Electronic cigarettes and e-liquids - Determination of nicotine delivery consistency over defined puff sequences of a number of e-cigarettes of identical type

This document specifies a method for the determination of nicotine delivery consistency between e-cigarettes (devices, consumables and combinations).
This document:
-   defines the equipment to be used;
-   specifies the preparation of the samples for testing;
-   specifies the aerosol collection process;
-   specifies the analytical method.
Suitable sampling procedures are described for obtaining results from within a single production batch, as well as for sampling across batches.
The method in this document does not seek to demonstrate whether there is consistency between puffs generated at the start or nearer the end of a tank fill or battery charge. The latter is the aim of a separate method under development, EN 17746 Electronic cigarettes and e-liquids — Determination of nicotine delivery consistency over defined puff sequences within a single e-cigarette [1]. Two separate methods have been developed to determine consistency of nicotine delivery, pending regulatory clarity on the Tobacco Products Directive's requirement to "deliver nicotine doses at consistent levels" [2].

-   legt die anzuwendenden Geräte fest;
-   legt die Vorbereitung der zu untersuchenden Proben fest;
-   legt den Sammelvorgang von Aerosolen fest;

—   définit l’équipement à utiliser ;
—   spécifie la préparation des échantillons pour les essais ;
—   spécifie le processus de collecte de l’aérosol ;

Overview

EN 17634:2023 - Electronic cigarettes and e-liquids: Determination of nicotine delivery consistency over defined puff sequences of a number of e‑cigarettes of identical type - is a CEN standard that specifies a laboratory method to measure and compare nicotine delivery consistency between multiple e‑cigarettes (devices, consumables or combinations). The method defines required equipment, sample preparation, aerosol collection and analytical measurement to assess whether nominally identical products deliver nicotine at consistent levels across units and production batches.

Key topics and technical requirements

  • Scope: Tests consistency between separate e‑cigarette units of the same model; it does not assess within‑device variation across a tank fill or battery charge (see EN 17746 for within‑device sequences).
  • Apparatus and conditions: Uses a routine analytical vaping machine meeting ISO 20768 conditions and analytical procedures referenced in EN ISO 24199 and EN ISO 24197. EN ISO 24199 defines the apparatus and trapping/collection setup.
  • Sampling: Minimum sample size of at least 10 e‑cigarettes for the main consistency evaluation; an initial two units are used to determine sequence size (recommended total preparation of at least 12 units, with 2 spare).
  • Sequence definition: Nicotine delivery is measured from the first two puff sequences of each device. Sequence length (number of puffs) is selected based on estimated e‑liquid vaporized mass (EVM) per puff; recommended sequences range (e.g., 50 puffs if ≤5 mg/puff; 20 puffs for ≤15 mg/puff; 10 puffs for ≤30 mg/puff; 5 puffs if >30 mg/puff).
  • Pre‑test checks: Inspection for leaks, battery charge verification, priming procedures (where no user instructions exist, first 5 puffs to waste), and weighing to the nearest 1 mg for mass balance calculations.
  • Data quality: Calculation of EVM, captured aerosol mass and nicotine per sequence, with guidance on handling statistical outliers and repeat testing.

Practical applications and users

  • Who uses it: testing laboratories, e‑cigarette manufacturers, quality control teams, product development groups and regulators.
  • Practical uses:
    • Batch quality control and acceptance testing for nicotine delivery consistency
    • Comparative performance testing across device lots or product variants
    • Supporting regulatory submissions or compliance evaluations related to nicotine dose consistency
    • R&D and design verification of device/coil/e‑liquid combinations

Related standards

  • EN ISO 24199 - Determination of nicotine in vapour emissions (GC method)
  • EN ISO 24197 - Determination of e‑liquid vaporized mass and aerosol collected mass
  • ISO 20768 - Routine analytical vaping machine: definitions and standard conditions
  • EN 17375 - Reference e‑liquids

The article discusses EN 17634:2023, a document that outlines a method for determining the consistency of nicotine delivery in electronic cigarettes. The document specifies the equipment, sample preparation, aerosol collection process, and analytical method to be used in the testing. The article mentions that the method does not analyze the consistency between puffs generated at the start or end of a tank fill or battery charge. It also notes that another method, EN 17746, is under development to determine nicotine delivery consistency within a single e-cigarette. These methods have been developed to comply with the requirement of the Tobacco Products Directive to deliver nicotine doses at consistent levels.
