SIST-TS ETSI/TS 101 773 V1.2.1:2005 is the Slovenian adoption of ETSI TS 101 773 V1.2.1 from ETSI's Services and Protocols for Advanced Networks (SPAN) committee. It specifies codepoints for messages and information elements used in V5 based standards, and it also reserves some Control function element codepoints for bodies other than ETSI. Engineers working on V5.1, V5.2, NMDS or ATM Forum interworking use it to assign and interpret signaling identifiers consistently.
What does SIST-TS ETSI/TS 101 773 V1.2.1:2005 specify?
SIST-TS ETSI/TS 101 773 V1.2.1:2005 is ETSI's master list of codepoints for V5 based standards. Its purpose is to avoid duplicate assignments and to support the allocation of new unique codepoints.
The document is organized into clauses 1 to 6, followed by history:
- Scope
- References
- Abbreviations
- Message type codepoints
- Information element identifier codepoints
- Information element codepoints reserved to bodies other than ETSI
Clause 4 covers message types, Clause 5 covers information element identifiers, and Clause 6 covers codepoints reserved to external bodies, including the ATM Forum.
What are the key requirements of SIST-TS ETSI/TS 101 773 V1.2.1:2005?
Clause 4 and Clause 5 are mainly allocation rules. The standard tells implementers how to assign new codepoints so that each protocol keeps its own unique space and future expansion remains possible.
- Clause 4.1 says new message type codepoints are to use the next available value for the related protocol. In practice, this prevents local, ad hoc assignments that could collide with future messages.
- Clause 4.1 also says that when both a new protocol and a new message are needed, the protocol identifier should be chosen so it remains unique and leaves room for more messages later.
- Clause 4.2 and Table 4.1 list the currently defined message types for PSTN, Control, Protection, BCC and Link control. For users, this table is the reference for what can be encoded on V5 based interfaces.
- Clause 5.1 says new information element identifier codepoints are taken from the next available value in the sequence for the protocol that carries them. That matters because the same identifier must not mean different things in different protocols.
- Clause 5.1 also allows a new block to be started when needed to preserve uniqueness and future growth.
- Clause 5.2 and Table 5.1 list the defined information element identifiers for variable-length and single-octet information elements. Implementers use this table when building or parsing signaling messages.
- Clause 6.2 reserves part of the Control function element coding for bodies other than ETSI. In practice, those values are not to be used for ETSI-defined functions.
- Clause 6.2 specifically shows the modified coding for octet 3 of the Control function element in EN 300 347-1, including values reserved to the ATM Forum. That is the key interworking point for implementers sharing the code space.
What terms does SIST-TS ETSI/TS 101 773 V1.2.1:2005 define?
- Asynchronous Transfer Mode (ATM) - the packet transfer technology referenced by the document and by the ATM Forum reservation.
- Access Network (AN) - the network side that connects access systems to the local exchange in V5 based arrangements.
- Local Exchange (LE) - the exchange side of the interface that the V5 standards support.
- Narrowband Multi-service Delivery System (NMDS) - one of the V5 based interfaces covered by the codepoint lists.
- Public Switched Telephone Network (PSTN) - the protocol family for which several message and information element codepoints are listed.
- Voice and Multimedia Over ATM (VMOA) - the ATM Forum service area referenced through the Loop Emulation Service using AAL2.
Who uses SIST-TS ETSI/TS 101 773 V1.2.1:2005?
SIST-TS ETSI/TS 101 773 V1.2.1:2005 is used by telecom protocol engineers, switch and access network implementers, and standards editors working on V5 based signaling. It also matters to test labs and quality teams that verify message encoding, reserved values, and interoperability between V5.1, V5.2, NMDS and LES using AAL2.
What changed in SIST-TS ETSI/TS 101 773 V1.2.1:2005 from the previous edition?
The scope states that this version adds a new Clause 5.3 to mention the ATM Forum request for a block of codepoints within the Control function element. The document history records publication as V1.1.1 in June 2000 and V1.2.1 in August 2002.
Which standards are used with SIST-TS ETSI/TS 101 773 V1.2.1:2005?
- ETSI EN 300 324-1 - defines the V5.1 interface specification for the Access Network.
- ETSI EN 300 347-1 - defines the V5.2 interface specification for the Access Network.
- ETSI EN 301 141 - defines Narrowband Multi-service Delivery System (NMDS).
- af-vmoa-0145 (2002) - defines Voice and Multimedia Over ATM - Loop Emulation Service Using AAL2.
- ETSI TS 100 347 (V1.1.1) - provides V5.2 release notes.
What does the SIST-TS ETSI/TS 101 773 V1.2.1:2005 document contain?
The document contains allocation rules and reference tables rather than protocol procedures. Table 4.1 lists message type codepoints, Table 5.1 lists information element identifiers, and Table 6.1 gives the coding of the Control function element.
It also distinguishes between variable-length and single-octet information elements and identifies reserved values. For implementers, those tables are the practical reference for encoding, decoding and assigning V5 based signaling codepoints without collisions.

Foreword
This Technical Specification (TS) has been produced by ETSI Technical Committee Services and Protocols for
Advanced Networks (SPAN).
Introduction
The narrowband V5.x interface signalling protocol standards were the original documents which defined a set of
message and information element codepoints. Subsequently other standards have re-used and extended the set. The
present document contains a consolidated list of the superset of message and information element codepoints. Its
purpose is to maintain the current styles and make allocating new unique codepoints easier. It was for this reason that
the work was initiated by the ETSI Technical Working Group SPAN.
