Safety identification — Escape and evacuation plan signs
ISO 23601:2009 establishes design principles for displayed escape plans that contain information relevant to fire safety, escape, evacuation and rescue of the facility's occupants. These plans may also be used by intervention forces in case of emergency. These plans are intended to be displayed as signs in public areas and workplaces. ISO 23601:2009 is not intended to cover the plans to be used by external safety services nor detailed professional technical drawings for use by specialists.

L'ISO 23601:2009 établit des principes de conception pour des plans d'évacuation affichés qui contiennent des informations relatives à la sécurité incendie, au secours, à l'évacuation et au sauvetage des occupants d'un local ou d'un établissement. Ces plans peuvent également être utilisés par les équipes d'intervention en cas d'urgence. Ces plans sont destinés à être affichés sous forme de panneaux dans les endroits publics et les lieux de travail. Предисловие
Международная организация по стандартизации (ISO) является всемирной федерацией национальных
организаций по стандартизации (комитетов-членов ISO). Разработка международных стандартов

Введение
Существует потребность в стандартизации системы оповещения о путях к спасению в промышленных,
офисных и других зданиях. В основе этой системы лежит стремление использовать как можно меньше
слов для достижения понимания.
Непрерывный рост в международной торговле, перемещении и мобильности рабочей силы требует
общий метод передачи этой важной информации обеспечения безопасности людям, находящимся в
упомянутых выше зданиях.
Ожидается, что применение настоящего международного стандарта уменьшит риск путем
предоставления более передовой методики тренировки и обучения и сократит время возможной
растерянности во время непредвиденного случая или аварийной ситуации.
Через использование знаков, цветового кодирования и специфических проектных требований, которые
определены в ISO 7010, настоящий международный стандарт устанавливает общий метод
иллюстрирования c позиции стороннего наблюдателя в отношении выделенных спасательных
маршрутов, ведущих к запасным выходам, а также мест расположения оборудования пожарной и
аварийной безопасности вблизи и рядом с путями к спасению.
Планы эвакуации являются неотъемлемой частью системы знаков безопасности в здании и включают
меры противопожарной безопасности, которые должны быть предусмотрены собственником этого
здания. Планы эвакуации являются необходимым компонентом руководящих указаний в том, что
касается обеспечения безопасности промышленных, офисных и других зданий (см. ISO 16069).

1 Область применения
Настоящий международный стандарт учреждает проектные принципы для отображаемых планов
эвакуации, которые содержат информацию, имеющую отношение к пожарной безопасности, быстрому
выходу из здания, эвакуации и спасению людей, находящихся в здании. Эти планы могут также
использовать подразделения МЧС в непредвиденных обстоятельствах.
Эти планы предназначаются для отображения знаков в зонах общего пользования и на рабочих местах.
Настоящий международный стандарт не охватывает планы, которые должны использовать внутренние
службу обеспечения безопасности, а также подробные профессиональные технические чертежи,
предназначенные для использования специалистами.

a) инструкции и порядок осуществления действий в целях обеспечения пожарной безопасности;

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.

Introduction
There is a need to standardize a system of communicating escape routes in facilities that relies as little as
possible on the use of words to achieve understanding.
Continued growth in international trade, travel and mobility of labour requires a common method of conveying
this important safety information to the occupants of facilities.
The use of this International Standard is expected to reduce risk by providing a means of improved training
and education and to reduce possible confusion in times of emergency.
Through the use of ISO 7010 safety signs, colour coding and specific design requirements, this International
Standard establishes a common method of illustrating the position of the viewer in relation to designated
escape routes leading to emergency exits and the location of fire safety and emergency equipment close and
adjacent to escape routes.
Escape plans are an integral part of a facility’s system of safety signs and play an integral role in a building
owner’s fire safety management plan. Escape plans are a necessary component of a facility’s safety way
guidance system (see ISO 16069).
NOTE Some countries’ statutory regulations may differ in some respect from those given in this International
Standard.

Before applying the design principles, the fire safety management procedures shall have determined a
number of essential elements to be shown on the escape plans. The escape plans shall be a reflection of the
study of the following information:

b) current site and facility plan drawing(s) with key features of the facility as verified by site visit;
c) identification of all escape routes;
d) evacuation planning documentation including expected people movement and any instructions

Avant-propos
L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée
aux comités techniques de l'ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du
comité technique créé à cet effet. Les organisations internationales, gouvernementales et non
gouvernementales, en liaison avec l'ISO participent également aux travaux. L'ISO collabore étroitement avec
la Commission électrotechnique internationale (CEI) en ce qui concerne la normalisation électrotechnique.
Les Normes internationales sont rédigées conformément aux règles données dans les Directives ISO/CEI,
Partie 2.
La tâche principale des comités techniques est d'élaborer les Normes internationales. Les projets de Normes
internationales adoptés par les comités techniques sont soumis aux comités membres pour vote. Leur
publication comme Normes internationales requiert l'approbation de 75 % au moins des comités membres
votants.

Introduction
Pour signaler les itinéraires d'évacuation dans des locaux ou des établissements, il est nécessaire de
normaliser un système qui repose le moins possible sur l'utilisation de mots pour que la compréhension soit
optimale.
L'augmentation constante du commerce international, des déplacements de personnes et de la mobilité de la
main d'œuvre requièrent une méthode commune qui permet de communiquer ces instructions importantes de
sécurité aux occupants de locaux ou d'établissements.
L'utilisation de la présente Norme internationale permettra de diminuer les risques en fournissant un moyen
de formation et d'enseignement amélioré et de réduire l'éventuelle confusion lors de situations d'urgence.
À travers l'utilisation des signaux de sécurité de l'ISO 7010, le codage de couleurs et les exigences de
conception spécifiques, la présente Norme internationale établit une méthode commune pour illustrer la
position de l'observateur par rapport à des itinéraires d'évacuation désignés menant à des sorties de secours
ainsi que l'emplacement du matériel de sécurité incendie et des équipements de secours à proximité et
adjacents aux itinéraires d'évacuation.
Les plans d'évacuation font partie intégrante du système de signaux de sécurité d'un local ou d'un
établissement et jouent un rôle prépondérant dans la gestion de la sécurité incendie de l'exploitant du
bâtiment. Les plans d'évacuation sont des composants nécessaires d'un système de guidage pour
cheminement d'évacuation de sécurité d'un local ou d'un établissement (voir l'ISO 16069).
NOTE La réglementation en vigueur dans certains pays peut différer à certains égards de celle donnée dans la
présente Norme internationale.

1 Domaine d'application
La présente Norme internationale établit des principes de conception pour des plans d'évacuation affichés qui
contiennent des informations relatives à la sécurité incendie, au secours, à l'évacuation et au sauvetage des
occupants d'un local ou d'un établissement. Ces plans peuvent également être utilisés par les équipes
d'intervention en cas d'urgence.
Ces plans sont destinés à être affichés sous forme de panneaux dans les endroits publics et les lieux de
travail.
La présente Norme internationale n'a pour objectif de traiter ni les plans à utiliser par les services de sécurité
externes, ni des dessins techniques professionnels détaillés à utiliser par les spécialistes.

4 Généralités
Avant d'appliquer les principes de conception, les procédures de gestion de la sécurité incendie doivent avoir
déterminé un certain nombre d'éléments essentiels à faire figurer sur les plans d'évacuation. Les plans
d'évacuation doivent être le reflet de l'étude des informations suivantes:
a) les manuels de sécurité incendie et les procédures;
b) le ou les dessin(s) actuel(s) du plan du site et du local ou de l'établissement indiquant les principales
caractéristiques de ce dernier, vérifiées par une visite du site;
c) l'identification de tous les itinéraires d'évacuation;
d) la documentation de la planification d'évacuation, y compris les mouvements prévus des personnes et les
éventuelles instructions données ainsi que la manière de les communiquer;
e) l'emplacement de tout le matériel de lutte contre l'incendie et des alarmes;
f) l'emplacement des équipements de secours et des aides à l'évacuation;
g) les actions nécessaires à prendre en cas de situation d'urgence ou d'incendie;
h) l'emplacement des zones de refuge et des points de rassemblement.
