235 defines aromatic natural raw materials that can be used in different sectors
including cosmetics. As these are complex mixtures, the necessary information can be obtained from the
aromatic raw material supplier.
2.2 Natural mineral ingredients
Natural mineral ingredients are natural ingredients which are inorganic substances (i.e. non-carbon
derived and carbonate salts) occurring naturally in the earth having a distinctive chemical formula and
consistent set of physical properties (e.g. crystalline structure, hardness, colours).
2.3 Organic ingredients
Organic ingredients are natural ingredients originating from organic farming methods or from wild
harvesting in compliance with national legislation or equivalent International Standards where applicable.
NOTE The term “organic farming” can be defined as per individual national jurisdiction where applicable.
Water, as defined in 2.4, except for constitutive water, and minerals are outside the scope of organic
farming.
2.4 Water
Water is considered as natural.
However, the types of water defined in the following list may be treated differently.
— Constitutive water is the liquid (juice) content of fresh plants.
— Reconstitution water is equivalent to the water found in the original material and is used to restore
the dry material to its original content.
— Extraction water is the water used to physically extract ingredients from a material mixture.
For the purposes of ISO 16128, water which is not defined above is designated as “formulation water”.
3 Derived natural ingredients
3.1 General
Derived natural ingredients are cosmetic ingredients of greater than 50 % natural origin, by molecular
weight, by renewable carbon content, or by any other relevant methods, obtained through defined
chemical and/or biological processes with the intention of chemical modification.
An informative list of such processes is provided in Annex B. Enzymatic and microbiological processing
may also give rise to derived natural ingredients, where an intentional chemical modification takes place.
The degree of natural origin is generally quantified by molecular weight or by renewable carbon
resulting in certain cases of ingredients of wholly natural origin.
Annex A gives information on solvents in relation to ingredient manufacturing.
Annex C includes calculations in the case that the molecular weight is known or not known.

Introduction
L’ISO 16128 fournit des lignes directrices relatives aux définitions et aux critères applicables aux
ingrédients et produits cosmétiques naturels et biologiques. Ces lignes directrices sont propres à
l’industrie cosmétique car la plupart des approches existantes rédigées pour le secteur agroalimentaire
ne sont pas directement transposables aux produits cosmétiques. Elles reposent sur un jugement
scientifique et fournissent des principes visant à établir un cadre logique cohérent pour les ingrédients
et produits cosmétiques naturels et biologiques, en intégrant les approches couramment utilisées dans
les références existantes. L’objectif des présentes lignes directrices est d’autoriser un très large choix
d’ingrédients naturels et biologiques pour permettre la formulation d’une grande variété de produits
cosmétiques en vue de favoriser l’innovation.
Cependant, si l’on se reporte à d’autres références déjà publiées, il est courant d’inclure les critères
relatifs aux ingrédients, ainsi que les définitions et les critères relatifs aux produits finis. Cela sera
abordé dans l’ISO 16128-2, qui consolidera et améliorera la présente partie.

1 Domaine d’application
La présente partie de l’ISO 16128 fournit des lignes directrices relatives aux définitions applicables aux
ingrédients cosmétiques naturels et biologiques.
En plus des ingrédients naturels et des ingrédients biologiques, d’autres catégories d’ingrédients qui
peuvent se révéler nécessaires à l’élaboration de produits naturels et biologiques, sont définies avec les
restrictions correspondantes.
L’ISO 16128 ne traite pas de la communication sur les produits (par exemple allégations et étiquetage),
de la sécurité des personnes, de la sécurité de l’environnement, des aspects socio-économiques (par
exemple le commerce équitable), des caractéristiques des matériaux d’emballage, ni des exigences
réglementaires applicables aux produits cosmétiques.
2 Ingrédients naturels
2.1 Généralités
Les ingrédients naturels sont des ingrédients cosmétiques obtenus exclusivement à partir de végétaux,
d’animaux, de micro-organismes ou de minéraux, y compris les ingrédients obtenus à partir de ces
matériaux résultant
— de procédés physiques (tels que broyage, séchage, distillation),
— de réactions de fermentation existant dans la nature et conduisant à des molécules existant à l’état
naturel, et
— d’autres modes opératoires de préparation, y compris des méthodes traditionnelles (par exemple,
extraction à l’aide de solvants) sans intention de modifier chimiquement l’ingrédient (l’Annexe A
inclut la définition de solvants et les catégories d’extraits utilisant des solvants pour le traitement et
la fabrication des ingrédients).

Les matériaux ci-dessous et les matériaux qui en sont dérivés doivent être considérés comme faisant
partie de la catégorie générale d’origine naturelle:
a) végétaux, y compris les champignons et les algues;
NOTE 1 Les ingrédients issus de végétaux génétiquement modifiés peuvent être considérés comme des
ingrédients naturels dans certaines régions du monde.
NOTE 2 Dans le contexte des présentes lignes directrices, le terme «herbe» peut être utilisé comme
synonyme de «végétal».
b) minéraux;
c) animaux;
d) micro-organismes.
Les ingrédients obtenus à partir de combustibles fossiles sont exclus de la définition.
Pour des raisons de clarté, le terme «naturel» n’est pas utilisé dans la présente partie de l’ISO 16128
pour indiquer les caractéristiques d’un parfum, d’une couleur ou d’une saveur.
NOTE 3 Si l’on se base sur les définitions fournies dans la présente partie de l’ISO 16128 qui sont propres
aux produits cosmétiques, une matière première aromatique naturelle selon l’ISO 9235 peut être composée
d’ingrédients naturels, de dérivés d’ingrédients naturels ou d’un mélange des deux. L’ISO 9235 définit les
matières premières aromatiques naturelles susceptibles d’être utilisées dans différents secteurs, notamment
dans l’industrie des cosmétiques. Étant donné qu’il s’agit de mélanges complexes, les informations nécessaires
peuvent être obtenues auprès du fournisseur de la matière première aromatique.
2.2 Ingrédients minéraux naturels
Les ingrédients minéraux naturels sont des ingrédients naturels constitués de substances inorganiques
(c’est-à-dire les substances non dérivées du carbone et les sels d’ion carbonate), naturellement présents
sur Terre, possédant une formule chimique propre et un ensemble cohérent de propriétés physiques
(par exemple structure cristalline, dureté, couleurs).
2.3 Ingrédients biologiques
Les ingrédients biologiques sont des ingrédients naturels issus de méthodes d’agriculture biologique
ou de récoltes sauvages, conformément à la législation nationale ou à des Normes internationales
équivalentes, le cas échéant.
NOTE Le terme «agriculture biologique» peut être défini en fonction de chaque législation nationale, si besoin.
L’eau, telle que définie en 2.4, à l’exception de l’eau de constitution, et les minéraux ne relèvent pas de
l’agriculture biologique.
2.4 Eau
L’eau est considérée comme naturelle.
Toutefois, les types d’eau définis dans la liste suivante peuvent être considérés de façon différenciée:
— L’eau de constitution représente le liquide (jus) des végétaux frais.
— L’eau de reconstitution équivaut à l’eau présente dans le matériau d’origine, elle est utilisée pour
restituer au matériau sec sa composition originelle.
— L’eau d’extraction est l’eau utilisée pour extraire physiquement des ingrédients d’un mélange de
matériaux.

Pour les besoins de l’ISO 16128, l’eau qui n’est pas définie ci-dessus est désignée comme étant de l’»eau
de formulation».
3 Ingrédients dérivés de matériaux naturels
3.1 Généralités
Les ingrédients dérivés de matériaux naturels sont des ingrédients cosmétiques, pour une proportion
de plus de 50 % d’origine naturelle, par leur masse moléculaire, selon leur teneur en carbone
renouvelable, ou selon toute autre méthode appropriée, qui sont obtenus par des procédés chimiques
et/ou biologiques définis visant à les modifier chimiquement.
Une liste informative de ces procédés est fournie à l’Annexe B. L’emploi de procédés enzymatiques et
microbiologiques peut également aboutir à des ingrédients dérivés de matériaux naturels, lorsqu’une
modification chimique intentionnelle a lieu.
L’origine naturelle est généralement quantifiée en termes de masse moléculaire ou de teneur en carbone
renouvelable, imputable dans certains cas à des ingrédients d’origine entièrement naturelle.
L’Annexe A fournit des informations sur les solvants dans le cadre de la fabrication des ingrédients.
L’Annexe C comprend des calculs pour les cas où la masse moléculaire est connue ou inconnue.
3.2 Ingrédients dérivés de matériaux biologiques
Les ingrédients dérivés de matériaux biologiques sont des ingrédients cosmétiques provenant de
matériaux issus de l’agriculture biologique, ou de matériaux en partie d’origine naturelle et en partie
issus de l’agriculture biologique, obtenus par le biais de procédés chimiques et/ou biologiques définis
(voir l’Annexe B) visant à les modifier chimiquement, mais ne comprenant aucun fragment de molécule
issu d’un combustible fossile.
