This document defines the general safety requirements of strip processing lines.
This document applies to:
Strip processing lines for treating metal strip, from
-   coil take-over-point of the entry section (terminal equipment, see 3.2) through the
-   process (processing and terminal equipment, see 3.3 and 3.2) up to the
-   coil take-over-point of the exit section or interface to other lines (terminal equipment), see Figure 1.

NOTE 1   The aforementioned processes can also occur in combination.
If the aforementioned processes will be combined with processes which are not covered by the scope of this document, this document can be used as a guideline.
NOTE 2   Thermo process equipment integrated in strip processing lines is covered by the EN 746 series. For dryers and ovens, in which flammable substances are released, EN 1539 applies.
This document does not cover:
-   thermo process equipment, e.g. in accordance with the EN 746 series;
-   dryers and ovens in accordance with EN 1539;
-   coil transporting system before coil take-over-point at the entry section and after coil take-over-point at the exit section, e.g. hook conveyors, overhead cranes, fork lift and railway trucks and other vehicles;
-   acid regeneration plants;
-   regeneration plants which are not integral part of the strip processing line;
-   storage equipment for coils;
-   rolling mill stands (i.e. skin pass and reduction stands) according to EN 15094;
-   rollshop equipment;
-   separate process technology (e.g. compressed air system, treatment of water and treatment of rolling lubricant);
-   separate cleaning system for exhaust air;
-   firefighting systems.
NOTE 3   Protection of persons in case of using asphyxiant gases used in firefighting system is covered by this document, see Annex C.
This document deals with foreseeable significant hazards, hazardous situations and events relevant to strip processing lines, when used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer. It provides the requirements to be met by the manufacturer to ensure the safety of persons and property during transport, commissioning, use, de-commissioning and maintenance periods, as well as in the event of foreseeable failures or malfunctions that can occur in the equipment.
For modernization, this document (type-C standard) can be applied for the part to be modernized.

Dieses Dokument legt die allgemeinen Sicherheitsanforderungen für Bandbehandlungsanlagen fest.
Dieses Dokument gilt für:
Bandbehandlungsanlagen für die Behandlung von Metallstreifen von
   dem Coil-Übergabepunkt des Eingangsbereichs (mechanische Einrichtung, siehe 3.2) über
   den Prozess (Behandlungs- und mechanische Einrichtungen, siehe 3.3 und 3.2) bis zum
   Coil-Übergabepunkt des Ausgangsbereichs oder der Schnittstelle zu anderen Anlagen (mechanische Einrichtung), siehe Bild 1.

ANMERKUNG 1   Die vorgenannten Prozesse können auch in Kombination auftreten.
Wenn der vorgenannte Prozess mit Prozessen kombiniert wird, die nicht im Anwendungsbereich dieser Norm liegen, kann diese Norm als Richtlinie verwendet werden.
ANMERKUNG 2   Thermoprozessanlagen, die in Bandbehandlungsanlagen integriert sind, werden durch die Normenreihe EN 746 abgedeckt. Für Trockner und Öfen, in denen brennbare Stoffe freigesetzt werden, gilt EN 1539.
Dieses Dokument behandelt nicht:
   Thermoprozessanlagen, z. B. nach Normenreihe EN 746;
   Trockner und Öfen nach EN 1539;
   Coil-Transportsysteme vor der Coil-Übergabestelle am Einlaufteil und nach der Coil-Übergabestelle am Auslaufteil, z. B. Hakenbahnen, Brückenkräne, Gabelstapler und Güterwagen sowie andere Fahrzeuge;
   Säureregenerierungsanlagen;
   Regenerierungsanlagen, die nicht integraler Bestandteil der Bandbehandlungsanlage sind;
   Lagerausrüstung für Coils;
   Walzgerüste (d. h. Dressier- und Reduziergerüste) nach EN 15094;
   Ausrüstung der Walzenwerkstatt;
   separate Prozesstechnologie (z. B. Druckluftsystem, Wasseraufbereitung und Aufbereitung von Walzenschmierstoff);
   separates Reinigungssystem für Abluft;
   Brandbekämpfungsanlagen.
ANMERKUNG 3   Der Personenschutz bei der Verwendung von Erstickungsgasen in Brandbekämpfungsanlagen wird von diesem Dokument abgedeckt, siehe Anhang C.
Dieses Dokument behandelt die vorhersehbaren signifikanten Gefährdungen, Gefährdungssituationen und Ereignisse, die für Bandbehandlungsanlagen relevant sind, wenn diese bestimmungsgemäß und unter Fehlanwendungsbedingungen, die vernünftigerweise durch den Hersteller vorhersehbar sind, angewendet werden. Es beschreibt die von dem Hersteller zu erfüllenden Anforderungen, um die Sicherheit von Personen und Gegenständen während des Transports, der Inbetriebnahme, der Anwendung und der Außerbetriebnahme sowie im Fall von vorhersehbaren Ausfällen oder Fehlfunktionen, die an der Anlage auftreten können, sicherzustellen.
Für Modernisierungen ist es möglich, dieses Dokument (Typ-C-Norm) auf das zu modernisierende Teil anzuwenden.

Le présent document s'applique aux :
Lignes de traitement des bandes pour traiter des bandes métalliques, depuis le
-   point de reprise de bobines de la section d’entrée (équipement terminal, voir 3.2) en passant par le
-   procédé (équipement de traitement et équipement terminal, voir 3.3 et 3.2) jusqu’au
-   point de reprise de bobines de la section de sortie ou à l'interface avec d’autres lignes (équipement terminal), voir la Figure 1.

NOTE 1   Les procédés susmentionnés peuvent également exister en combinaison.
Si les procédés susmentionnés sont combinés avec des procédés qui ne sont pas couverts par le domaine d’application du présent document, la présente norme peut servir de ligne directrice.
NOTE 2   L’équipement thermique industriel intégré dans les lignes de traitement des bandes est couvert par la série EN 746. Pour les séchoirs et les fours, dans lesquels se dégagent des substances inflammables, l’EN 1539 s’applique.
Le présent document ne couvre pas :
-   les équipements thermiques industriels, par exemple conformes à la série EN 746 ;
-   les séchoirs et les fours conformes à l’EN 1539 ;
-   les systèmes de transport de bobines avant le point de reprise à la section d’entrée et après le point de reprise à la section de sortie, par exemple convoyeurs à crochet, ponts roulants, élévateurs à fourche, chariots et autres véhicules ;
-   les usines de régénération d’acide ;
-   les usines de régénération qui ne font pas partie intégrante de la ligne de traitement des bandes ;
-   les équipements de stockage des bobines ;
-   les cages de laminoir (c'est-à-dire, les laminoirs d'écrouissage à froid et les cages de réduction) conformes à l’EN 15094 ;
-   les équipements d’atelier de roulage ;
-   les technologies à procédés séparés (par exemple, système à air comprimé, traitement de l’eau et traitement de lubrifiant de laminage) ;
-   les systèmes de nettoyage séparé pour l’air extrait ;
-   les systèmes de lutte contre l'incendie.
NOTE 3   La protection des personnes en cas d’usage de gaz asphyxiants utilisés dans un système de lutte contre l'incendie est couverte par le présent document, voir l’Annexe C.
Le présent document traite les phénomènes dangereux, situations dangereuses et événements dangereux significatifs prévisibles pertinents pour les lignes de traitement des bandes, lorsqu'elles sont utilisées normalement et dans les conditions de mauvais usage raisonnablement prévisible par le fabricant. Il définit les exigences auxquelles doit satisfaire le fabricant pour assurer la sécurité des personnes et des biens pendant le transport, la mise en service, l'utilisation, la mise hors service et la maintenance, ainsi que dans le cas de pannes ou de défauts de fonctionnement prévisibles, susceptibles d'affecter le matériel.
Pour la modernisation, le présent document (norme de type C) peut être appliqué pour la partie à moderniser.

Introduction
This European Standard is a type C standard as stated in EN ISO 12100:2010.

This document is not applicable to strip processing lines manufactured before the date of its publication.

The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are

covered are indicated in the Scope of this document.

Where for clarity an example of a preventative measure is given, this should not be considered as the only

possible solution. Any other solution leading to the same risk reduction is permissible if an equivalent

level of safety is achieved.

When requirements of this Type-C standard are different from those which are stated in type-A or -B

standards, the requirements of this Type-C standard take precedence over the requirements of the other

standards for machines that have been designed and built according to the requirements of this Type-C

standard.

This document is of relevance, in particular, for the following stakeholder groups representing the market

players with regard to machinery safety:
— machine and/or plant manufacturers (small, medium and large enterprises);

— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).

Others can be affected by the level of machinery safety achieved with the means of the document by the

above-mentioned stakeholder groups:
— machine and/or plant users/employers (small, medium and large enterprises);
— service providers, e.g. for maintenance (small, medium and large enterprises).
