Overview

ISO/FDIS 25585 is an ISO standard for Traditional Chinese medicine that addresses Notopterygium incisum and Notopterygium franchetii rhizome and root, also referred to as Notopterygium rhizome and root or Qiang Huo. It specifies quality and safety requirements for these natural medicinal materials in international trade.

The standard applies to:

  • Chinese materia medica in whole-material form
  • Decoction pieces derived from the herb

It does not apply to wild source herbs, making it especially relevant for controlled commercial supply chains. For manufacturers, traders, laboratories, and regulators, ISO/FDIS 25585 supports product consistency, market access, and traceability in the global herbal medicine sector.

Key Topics

This standard focuses on practical controls that help verify identity and safety throughout the supply chain. Key areas include:

  • Botanical identification of the rhizome and root of Notopterygium incisum and Notopterygium franchetii
  • Macroscopic and microscopic features for material recognition
  • Thin-layer chromatography (TLC) for identity confirmation
  • Characteristic fingerprinting using high-performance liquid chromatography (HPLC)
  • Marker compounds, including notopterol and isoimperatorin
  • Quality indicators such as:
    • Essential oil
    • Ethanol-soluble extractive
    • Total ash
    • Acid-insoluble ash
    • Moisture
    • Foreign matter
  • Safety requirements covering:
    • Heavy metals
    • Pesticide residues
    • Sulfur dioxide
    • Aflatoxins

ISO/FDIS 25585 also includes guidance on sampling, test methods, test reports, packaging, storage, transportation, marking, and labelling, helping users apply a complete quality control framework.

Applications

ISO/FDIS 25585 is valuable in any setting where herbal medicine quality assurance is essential. Common applications include:

  • International trade of traditional Chinese medicinal materials
  • Quality control laboratories testing herbal raw materials and decoction pieces
  • Manufacturers and processors preparing medicinal products for export
  • Regulators and inspectors checking compliance in herbal supply chains
  • Purchasing and procurement teams verifying product identity and safety

The standard is especially useful for organizations seeking to reduce variability and support controllable, repeatable, and safe herbal sourcing. Its informative annexes provide additional support for TLC identification, fingerprinting, marker content determination, and grading information.

Related Standards

ISO/FDIS 25585 references several related ISO documents that support implementation:

  • ISO 23723 - General requirements for herbal raw material and materia medica
  • ISO/TS 21310 - Microscopic examination of medicinal herbs
  • ISO 18664 - Determination of heavy metals in herbal medicines used in Traditional Chinese Medicine
  • ISO 22258 - Determination of pesticide residues in natural products by gas chromatography
  • ISO 22283 - Determination of aflatoxins in natural products by LC-FLD
  • ISO 22590 - Determination of sulfur dioxide in natural products by titration
  • ISO 22217 - Storage requirements for raw materials and decoction pieces
  • ISO 21371 - Labelling requirements of products intended for oral or topical use
  • ISO 16791 - Machine-readable coding of medicinal product package identifiers

Together, these standards strengthen herbal medicine standardization, product safety, and international conformity assessment.

Introduction
The medicinal history of Notopterygium incisum and Notopterygium franchetii rhizome and root (abbreviated
as Notopterygium rhizome and root, Chinese Pinyin name Qiang Huo) dates back to over 2 000 years.
Notopterygium rhizome and root is used as a traditional herbal medicine in China, Japan, South Korea, the
United States, Netherlands, and other countries. It has played a role in various therapeutic effects, such as
an anti-inflammation, analgesic, antipyretic, antibacterial, antiviral, anti-arrhythmia, and anti-thrombotic,
intended for the treatment of common cold, headache, rheumatic pain, and rheumatoid arthritis, etc.
Origin plants of Notopterygium rhizome and root are Notopterygium incisum K. C. Ting ex H. T. Chang and N.
franchetii H. de Boiss. (Fam. Apiaceae) as recorded in several pharmacopeias, such as Chinese Pharmacopoeia,
Japanese Pharmacopoeia, Korean Pharmacopoeia, and European Pharmacopoeia. In addition, the Korean
Pharmacopoeia contains Ostericum koreanum rhizome and root for local use.
The establishment of an international standard for Notopterygium rhizome and root is necessary to
guarantee the clinical effectiveness, patient safety, and controllability in global commerce and trade.
As national implementation may differ, national standards bodies are invited to modify the values given in
5.6, 5.7, 5.9, 5.10 and 5.11 in their national standards. Examples of national and regional values are given in
Annex D. In addition, grading information of Notopterygium rhizome and root are given in Annex E.
