SIST-TS TS 101 329-2 V2.1.3:2004 is the Slovenian adoption of the ETSI TIPHON Release 3 specification for end-to-end speech Quality of Service in IP telephony. Published by SIST, it defines speech QoS classes for TIPHON-compliant systems and relates those classes to terminal type, network performance, and end-to-end user experience. It is intended for people who design, specify, test, or assess voice-over-IP telephony networks and terminals.

What does SIST-TS TS 101 329-2 V2.1.3:2004 specify?

SIST-TS TS 101 329-2 V2.1.3:2004 specifies speech QoS classes for TIPHON-compliant IP voice telephony networks and ties them to the terminal and network conditions that shape the perceived result. Clause 1 sets the scope, clauses 4 and 5 carry the main technical content, and Annex A provides bibliography support.

The standard applies to the TIPHON scenarios covered by the Release 3 QoS work. It is organized so the reader can move from the class names, to the metrics used to judge them, to the references needed for measurement and interpretation.

What are the key requirements of SIST-TS TS 101 329-2 V2.1.3:2004?

SIST-TS TS 101 329-2 V2.1.3:2004 defines how TIPHON speech quality is classified and how compliance is judged. In practice, a system must fit one speech QoS class across all three performance dimensions at the same time.

  • Clause 4 defines three main speech QoS classes: WIDEBAND, NARROWBAND with three levels - HIGH, MEDIUM, and ACCEPTABLE - and BEST EFFORT. This matters because the class name tells you what user experience the system is designed to deliver.
  • Clause 4 treats WIDEBAND and NARROWBAND as mouth-to-ear classes, so both the network and the TIPHON terminal affect the result. That means terminal choice is part of QoS planning, not just network engineering.
  • Clause 4 says WIDEBAND and NARROWBAND provide performance guarantees for 95 % of all connections. BEST EFFORT provides no speech performance guarantees. In practice, that separates managed service targets from unmanaged Internet-style service.
  • Clause 5 says compliance is based on three metrics together: Overall Transmission Quality Rating (R), Listener Speech Quality, and End-to-end Delay. Passing only one of them is not enough.
  • Clause 5.1 defines R as a mouth-to-ear quality rating calculated with the E-Model and using standard telephone handsets at both ends. For readers, that means quality planning should follow the standard model and handset assumption, not a custom local estimate.
  • Clause 5.2 uses reference speech-quality comparisons tied to G.711, GSM-FR, GSM-EFR, and G.726 examples. These examples help compare perceived quality, but they are not a recommendation to implement those codecs.
  • Clause 5.3 sets delay limits by class, with the tighter limits attached to the higher-quality classes and target values for BEST EFFORT. This is important because conversational quality depends strongly on delay, not only on codec quality.
  • Clause 5 points to TS 101 329-5 for the measurement methods. If you need test evidence, that is the part to use for the actual measurement procedure.

What terms does SIST-TS TS 101 329-2 V2.1.3:2004 define?

SIST-TS TS 101 329-2 V2.1.3:2004 defines a small set of terms that frame how its QoS classes are read.

  • codec - a combined speech encoder and decoder used to carry voice in digital form.
  • Quality of Service (QoS) - the performance level of the service, here focused on speech transport.
  • Internet Protocol (IP) - the packet-based networking technology used by TIPHON systems.
  • Public Switched Telephone Network (PSTN) - the conventional telephone network used as a quality reference.
  • E-Model - the calculation model used to derive the overall transmission quality rating.
  • Overall Transmission Quality Rating (R) - a rating that represents full mouth-to-ear quality in a typical telephony setting.
  • Listener Speech Quality - the one-way, non-interactive speech quality experienced by the listener.

Who uses SIST-TS TS 101 329-2 V2.1.3:2004?

SIST-TS TS 101 329-2 V2.1.3:2004 is used by TIPHON system designers, IP telephony network planners, terminal developers, test labs, and quality managers. It helps them choose a QoS class, relate that class to terminal and network performance, and judge whether speech service targets are being met.

Which standards are used with SIST-TS TS 101 329-2 V2.1.3:2004?

SIST-TS TS 101 329-2 V2.1.3:2004 relies on ETSI and ITU-T references for models, speech coding examples, handset assumptions, and measurement methods.

StandardWhat it contributes
ETSI TS 101 329-5Measurement methodologies for the QoS metrics

The TIPHON series named in the foreword also includes TR 101 329-1, TS 101 329-3, TR 101 329-6, and TR 101 329-7.

What does the SIST-TS TS 101 329-2 V2.1.3:2004 document contain?

SIST-TS TS 101 329-2 V2.1.3:2004 contains the class definitions, the three performance metrics, and the references needed to interpret them. Tables 1 to 4 set the class thresholds and the quality comparisons, while Figure 1 shows how this part fits into the wider TIPHON QoS documentation. Annex A gives the bibliography, and the front matter includes the IP rights notice, foreword, and introduction.

1 Scope
The present document defines five classes of Quality of Service for characterizing the speech performance of TIPHON
compliant IP voice telephony networks.
The classes of service apply to all the defined TIPHON Scenarios and are specified in terms of the following
parameters:
- "Overall transmission quality rating";
- "Listener speech quality" (one-way non-interactive speech quality); and
- "End-to-end delay".
