Aircraft ground support equipment - Specific requirements - Part 9: Container/Pallet loaders

This European Standard specifies the technical requirements to minimise the hazards listed in Clause 4 which can arise during the commissioning, the operation and the maintenance of container/pallet loaders when used as intended, including misuse reasonably foreseeable by the manufacturer, when carried out in accordance with the specifications given by the manufacturer or his authorised representative. It also takes into account some requirements recognised as essential by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and handling agencies.
This document applies to:
a)   Container/Pallet loader (self-propelled) single platform;
b)   Container/Pallet loader (self-propelled) two or more platforms;
c)   Container/Pallet loader/transporter (self-propelled);
d)   Container/Pallet loader/transfer platform (towed).
This document does not establish requirements for noise and vibration.
NOTE 1   EN 1915-3 and EN 1915-4 provide the general GSE noise and vibration requirements.
This standard does not deal with hazards in respect to a standard automotive chassis and from other vehicles on the apron.
This part of EN 12312 is not applicable to container/pallet loaders which are manufactured before the date of publication of this standard by CEN.
NOTE 2   Certain measurements have been given in imperial units (in parentheses) following the metric measurements since the containers/pallets to be handled are based mainly on the imperial system.
This part of EN 12312 when used in conjunction with EN 1915-1, EN 1915-2, EN 1915-3 and EN 1915-4 provides the requirements for container/pallet loaders.

Luftfahrt-Bodengeräte - Besondere Anforderungen - Teil 9: Container-/Paletten-Hubfahrzeuge

Diese Europäische Norm legt die technischen Anforderungen zur Minimierung der in Abschnitt 4 aufgelisteten Gefährdungen fest, die bei Inbetriebnahme, Betrieb und Wartung von Container-/Paletten-Hubfahrzeugen auftreten können, wenn diese in Übereinstimmung mit den Anweisungen des Herstellers oder dessen Beauftragten ausgeführt werden, einschließlich vom Hersteller vernünftigerweise vorhersehbarer Missbrauch. Sie berücksichtigt auch einige Funktions- und Gestaltungsanforderungen, die von offiziellen Stellen, den Herstellern von Luftfahrzeugen und Bodengeräten (GSE) sowie Luftverkehrs- und Abfertigungsgesellschaften als wesentlich erachtet wurden.
Dieses Dokument gilt für:
a)   Container-/Paletten-Hubfahrzeug (selbstfahrend) mit einer Plattform;
b)   Container-/Paletten-Hubfahrzeug (selbstfahrend) mit zwei oder mehr Plattformen;
c)   Container-/Paletten-Hubfahrzeug-/Transporter (selbstfahrend);
d)   Container-/Paletten-Hubfahrzeug-/Transfer-Plattform (schleppbar).
Dieses Dokument enthält keine Festlegungen hinsichtlich Lärm und Schwingungen.
ANMERKUNG 1   EN 1915-3 und EN 1915-4 legen die grundlegenden Lärm- und Vibrationsanforderungen fest.
Dieses Dokument behandelt keine Gefährdungen, die von einem Serienfahrgestell und von anderen Fahrzeugen auf dem Vorfeld ausgehen.
Dieser Teil der EN 12312 gilt nicht für Container-/Paletten-Hubfahrzeuge, die hergestellt wurden, bevor diese Norm durch CEN veröffentlicht wurde.
ANMERKUNG 2      Bestimmte Maßeinheiten sind in Zoll und Pfund (in Klammern) hinter den entsprechenden metrischen Werten angegeben, da die abzufertigenden Container/Paletten nach dem Zoll Pfund System bemessen werden.

Matériel au sol pour aéronefs - Exigences particulières - Partie 9: Chargeurs de conteneurs/palettes

La présente Norme européenne spécifie les exigences techniques pour diminuer au maximum les phénomènes dangereux énumérés dans l’Article 4 qui peuvent apparaître lors de la mise en service, l’exploitation et la maintenance de chargeurs de conteneurs/palettes utilisés normalement, y compris une mauvaise utilisation prévisible par le fabricant, lorsqu’elle est réalisée selon les spécifications émises par le constructeur ou son représentant autorisé. Il prend également en compte certaines exigences reconnues essentielles par les autorités, les fabricants d’aéronefs et de matériels de service au sol (GSE), ainsi que les compagnies aériennes et organismes d’assistance.
Le présent document s’applique aux :
a)   Chargeur (autotracté) de conteneur/palette à une seule plate-forme ;
b)   Chargeur (autotracté) de conteneur/palette à double ou plusieurs plates-formes ;
c)   Chargeur/transporteur de conteneur/palette (autotracté) ;
d)   Chargeur/plate-forme de transfert de conteneur/palette (tracté).
Le présent document ne spécifie pas d’exigences pour le bruit et les vibrations.
NOTE 1   Le bruit et les vibrations sont traités respectivement dans les EN 1915-4 et EN 1915-3.
La présente norme ne traite pas des phénomènes dangereux relatifs à un châssis automoteur standard ni de ceux provenant d’autres véhicules sur l’aire de stationnement.
La présente partie de l’EN 12312 ne s'applique pas aux chargeurs de conteneurs ou de palettes fabriqués avant la date de publication de cette norme par le CEN.
NOTE 2   Les conteneurs et palettes concernés étant fondés principalement sur le système inch-pound, certaines mesures sont données en unités inch-pound (entre parenthèses) à la suite des mesures métriques.

This European Standard specifies health and safety requirements for container/pallet loaders intended for loading/unloading of unit loads with the exception of bulk material for all aircraft types commonly in service in civil air transport. The minimum essential criteria are considered to be of primary importance in providing safe, serviceable, economical and practical container/pallet loaders. Deviations from the recommended criteria should occur only after careful consideration, extensive testing, risk assessment and thorough service evaluation have shown alternative methods or conditions to be satisfactory. Such deviations are outside the scope of this standard and a manufacturer should be able to demonstrate an equivalent level of protection. This document is a Type C standard as stated in EN ISO 12100. The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this document. When provisions of this Type C standard are different from those which are stated in Type A or B standards, the provisions of this Type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this Type C standard. Deviations from requirements do not fall within the presumption of conformity given by the standard. For information, a summary of equipment functional design requirements covered by International Standards, e.g. ISO 6967 and ISO 6968, and IATA Airport Handling Manual, is given in Annex B.
