Overview
SIST EN 301 039 V1.1.1:2005 defines the mapping functions for Private Integrated Services Networks (PISN) that utilize 64 kbit/s circuit mode connections sub-multiplexed into 4 x 16 kbit/s channels. These mapping functions are essential for carrying both inter-Private Integrated Network eXchange (PINX) signalling and user information within PISNs, making network interconnections more efficient and flexible. This standard is crucial for organizations implementing dedicated voice and data networks and ensures compatibility across equipment and vendor systems.
Key Objectives
- Define mapping mechanisms for sub-multiplexing a single 64 kbit/s leased line into 16 kbit/s user and signalling channels.
- Ensure reliable and standardized transfer of digital and speech information.
- Support efficient interconnection of PINXs in compliance with existing telecommunications standards.
Key Topics
- Sub-multiplexing of 64 kbit/s Connections: The standard outlines how one 64 kbit/s circuit can be split into four 16 kbit/s channels (3 user channels and 1 signalling channel), optimizing the use of leased lines.
- Mapping at Reference Points: It details the adaptation required at the C and Q reference points, enabling static mapping between physical interfaces and logical channels.
- Channel Allocation: Each 16 kbit/s sub-channel is statically assigned - one for inter-PINX signalling (D-Channel) and three for user information (U-Channels).
- Bearer Conditioning: Requirements for handling channel information, including speech (using low-delay coding) and unrestricted digital data, are specified, ensuring consistent performance and compatibility.
- Implementation Conformance: The standard includes an Implementation Conformance Statement (ICS) proforma, which offers a checklist for vendors and deployers to ensure compliance and interoperability.
Applications
- Private Telecommunication Networks: The mapping functions outlined are directly used in enterprise private networks, enabling robust, standards-based voice and data integration.
- Inter-PINX Connectivity: Facilitates the interconnection of multiple PINX devices, supporting enhanced network scalability and redundancy.
- Legacy System Integration: Organizations with existing 64 kbit/s leased lines can maximize infrastructure use by leveraging sub-multiplexed channels for diverse communication needs.
- Standards-Compliant Signaling: By adhering to this standard, systems guarantee reliable QSIG-based signalling and data transfer between different vendor devices and network segments, crucial for mission-critical deployments across disparate environments.
Related Standards
- ISO/IEC 11579-1 - Defines PISN reference configurations, including terminology for PINX, which are essential for understanding the mapping context.
- ETS 300 290 - Specifies requirements for 64 kbit/s digital leased line interfaces (D64U), forming the hardware basis for mappings.
- ETS 300 402-2 - Covers the Digital Subscriber Signalling System No. one (DSS1) protocol for the data link layer, relevant for PINX signalling.
- CCITT Recommendations I.112 & I.460 - Provide terminology and principles for ISDN and multiplexing, used as reference points in the mapping scheme.
- ITU-T G.728 - Recommends speech coding protocols, relevant for U-Channel bearer conditioning.
By adopting SIST EN 301 039 V1.1.1:2005, organizations promote equipment interoperability, enable efficient resource use in their telecommunication networks, and ensure regulatory and industry compliance. This standard is valuable for telecom engineers, network architects, and vendors committed to high-performance, standards-driven private network solutions.

1 Scope
The present document defines the mapping functions in exchanges of Private Integrated Services Networks (PISNs)
required for the utilization of scenarios in which 64 kbit/s circuit mode connections are sub-multiplexed into
4 × 16 kbit/s channels for carrying inter-Private Integrated services Network eXchange (PINX) signalling and user
information.
NOTE: The present document has been prepared to meet the specific needs of an application for a particular user
organization. However, it may also be applicable elsewhere. The requirements contained in the present
document will be incorporated in any future standard specifying a more generic approach to bearer
conditioning.
In order to connect a PINX to another PINX, mapping functions are required to adapt the specific interfaces at the
C reference point to the application at the Q reference point. As such, mapping functions provide for physical adaptation
to the interface at the C reference point. Mapping functions also provide for the mapping of user channels and signalling
information at the Q reference point to the appropriate channels or timeslots at the C reference point.
The C and Q reference points are defined in ISO/IEC 11579-1 [1].
The type of interface at the C reference point covered by the present document is the 64 kbit/s digital unrestricted leased
line (D64U) terminal equipment interface, in accordance with ETS 300 290 [2].
At the Q reference point the mapping provides a 16 kbit/s service for user channels to support the transfer of unrestricted
digital information and to support the transfer of speech, and a packet mode service for the signalling channel. The
applied mapping is a static mapping, i.e. there is a fixed relationship between user and signalling channels at the
Q reference point and the interface at the C reference point.
Management functions relating to failure management are outside the scope of the present document.
The present document is applicable to PINXs that can be interconnected to form a PISN and that support signalling
protocols at the Q reference point.
2 Conformance
In order to conform to the present document, a PINX shall satisfy the requirements identified in the Implementation
Conformance Statement (ICS) proforma in annex A.
