Safety of Machinery - Safety requirements for hot flat rolling mills

This European Standard defines the general safety requirements for hot rolling mills for flat products as defined in 3.1.
This European Standard deals with significant hazards, hazardous situations and events relevant to hot rolling mills for flat products. It deals not only with circumstances where the machinery is used as intended, but also includes other conditions foreseen by the manufacturer, such as foreseeable faults, malfunctions or misuse (see Clauses 4 and 5).
This European standard applies to: Machinery and equipment used for the manufacturing of metal hot rolled flat products from the material supply from (1), via the mill stands (2), to the exit (5) (see Figure 1).
The following equipment is outside the scope of this standard:
- furnaces in accordance with EN 746-1, EN 746-2 and EN 746-3;
- continuous casting machines according to EN 14753;
- hook conveyors according to EN 619;
- roll shop equipment;
- storage equipment (e. g., high-bay warehouses);
- cranes, fork lifts, trucks and railway trucks and other vehicles.
This European standard is not applicable to hot rolling mills for flat products, manufactured before the date of publication of this standard by CEN.

Diese Europäische Norm spezifiziert die allgemeinen Sicherheitsanforderungen von Warmwalzwerken für
Flachprodukte wie in 3.1. beschrieben.
Diese Europäische Norm behandelt die für Warmflachwalzwerke zutreffenden Gefährdungen, Gefährdungssituationen
und -ereignisse. Sie behandelt nicht nur die Gegebenheiten, bei denen die Maschinen
bestimmungsgemäß genutzt wird, sondern beinhaltet auch andere Bedingungen, die der Hersteller in Betracht
gezogen hat, wie vorhersehbare Fehler, Fehlfunktionen oder fehlerhafte Nutzung (siehe Abschnitte 4 und 5).
Diese Norm umfasst: Maschinen und Ausrüstungen zur Herstellung von warmgewalzten Flacherzeugnissen
aus Metall von der Materialbeschickungsstation (1) über die Walzstationen (2) zum Auslauf (5) (siehe Bild 1).

La présente Norme européenne spécifie les prescriptions générales de sécurité pour les laminoirs à chaud
pour produits plats comme défini en 3.1.
La présente Norme européenne traite des phénomènes dangereux significatifs, des situations et événements
dangereux associés aux laminoirs à chaud pour produits plats. Elle ne prend pas seulement en compte les
conditions liées à l’utilisation normale de la machine mais elle inclut aussi d’autres conditions prévues par le
fabricant, comme les défauts, les dysfonctionnements ou le mauvais usage prévisible (voir Articles 4 et 5).
La présente Norme européenne s’applique aux : installations et équipements utilisés pour la fabrication de
produits métalliques plats laminés à chaud depuis le poste d’alimentation en matière (1) jusqu’à la sortie (5)
vers le stockage en passant par les postes de formage (2) (voir Figure 1).

This document specifies the general safety requirements for finishing lines for metal strip, hereafter referred as finishing line(s), as defined in 3.1.
This document deals with significant hazards, hazardous situations and events relevant for finishing lines when used as intended and under conditions foreseen by the manufacturer. This document deals with all significant hazards, hazardous situations and events relevant to machinery and equipment for the continuous casting of steel, when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4).

This document assumes that the machinery and equipment of the plant is operated and maintained by adequately trained and competent personnel (see 7.5). Manual intervention for setting, adjustment and maintenance is accepted as part of the intended use of the plant.
This document assumes that the machinery is used with adequate workstation lighting conforming to EN 12464 1.
National regulations regarding lighting should be considered and could differ from requirements of EN 12464 1.
This document applies to:
—   CCM for the transformation of molten liquid steel into solid products in sections (e.g. square, rectangular, beam blank, circular);
—   CCM's from the point where overhead cranes or other transport systems deposit ladles to CCM (e.g. in a ladle turret, ladle car or ladle stand);
—   via casting process and solidification process;
—   via cutting and marking equipment;

-   measuring devices with radioactive sources;
-   material feeding systems and ladle alloying systems;
-   transfer cars for steel ladle and slag pot;

-   auxiliary winches and hoists.
NOTE 1   For variations of converter process where other gases and media, e.g. hydrocarbons, fuels, steam, etc. are used, additional safety measures have to be considered which are not covered in this safety standard
This European Standard is not applicable to converter plant, manufactured before the date of publication of this standard in the Official Journal (OJ).

c)   hook conveyors according to EN 619;
d)   roll and guide shop equipment (e. g., machine-tool);

This European Standard specifies the general safety requirements for secondary steelmaking machinery and equipment (SSE) as defined in 3.1 to treat liquid steel.
This European Standard covers machinery and equipment involved in the treatment process of liquid steel under vacuum or atmospheric pressure.
This European Standard deals with all significant hazards, hazardous situations and events pertinent to SSE, when used as intended and under conditions foreseen by the manufacturer, but also includes foreseeable faults and malfunctions in case of misuse.
This European Standard specifies the requirements to ensure the safety of persons which are to be met during the design, assembly, transport, commissioning, operation, maintenance and decommissioning of the equipment.
This European Standard assumes that SSE are operated and maintained by adequately trained and competent personnel. Manual intervention for setting, adjustment and maintenance is accepted as part of the normal use of the equipment.
NOTE 1   Annex B shows examples of SSE.
The following equipment is not covered by the scope of this European Standard:
   cranes;
   fork lift trucks or other transporting equipment;
   ladles;
   equipment for relining and preheating in the relining area;
   burners according to EN 746-2;
   dust and fume exhaust systems.
NOTE 2   Significant hazards and hazardous situations due to transporting/positioning of heavy components, e. g., by cranes (e. g., ladles, vessels, covers) are considered in this standard (see 5.2.3).
This European Standard is not applicable to SSE manufactured before the date of publication of this standard in the Official Journal.
