ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO
member bodies). The work of preparing International Standards is normally carried out through ISO technical
committees. Each member body interested in a subject for which a technical committee has been established has
the right to be represented on that committee. International organizations, governmental and non-governmental, in
liaison with ISO, also take part in the work. ISO collaborates closely with the International Electrotechnical
Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 3.

Introduction
There are a number of approaches to environmental labelling. This International Standard relates to Type I
environmental labelling programmes which award their environmental label to products which meet a set of
predetermined requirements. The label thus identifies products which are determined to be environmentally
preferable within a particular product category.
Type I environmental labelling programmes are voluntary, can be operated by public or private agencies and can be
national, regional or international in nature.

1 Scope
This International Standard establishes the principles and procedures for developing Type I environmental labelling
programmes, including the selection of product categories, product environmental criteria and product function
characteristics; and for assessing and demonstrating compliance. This International Standard also establishes the
certification procedures for awarding the label.
2 Normative reference
The following normative document contains provisions which, through reference in this text, constitute provisions of
this International Standard. For dated references, subsequent amendments to, or revisions of, any of these
publications do not apply. However, parties to agreements based on this International Standard are encouraged to
investigate the possibility of applying the most recent edition of the normative document indicated below. For

3 Terms and definitions
For the purposes of this International Standard, the following terms and definitions apply.

Type I environmental labelling programme
voluntary, multiple-criteria-based third party programme that awards a licence which authorizes the use of
environmental labels on products indicating overall environmental preferability of a product within a particular
product category based on life cycle considerations

4 Objective of Type I environmental labelling
The overall goal of environmental labels and declarations is, through communication of verifiable and accurate
information, that is not misleading, on environmental aspects of products and services, to encourage the demand
for and supply of those products and services that cause less stress on the environment, thereby stimulating the
potential for market-driven continuous environmental improvement.

The objective of Type I environmental labelling programmes is to contribute to a reduction in the environmental
impacts associated with products, through the identification of products that meet a specific Type I programme's
criteria for overall environmental preferability.
The objective of this International Standard is to secure transparency and credibility in implementing Type I
environmental labelling programmes and to harmonize the principles and procedures applicable to the programmes.
5 Principles
5.1 Voluntary nature of the programme
Type I environmental labelling programmes, including those developed or operated by government-sponsored
agencies, shall be voluntary in nature.
5.2 Relationship with ISO 14020
In addition to the requirements of this International Standard, the principles set out in ISO 14020 shall apply. Where
this International Standard provides for more specific requirements than ISO 14020, such specific requirements
shall apply.
5.3 Relationship with legislation
A precondition for the granting and maintenance of a licence to use a Type I environmental label shall be the
compliance by the applicant with environmental and other relevant legislation.
5.4 Life cycle consideration
The objective of reducing environmental impacts and not merely transferring impacts across media or stages of the
product life cycle is best served by considering the whole product life cycle when setting product environmental
criteria.
Life cycle stages to be taken into account when developing the product environmental criteria should include:
extraction of resources, manufacturing, distribution, use and disposal relating to relevant cross-media environmental
indicators. Any departure from this comprehensive approach or selective use of restricted environmental issues
shall be justified.
5.5 Selectivity
Product environmental criteria shall be established to differentiate environmentally preferable products from others
in the product category, based on a measurable difference in environmental impact. Product environmental criteria
should differentiate between products only when these differences are significant. Testing and verification
methodologies used to evaluate products have different levels of precision and accuracy. This should be considered
when determining the significance of this difference.
Once product environmental criteria are established according to the above paragraph, all products which meet the
criteria shall be eligible to use the label.
5.6 Product environmental criteria
5.6.1 Life cycle considerations
The product environmental criteria shall be based on indicators arising from life cycle considerations (see 6.4).
5.6.2 Basis of criteria
The product environmental criteria should be set at attainable levels and give consideration to relative
environmental impacts, measurement capability and accuracy.

5.7 Product function characteristics
In developing the criteria, the fitness for purpose of the product and levels of performance shall be taken into
account. International, regional or national standards for the product should be considered for use in the
programme, according to the hierarchy for use of standards set out in ISO 14020.
NOTE In the context of environmental labelling, fitness for purpose implies that a product satisfies health, safety and consumer
performance needs.
5.8 Validity of programme requirements
5.8.1 Period of validity
The product environmental criteria and product function requirements for each product category shall be set for a
predefined period.
5.8.2 Review period
The product environmental criteria and product function requirements shall be reviewed within a predefined period,
taking account of factors such as new technologies, new products, new environmental information and market
changes. Review of the product environmental criteria and product functional requirements need not necessarily
lead to changes in them.
5.9 Consultation
A process of formal open participation among interested parties shall be established at the outset for the purpose of
selecting and reviewing product categories, product environmental criteria and product function characteristics.
5.10 Compliance and verification
All the elements in the product environmental criteria and product function characteristics of the environmental
labelling programme shall be verifiable by the ecolabelling body. The methods for assessing compliance should
make use of, in order of preference:
ISO and IEC standards;
other internationally recognized standards;
regional and national standards;
other repeatable and reproducible methods which follow accepted principles of good laboratory practice (see
ISO/IEC 17025 for information on good laboratory practice);
manufacturer's evidence.
5.11 Transparency
A Type I environmental labelling programme should be able to demonstrate transparency through all stages of its
development and operation. Transparency implies that information shall be available to interested parties for
inspection and comment where appropriate. Adequate time shall be allowed for comments to be submitted. This
information should include:
selection of product categories;
selection and development of product environmental criteria;
product function characteristics;
testing and verification methods;
certification and award procedures;

review period;
period of validity;
nonconfidential evidence on which the awarding of the label is based;
funding sources for the programme development (e.g. fees, government financial support etc.);
compliance verification.
Transparency should not conflict with the requirements of 5.17.
5.12 International trade aspects
Procedures and requirements for environmental labelling programmes shall not be prepared, adopted or applied
with a view to, or with the effect of creating unnecessary obstacles to international trade. The applicable provisions
and interpretations of the World Trade Organization (WTO) should be taken into account.
5.13 Accessibility
Application to, and participation in, environmental labelling programmes shall be open to all potential applicants. All
applicants who fulfil the product environmental criteria for a given product category and the other programme
requirements shall be entitled to be granted a licence and authorized to use the label.
5.14 Scientific basis of product environmental criteria
The development and selection of criteria shall be based on sound scientific and engineering principles. The criteria
should be derived from data that support the claim of environmental preferability.
5.15 Avoidance of conflict of interest
Type I Environmental labelling programmes shall ensure that they are free from undue influence. Programmes shall
be able to demonstrate that sources of funding do not create a conflict of interest.
NOTE Attention is drawn to the provisions of ISO/IEC Guide 65.
5.16 Costs and fees
Fees may include application, testing or administration fees. In principle, the costs and fees for the granting and
maintaining of a label should be based on all programme costs and should be kept as low as possible to maximize
accessibility.
Any fees should be applied equitably to all applicants and licensees.
5.17 Confidentiality
The confidentiality of all information which is identified as confidential shall be maintained.
5.18 Mutual recognition
Mutual recognition, based on confidence, should be encouraged. There may be mutual recognition of tests,
inspections, conformity assessment, administrative procedures and, where appropriate, product environmental
criteria.

this International Standard provides for more specific requirements than ISO 14020, such specific requirements
shall apply.
5.3 Relationship with legislation
A precondition for the granting and maintenance of a licence to use a Type I environmental label shall be the
compliance by the applicant with environmental and other relevant legislation.
5.4 Life cycle consideration
The objective of reducing environmental impacts and not merely transferring impacts across media or stages of the
product life cycle is best served by considering the whole product life cycle when setting product environmental
criteria.
Life cycle stages to be taken into account when developing the product environmental criteria should include:
extraction of resources, manufacturing, distribution, use and disposal relating to relevant cross-media environmental
indicators. Any departure from this comprehensive approach or selective use of restricted environmental issues
shall be justified.
5.5 Selectivity
Product environmental criteria shall be established to differentiate environmentally preferable products from others
in the product category, based on a measurable difference in environmental impact. Product environmental criteria
should differentiate between products only when these differences are significant. Testing and verification
methodologies used to evaluate products have different levels of precision and accuracy. This should be considered
when determining the significance of this difference.
Once product environmental criteria are established according to the above paragraph, all products which meet the
criteria shall be eligible to use the label.
5.6 Product environmental criteria
5.6.1 Life cycle considerations
The product environmental criteria shall be based on indicators arising from life cycle considerations (see 6.4).
5.6.2 Basis of criteria
The product environmental criteria should be set at attainable levels and give consideration to relative
environmental impacts, measurement capability and accuracy.

5.7 Product function characteristics
In developing the criteria, the fitness for purpose of the product and levels of performance shall be taken into
account. International, regional or national standards for the product should be considered for use in the
programme, according to the hierarchy for use of standards set out in ISO 14020.
NOTE In the context of environmental labelling, fitness for purpose implies that a product satisfies health, safety and consumer
performance needs.
5.8 Validity of programme requirements
5.8.1 Period of validity
The product environmental criteria and product function requirements for each product category shall be set for a
predefined period.
5.8.2 Review period
The product environmental criteria and product function requirements shall be reviewed within a predefined period,
taking account of factors such as new technologies, new products, new environmental information and market
changes. Review of the product environmental criteria and product functional requirements need not necessarily
lead to changes in them.
5.9 Consultation
A process of formal open participation among interested parties shall be established at the outset for the purpose of
selecting and reviewing product categories, product environmental criteria and product function characteristics.
5.10 Compliance and verification
All the elements in the product environmental criteria and product function characteristics of the environmental
labelling programme shall be verifiable by the ecolabelling body. The methods for assessing compliance should
make use of, in order of preference:
ISO and IEC standards;
other internationally recognized standards;
regional and national standards;
other repeatable and reproducible methods which follow accepted principles of good laboratory practice (see
ISO/IEC 17025 for information on good laboratory practice);
manufacturer's evidence.
5.11 Transparency
A Type I environmental labelling programme should be able to demonstrate transparency through all stages of its
development and operation. Transparency implies that information shall be available to interested parties for
inspection and comment where appropriate. Adequate time shall be allowed for comments to be submitted. This
information should include:
selection of product categories;
selection and development of product environmental criteria;
product function characteristics;
testing and verification methods;
certification and award procedures;

review period;
period of validity;
nonconfidential evidence on which the awarding of the label is based;
funding sources for the programme development (e.g. fees, government financial support etc.);
compliance verification.
Transparency should not conflict with the requirements of 5.17.
5.12 International trade aspects
Procedures and requirements for environmental labelling programmes shall not be prepared, adopted or applied
with a view to, or with the effect of creating unnecessary obstacles to international trade. The applicable provisions
and interpretations of the World Trade Organization (WTO) should be taken into account.
5.13 Accessibility
Application to, and participation in, environmental labelling programmes shall be open to all potential applicants. All
applicants who fulfil the product environmental criteria for a given product category and the other programme
requirements shall be entitled to be granted a licence and authorized to use the label.
5.14 Scientific basis of product environmental criteria
The development and selection of criteria shall be based on sound scientific and engineering principles. The criteria
should be derived from data that support the claim of environmental preferability.
5.15 Avoidance of conflict of interest
Type I Environmental labelling programmes shall ensure that they are free from undue influence. Programmes shall
be able to demonstrate that sources of funding do not create a conflict of interest.
NOTE Attention is drawn to the provisions of ISO/IEC Guide 65.
5.16 Costs and fees
Fees may include application, testing or administration fees. In principle, the costs and fees for the granting and
maintaining of a label should be based on all programme costs and should be kept as low as possible to maximize

L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée aux

Introduction
Il existe un certain nombre d'approches à l'étiquetage environnemental. La présente Norme internationale traite des
programmes du label environnemental de type I, qui accordent leur label environnemental à des produits qui
satisfont à un certain nombre d'exigences prédéterminées. Le label identifie ainsi les produits qui sont préférables
pour l'environnement, dans le cadre d'une catégorie particulière de produits.
Les programmes de label environnemental de type I sont volontaires; ils peuvent être gérés par des organismes
publics ou privés et s'appliquer sur le plan régional, national ou international.

1 Domaine d’application
La présente Norme internationale établit les principes et les méthodes pour la mise au point de programmes
d'étiquetage environnemental de type I, comprenant le choix de catégories de produits, de critères environne-
mentaux et des caractéristiques fonctionnelles du produit, et pour l'évaluation et la preuve de conformité. La
présente Norme internationale établit également les méthodes de certification pour l'attribution du label.
2 Référence normative
Le document normatif suivant contient des dispositions qui, par suite de la référence qui y est faite, constituent des
dispositions valables pour la présente Norme internationale. Pour les références datées, les amendements

4 Objectif du label environnemental de type I
L'objectif global du marquage et des déclarations environnementaux est, par la communication d'informations
vérifiables, exactes et non susceptibles d’induire en erreur sur les aspects environnementaux des biens et services,

d'encourager l'offre et la fourniture de biens et de services qui affectent moins l'environnement, stimulant ainsi le
potentiel d'amélioration continue de l'impact environnemental axé sur le marché.
L'objectif des programmes d'attribution de label environnemental de type I est de contribuer à la réduction des
impacts environnementaux associés aux produits, par l'identification des produits qui respectent un critère
spécifique du programme de type I, indiquant qu'un produit est globalement préférable pour l'environnement.
L'objectif de la présente Norme internationale est d'assurer la transparence et la crédibilité en appliquant des
programmes de label environnemental de type I et d'harmoniser les principes et méthodes applicables aux
programmes.
5 Principes
5.1 Nature volontaire du programme
Les programmes de label environnemental de type I, y compris ceux développés ou menés par des organismes
subventionnés par le gouvernement, doivent être de nature volontaire.
5.2 Relation avec l'ISO 14020
En complément aux exigences énoncées dans la présente Norme internationale, les principes établis dans
l'ISO 14020 doivent s'appliquer. Lorsque la présente Norme internationale fournit des exigences plus spécifiques
que l'ISO 14020, ces exigences spécifiques doivent s'appliquer.
5.3 Relation avec la législation
La conformité à la législation concernant l'environnement, et à d’autres textes légaux applicables, est une condition
préalable à l’obtention et la conservation d’un label environnemental de type I.
5.4 Prise en compte du cycle de vie
L'objectif pour réduire les impacts environnementaux, sans se contenter de les transférer à d'autres éléments ou
étapes du cycle de vie du produit, est atteint au mieux si l'on fixe les critères environnementaux du produit compte
tenu de l'ensemble du cycle de vie du produit.
Il convient que les étapes du cycle de vie à prendre en compte lors de l'établissement des critères environne-
mentaux du produit incluent l'extraction des ressources, ainsi que la fabrication, la distribution, l'utilisation et
l'élimination ayant trait aux indicateurs pertinents dans tous les compartiments environnementaux. Tout écart par
rapport à cette approche d'ensemble ou toute utilisation sélective de points environnementaux particuliers doivent
être justifié(e)s.
5.5 Sélectivité
Des critères environnementaux doivent être établis pour différencier les produits préférables pour l'environnement
des autres produits de la catégorie, d'après une différence mesurable d'impact sur l'environnement. Il est
recommandé que les critères environnementaux n'établissent une différence entre les produits que lorsque ces
différences sont sensibles. Les méthodologies d'essai et de vérification utilisées pour évaluer les produits
présentent différents niveaux de précision et d'exactitude. Il convient d'en tenir compte pour établir la pertinence de
cette différence.
Une fois que les critères environnementaux ont été établis selon l'alinéa ci-dessus, tous les produits qui satisfont à
ces critères sont éligibles pour le droit d'utiliser le label.

5.6 Critères environnementaux du produit
5.6.1 Considérations relatives au cycle de vie
Les critères environnementaux du produit doivent être fondés sur des indicateurs provenant de la prise en compte
du cycle de vie (voir 6.4).
5.6.2 Fondement des critères
Il convient que les critères environnementaux du produit soient fixés à des niveaux raisonnables et tiennent compte
des impacts relatifs à l'environnement, de l’aptitude au mesurage et de l'exactitude de la mesure.
5.7 Caractéristiques fonctionnelles du produit
Pour établir les critères, l'aptitude à l'emploi ainsi que les niveaux de performance du produit doivent être pris en
compte. Il convient de se référer à des normes internationales, régionales ou nationales, conformément à la
hiérarchie d'utilisation des normes présentée dans l'ISO 14020.
NOTE Dans le contexte du label environnemental, l'aptitude à l'emploi implique qu'un produit réponde aux exigences de
santé, sécurité et aux besoins du consommateur.
5.8 Validité des exigences du programme
5.8.1 Période de validité
Les critères environnementaux du produit et les caractéristiques fonctionnelles du produit concernant chaque
catégorie de produit doivent être fixés pour une période prédéfinie.
5.8.2 Période de révision
Les critères environnementaux du produit et les caractéristiques fonctionnelles du produit doivent être révisés selon
une fréquence prédéfinie, en tenant compte de facteurs tels que les nouvelles technologies, les nouveaux produits,
les nouvelles informations concernant l'environnement et l’évolution du marché. Une révision des critères
environnementaux et des exigences fonctionnelles du produit n'entraîne pas nécessairement une modification des
critères.
5.9 Consultation
Dès l'origine, un processus de participation formelle ouverte entre les parties intéressées doit être établi pour le
choix et la révision des catégories de produit, des critères environnementaux et des caractéristiques fonctionnelles
des produits.
5.10 Conformité et vérification
Tous les éléments des critères environnementaux et des caractéristiques fonctionnelles du produit inclus dans le
programme de label environnemental doivent pouvoir être vérifiés par l'organisme de délivrance de l'écolabel. Il
convient que les méthodes d'évaluation de la conformité se réfèrent aux documents suivants, dans l'ordre de
préférence:
normes ISO et CEI;
autres normes internationales reconnues;
normes régionales et nationales;
autres méthodes répétables et reproductibles respectant des principes reconnus de bonne pratique de
laboratoire (voir l'ISO/CEI 17025 pour des informations relatives aux bonnes pratiques de laboratoire);
documentation du fabricant.

5.11 Transparence
Il convient qu'un programme de label environnemental de type I permette de démontrer la transparence à toutes les
étapes de son développement et de sa mise en œuvre. La transparence implique que les parties intéressées
disposent des informations pour pouvoir les contrôler et, selon le cas, les commenter. Un délai suffisant doit être
accordé pour soumettre les commentaires. Il convient que ces informations portent sur
le choix des catégories de produit;
le choix et le développement des critères environnementaux;
les caractéristiques fonctionnelles du produit;
les méthodes d'essai et de vérification;
les procédures de certification et d'attribution;
la période de révision;
la durée de validité;
la documentation non confidentielle sur laquelle se fonde l'attribution du label;
les ressources financières pour la mise en œuvre du programme (par exemple redevances, soutien financier
du gouvernement, etc.);
la vérification de la conformité.
Il convient que la transparence ne soit pas en contradiction avec les exigences du paragraphe 5.17.
5.12 Aspects relatifs au commerce international
Les méthodes et exigences concernant les programmes de label environnemental ne doivent pas être préparées,
adoptées ou mises en œuvre avec pour objectif ou conséquence la création d'obstacles inutiles aux échanges
internationaux. Il convient de prendre en compte les dispositions et interprétations applicables de l'Organisation
mondiale du commerce (OMC).
5.13 Accessibilité
Tout demandeur potentiel doit pouvoir participer à des programmes de label environnemental. Tout demandeur qui
remplit les critères environnementaux du produit concernant une catégorie de produit donnée et les autres
exigences du programme est en droit de se voir accorder une licence et d'être autorisé à utiliser le label
correspondant.
5.14 Fondements scientifiques des critères environnementaux du produit
L'établissement et le choix de critères doivent se faire selon de solides principes scientifiques et techniques
éprouvés. Il convient que ces critères soient élaborés à partir de données confirmant que les produits sont
préférables par rapport à l'environnement.
5.15 Conflits d'intérêts
Il faut s'assurer que les programmes de label environnemental de type I ne sont pas soumis à des influences
indues. Les programmes doivent pouvoir démontrer que les sources de financement ne créent pas de conflits
d'intérêts.
NOTE Les dispositions de l'ISO/CEI Guide 65 doivent être prises en compte tout particulièrement.

5.16 Coûts et redevances
Les redevances peuvent concerner la demande de participation, les essais ou les frais administratifs. Par principe,
il convient que les coûts et redevances concernant l'attribution et le maintien d'un label soient fonction des coûts de
l'ensemble du programme et les plus faibles possible, pour en faciliter l'accès.
Il convient que les redevances soient réparties de façon équitable sur l'ensemble des demandeurs et titulaires.
5.17 Confidentialité
La confidentialité de toute information identifiée comme confidentielle doit être respectée.
5.18 Reconnaissance mutuelle
Il convient d'encourager la reconnaissance mutuelle, sur la base de la confiance. Il peut s'agir de reconnaissance

ISO (Organización Internacional de Normalización) es una federación mundial de organismos nacionales de

La Norma Internacional ISO 14024 ha sido preparada por el Comité Técnico ISO/TC 207, Gestión ambiental,
Subcomité SC 3, Etiquetado ambiental.

Prólogo de la versión en español
Esta Norma Internacional ha sido traducida por el Grupo de Trabajo "Spanish Translation Task Force" del
Comité Técnico ISO/TC 207, Gestión ambiental, en el que han participado representantes de los organismos
nacionales de normalización y representantes del sector empresarial de los siguientes países:
Argentina, Chile, Colombia, Costa Rica, Cuba, España, México, Perú, Uruguay y Venezuela.
Igualmente, han participado en la realización de esta traducción representantes de COPANT (Comisión
Panamericana de Normas Técnicas).
La innegable importancia de esta norma se deriva, sustancialmente, del hecho de que ésta representa una
iniciativa pionera en la normalización internacional, con la que se consigue unificar la terminología en el
sector de la gestión ambiental en la lengua española.

Introducción
Existen diversos enfoques para el etiquetado ambiental. Esta Norma Internacional se refiere a programas de
etiquetado ambiental tipo I, los cuales otorgan la etiqueta ambiental a productos que cumplan con una serie
de requisitos predeterminados. De esta manera, la etiqueta identifica los productos determinados como
ambientalmente preferibles dentro de una categoría particular de producto.
Los programas de etiquetado ambiental tipo I, son voluntarios, pueden ser operados por organismos públicos
o privados y ser de naturaleza nacional, regional o internacional.

1 Objeto y campo de aplicación
Esta Norma Internacional establece los principios y procedimientos para desarrollar los programas de
etiquetado ambiental tipo I, incluyendo la selección de las categorías, los criterios ambientales y las
características funcionales de producto, para evaluar y demostrar su cumplimiento. Esta Norma Internacional
establece también, los procedimientos de certificación para el otorgamiento de la etiqueta.
2 Referencias normativas
El siguiente documento normativo contiene disposiciones que, a través de referencias en este texto,
constituyen disposiciones de esta Norma Internacional. Para las referencias fechadas, no son aplicables las
modificaciones posteriores, o las revisiones, de la publicación citada. No obstante, se recomienda a las partes
que basen sus acuerdos en este informe técnico que investiguen la posibilidad de aplicar la edición más
reciente de los documentos normativos citados a continuación. Los miembros de IEC e ISO mantienen el
registro de las Normas Internacionales vigentes.

3 Términos y definiciones
Para los propósitos de esta Norma Internacional, se aplican los siguientes términos y definiciones.

4 Objetivo del etiquetado ambiental tipo I
El objetivo global de las etiquetas y declaraciones ambientales es fomentar la demanda y el suministro de
productos y servicios que producen menos alteraciones sobre el medio ambiente, a través de la
comunicación de información verificable y exacta, no engañosa, sobre aspectos ambientales de los mismos,
estimulando así el potencial para la mejora continua ambiental impulsada por el propio mercado.
El objetivo de los programas de etiquetado ambiental tipo I es contribuir a la reducción en los impactos
ambientales asociados a los productos a través de la identificación de los productos que cumplen con los
criterios de un programa específico tipo I, establecidos para una preferencia ambiental global.
El objetivo de esta Norma Internacional es asegurar la transparencia y credibilidad en la implementación de
los programas de etiquetado ambiental tipo I y la armonización con los principios y procedimientos aplicables
a los programas.
5 Principios
5.1 Naturaleza voluntaria del programa
Los programas de etiquetado ambiental tipo I, incluyendo aquellos desarrollados u operados por los
organismos patrocinados por el gobierno, deben ser de naturaleza voluntaria.
5.2 Relación con la Norma ISO 14020
Además de los requisitos de esta Norma Internacional, deben aplicarse los principios establecidos en la
Norma ISO 14020. Cuando esta Norma Internacional proporcione requisitos más específicos que la Norma
ISO 14020, se deben aplicar tales requisitos específicos.
5.3 Relación con la legislación
Una condición previa para el otorgamiento y mantenimiento de una licencia para el uso de una etiqueta
ambiental tipo I, debe ser el cumplimiento por parte del solicitante de la legislación ambiental y otra
legislación pertinente.
5.4 Consideración del ciclo de vida
El objetivo de reducir los impactos ambientales y no solamente transferirlos a través de medios o etapas del
ciclo de vida de un producto, se consigue de mejor manera considerando el ciclo de vida completo del
producto, una vez fijado los criterios ambientales del mismo.
Las etapas del ciclo de vida a ser tenidas en cuenta cuando se desarrollen los criterios ambientales del
producto deberían incluir: extracción de recursos, fabricación, distribución, uso y disposición final,
relacionándolas con indicadores ambientales pertinentes. Cualquier desviación de este enfoque integral o un
uso selectivo de determinados temas ambientales debe ser justificado.
5.5 Selectividad
Los criterios ambientales del producto deben establecerse para diferenciar los productos ambientalmente
preferibles de las otras categorías de producto, basándose en una diferencia medible del impacto ambiental.
Los criterios ambientales del producto deberían establecer diferencias entre los mismos sólo cuando éstas
sean significativas. Las metodologías utilizadas en los ensayos y verificación para evaluar los productos
tienen diferentes niveles de precisión y exactitud. Esto debería considerarse cuando se determine la
significancia de esta diferencia.
Una vez que los criterios ambientales del producto son establecidos de acuerdo a lo citado en el párrafo
anterior, todos los productos que cumplan los criterios deben ser elegibles para utilizar la etiqueta.

5.6 Criterios ambientales del producto
5.6.1 Consideraciones del ciclo de vida
Los criterios ambientales de producto deben basarse en los indicadores que provengan del ciclo de vida
(véase el apartado 6.4).
5.6.2 Bases de los criterios
Los criterios ambientales del producto deberían establecerse a niveles alcanzables teniendo en cuenta los
impactos ambientales relativos, la capacidad de medición y la exactitud.
5.7 Características funcionales del producto
Al desarrollar los criterios, deben tenerse en cuenta la aptitud para el uso del producto y los niveles de
desempeño. En el uso del programa deberían considerarse las Normas Internacionales, regionales o
nacionales para el producto, de acuerdo a su jerarquía, para la utilización de las normas indicadas en la
Norma ISO 14020.
NOTA En el contexto del etiquetado ambiental, la aptitud para el uso implica que un producto satisface las
necesidades del consumidor en salud, seguridad y desempeño.
5.8 Validez de los requisitos del programa
5.8.1 Periodo de validez
Los criterios ambientales y requisitos funcionales para cada categoría de producto deben establecerse para
un periodo predefinido.
5.8.2 Periodo de revisión
Los criterios ambientales y los requisitos funcionales de producto deben revisarse dentro de un período
predefinido, teniendo en cuenta factores tales como tecnologías nuevas, productos nuevos, información
ambiental reciente y cambios en el mercado. La revisión de los criterios ambientales y de los requisitos
funcionales de producto no necesariamente lleva a cambios en los mismos.
5.9 Consulta
Se debe establecer desde el principio un proceso formal de participación abierta entre las partes interesadas,
con el fin de seleccionar y revisar las categorías del producto, criterios ambientales y características
funcionales de producto.
5.10 Cumplimiento y verificación
Todos los elementos en los criterios ambientales y las características funcionales de producto en el programa
de etiquetado ambiental, deben ser verificables por el organismo de etiquetado ambiental. Los métodos para
evaluar el cumplimiento deberían hacer uso, en orden de prioridad de:
⎯ normas ISO e IEC;
⎯ otras normas reconocidas internacionalmente;
⎯ normas regionales y nacionales;
⎯ otros métodos repetibles y reproducibles que sigan los principios aceptados dentro de las buenas
prácticas de laboratorio (véase la Norma ISO/IEC 17025 para información sobre buenas prácticas de
laboratorio);
⎯ evidencias aportadas por el fabricante.

5.11 Transparencia
Un programa de etiquetado ambiental tipo I debería ser capaz de demostrar transparencia a través de todas
las etapas de su desarrollo y operación. La transparencia implica que la información debe estar disponible a
las partes interesadas para inspección y comentarios, cuando sea apropiada. Se debe otorgar un tiempo
adecuado para que los comentarios sean presentados. Esta información debería incluir:
⎯ selección de las categorías de producto;
⎯ selección y desarrollo de los criterios ambientales de producto;
⎯ características funcionales de producto;
⎯ métodos de ensayo/prueba y verificación;
⎯ procedimientos de certificación y otorgamiento;
⎯ período de revisión;
⎯ período de validez;
⎯ evidencia no confidencial sobre la cual está basada la concesión de la etiqueta;
⎯ fuente de los recursos financieros para el desarrollo del programa (por ejemplo: tarifas, apoyo financiero
del gobierno, etc.);
⎯ verificación de cumplimiento;
La transparencia no debería estar en conflicto con los requisitos del apartado 5.17.
5.12 Aspectos del comercio internacional
Los procedimientos y requisitos para los programas de etiquetado ambiental no deben prepararse, adoptarse o
aplicarse con un punto de vista, o con el efecto de crear obstáculos innecesarios al comercio internacional. Las
provisiones aplicables e interpretaciones de la Organización Mundial del Comercio (OMC) deberían
considerarse.
5.13 Accesibilidad
La solicitud para, y la participación en, programas de etiquetado ambiental deben estar abiertas a todos los
