Foreword
ISO (the International Organization for Standardization) is a worldwide
federation of national standards bodies (ISO member bodies). The work of
preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which
a technical committee has been established has the right to be represented
on that committee. International organizations, governmental and non-
governmental, in liaison with ISO, also take part in the work. ISO
collaborates closely with the International Electrotechnical Commission
(IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in
the ISO/IEC Directives, Part 3.
Draft International Standards adopted by the technical committees are
circulated to the member bodies for voting. Publication as an International
Standard requires approval by at least 75 % of the member bodies casting
a vote.

Introduction
Environmental labels and declarations are one of the tools of environmental
management, which is the subject of the ISO 14000 series.
Environmental labels and declarations provide information about a product or
service in terms of its overall environmental character, a specific
environmental aspect, or any number of aspects. Purchasers and potential
purchasers can use this information in choosing the products or services they
desire based on environmental, as well as other, considerations. The
provider of the product or service hopes the environmental label or
declaration will be effective in influencing the purchasing decision in favour of
its product or service. If the environmental label or declaration has this effect,
the market share of the product or service can increase and other providers
may respond by improving the environmental aspects of their products or
services to enable them to use environmental labels or make environmental
declarations, resulting in reduced environmental stress from that product or
service category.

1 Scope
This International Standard establishes guiding principles for the development and use of environmental labels and
declarations. It is intended that other applicable standards in the ISO 14020 series be used in conjunction with this
International Standard.
Where other International Standards provide more specific requirements than ISO 14020, such specific requirements
take precedence.
This International Standard is not intended for use as a specification for certification and registration purposes.
NOTE Other International Standards in the series are intended to be consistent with the principles set forth in this
International Standard. Other standards currently in the ISO 14020 series are ISO 14021, ISO 14024 and ISO 14025 (see
Bibliography).
2 Terms and definitions
For the purposes of this International Standard, the following terms and definitions apply.
2.1
environmental label
environmental declaration
claim which indicates the environmental aspects of a product or service
NOTE An environmental label or declaration may take the form of a statement, symbol or graphic on a product or package
label, in product literature, in technical bulletins, in advertising or in publicity, amongst other things.
2.2
life cycle
consecutive and interlinked stages of a product system, from raw material acquisition or generation of natural
resources to the final disposal

element of an organization's activities, products or services which can interact with the environment
3 Objective of environmental labels and declarations
The overall goal of environmental labels and declarations is, through communication of verifiable and accurate
information, that is not misleading, on environmental aspects of products and services, to encourage the demand for
and supply of those products and services that cause less stress on the environment, thereby stimulating the potential
for market-driven continuous environmental improvement.

4 General principles
4.1 General
All of the principles set out in 4.2 to 4.10 are applicable to all environmental labels and declarations.
Where other International Standards in the ISO 14020 series provide more specific requirements than ISO 14020, such
specific requirements shall be followed.
4.2 Principle 1
4.2.1 Statement
Environmental labels and declarations shall be accurate, verifiable, relevant and not misleading.
4.2.2 Specific considerations
The usefulness and effectiveness of environmental labels and declarations depend upon the extent to which they
convey reliable and meaningful information about the environmental aspects of a product or service. Environmental
labels and declarations shall provide accurate information about the environmental aspects of a product or service. The
factual and technical basis for environmental labels and declarations shall be verifiable. Environmental labels and
declarations shall provide information that is relevant; they shall address only nontrivial environmental aspects related
to the actual circumstances of natural resource extraction, manufacture, distribution, use or disposal associated with
the product or service. A periodic review of the basis for environmental labels and declarations should occur to account
for innovation. Information should be gathered at a frequency consistent with the pace of innovation. Environmental
labels and declarations shall be understandable and not likely to mislead the intended purchaser of the product or
service.
4.3 Principle 2
4.3.1 Statement
Procedures and requirements for environmental labels and declarations shall not be prepared, adopted, or applied with
a view to, or with the effect of, creating unnecessary obstacles to international trade.
4.3.2 Specific considerations
For guidance on the above principle, the applicable provisions and interpretations of the World Trade Organization
should be taken into account.
4.4 Principle 3
4.4.1 Statement
Environmental labels and declarations shall be based on scientific methodology that is sufficiently thorough and
comprehensive to support the claim and that produces results that are accurate and reproducible.
4.4.2 Specific considerations
The information supporting environmental labels and declarations shall be gathered and assessed using methods that
are recognized and widely accepted in scientific or professional disciplines or are otherwise scientifically defensible.

Introduction
Les étiquettes et déclarations environnementales constituent l'un des outils
du management environnemental, lequel est le sujet des normes de la
série ISO 14000.
Les étiquettes et déclarations environnementales donnent des informations
concernant un produit ou un service par rapport à son profil
environnemental global, un aspect environnemental spécifique ou plusieurs
aspects. Les acheteurs, existants ou potentiels, peuvent utiliser ces
informations pour choisir les produits ou les services qu'ils souhaitent sur la
base de facteurs environnementaux. Le fournisseur du produit ou du
service espère que l’étiquette ou la déclaration environnementale servira à
influencer la décision d'achat en faveur du produit ou du service qu'il
propose. Si l’étiquette ou la déclaration environnementale produit cet effet,
la part de marché du produit ou du service peut augmenter et d'autres
fournisseurs peuvent réagir par une amélioration des aspects
environnementaux de leurs produits ou services en vue de leur permettre
d'utiliser les étiquettes environnementales, de faire des déclarations
environnementales et de réduire ainsi les sollicitations exercées sur
l'environnement par la catégorie du produit ou du service en question.

1 Domaine d’application
La présente Norme internationale établit les principes directeurs pour le développement et l'utilisation des étiquettes
et déclarations environnementales. Il est prévu qu’elle soit utilisée conjointement avec d’autres normes applicables
de la série ISO 14020.
Des exigences plus spécifiques établies dans d’autres Normes internationales priment celles figurant dans
l’ISO 14020.
La présente Norme internationale n’est pas destinée à être utilisée à des fins de certification ou d’enregistrement.
NOTE Il est prévu que les autres Normes internationales de la même série soient compatibles avec les principes établis
dans la présente Norme internationale. Il s'agit des normes ISO 14021, ISO 14024 et ISO 14025 (voir la bibliographie).

3 Objectif des étiquettes et déclarations environnementales
L’objectif global des étiquettes et déclarations environnementales est, par la communication d'informations
vérifiables, exactes et qui ne soient pas de nature à induire en erreur sur les aspects environnementaux des
produits et services, d'encourager et de satisfaire la demande pour ces produits et services qui sollicitent moins
l'environnement et de ce fait, de stimuler le potentiel pour une amélioration continue de l'environnement
commandée par le marché.

4 Principes généraux
4.1 Généralités
Tous les principes exposés en 4.2 à 4.10 s'appliquent à l'ensemble des étiquettes et déclarations environne-
mentales.
Si d'autres Normes internationales de la série ISO 14020 établissent des exigences plus spécifiques que celles
figurant dans la présente Norme internationale, de telles exigences doivent alors être suivies.

4.2 Principe n 1
4.2.1 Énoncé
Les étiquettes et déclarations environnementales doivent être exactes, vérifiables, pertinentes et ne pas être de
nature à induire en erreur.
4.2.2 Considérations spécifiques
L'utilité et l'efficacité des étiquettes et déclarations environnementales sont fonction du degré de fiabilité et de
signification des informations transmises à propos des aspects environnementaux d'un produit ou d'un service. Les
étiquettes et déclarations environnementales doivent fournir des informations exactes au sujet des aspects
environnementaux d'un produit ou d'un service. Il doit être possible de vérifier la base factuelle et technique des
étiquettes et déclarations environnementales. Les informations fournies par les étiquettes et déclarations
environnementales doivent être pertinentes et doivent traiter exclusivement d'aspects environnementaux
significatifs en rapport avec les conditions réelles d'extraction des ressources naturelles, de fabrication, de
distribution, d'utilisation et d'élimination liées au produit ou au service. Afin de prendre en compte les innovations, il
convient d'effectuer une revue périodique des fondements des étiquettes et déclarations environnementales. Il
convient de recueillir les informations à une fréquence compatible avec le rythme des innovations. Les étiquettes et
déclarations environnementales doivent être compréhensibles et ne doivent pas être de nature à induire en erreur
l'acheteur visé du produit ou du service.

4.3 Principe n 2
4.3.1 Énoncé
Les procédures et les exigences en matière d'étiquettes et de déclarations environnementales ne doivent pas être
préparées, adoptées ou mises en œuvre avec pour objectif ou conséquence la création d'obstacles inutiles aux
échanges internationaux.
4.3.2 Considérations spécifiques

Pour des conseils concernant le principe n 2, il convient de prendre en compte les dispositions et interprétations de
l'Organisation mondiale du commerce.

4.4 Principe n 3
4.4.1 Énoncé
Les étiquettes et déclarations environnementales doivent reposer sur une méthodologie scientifique suffisamment
détaillée et exhaustive pour corroborer l'assertion et dont les résultats sont exacts et reproductibles.
4.4.2 Considérations spécifiques
Les informations corroborant les étiquettes et déclarations environnementales doivent être rassemblées et évaluées
à l'aide de méthodes reconnues et largement acceptées par les disciplines scientifiques ou professionnelles ou qui
peuvent être scientifiquement justifiées. Il convient que ces méthodes respectent les normes reconnues et
acceptées à l'échelle internationale (il peut s'agir de normes internationales, régionales ou nationales)
